SAN DIEGO (KGTV) — Some Pacific Beach families say they no longer feel comfortable at their public library because of the homeless population."It's no longer a library it's a homeless shelter, and that's the word that's spreading."Racheal Allen spends hours each day crusading for public safety in PB. The Neighborhood Watch Block Captain is tired of seeing the same problems on repeat at the library. "Cleanliness an issue, hygiene, I would not let my kid run around barefoot here," Allen said.MAP: Track crime happening in your neighborhoodMost recently she saw the swing sets being used as a clothesline. "I've seen a lot, but when I saw that it was a slap in the face," Allen added. And another slap in the face she says, a new library policy enacted last year. Under the old code of conduct, people sleeping in libraries were woken up and asked to leave.RELATED: Woman says homeless are stealing power from her City Heights apartment complex“It’s very broad and applies to everyone," Library Director Misty Jones said. "If I was to enforce I'm going to suspend a toddler who falls asleep or I’m going to going to suspend an 80-year-old man who nods off reading the newspaper.”Jones says now, staff will wake a person up but they won't be kicked out if they're not disrupting others. "It was punitive and unfair and targeting a specific population," Jones said.Jones says one reason the policy changed was after a librarian found a teenager sleeping. Rather than kick her out, she had a conversation with the teenager. RELATED: Neighbors fed up with homeless trash on undeveloped?College Area lot"She found out the girl was a victim of sex trafficking, she was able to call police, get social workers here and get her reunited with her family," Jones said. But Allen says she's seen illegal activity outside the library and worries relaxing this rule will only lead to more problems."I want the library to consistently enforce their rules, I want guards to consistently patrol, it seems they are only on top of it when the community pushes them to be on top of it," Allen said. And that, she says, is no solution at all.  2180

SAN DIEGO (KGTV) - Students at the Art Institute of California in San Diego say they feel betrayed by the institution after learning it's likely shutting down. They were notified Wednesday that if the school isn't squired by a buyer it will shut down on Friday, March 8.“We could see the cracks in the walls when a lot of the department heads were let go and they had one person running all the programs," said Tom Aleo, who studies game art and design. Aleo had just one quarter left before graduation. He says despite problems in the last year they were hoping for the best. "The emotions here are all over the place; shocked, confused, depressed," said Aleo. In July the Art Institute in Mission Valley stopped enrolling new students. And this week court documents revealed the company which operates the school, Argosy University, is accused of misusing millions of federal dollars.Students are frustrated they only got two days of warning that the school was closing, and are now scrambling to figure out their options. A tuition fair was held on Thursday on campus.10News reached out to the Art Institute and received this statement: 1147

SAN DIEGO (KGTV) — Sara Jacobs, winner of the race to replace the retiring Susan Davis in California's 53rd district, is getting ready to begin the transition to Congress."Kind of feels like college. I’ll be going to freshman orientation, picking my office room, staffing my office. Talking with congresswoman Davis, to others about a transition. And then getting ready so that as soon as I get sworn in, I can hit the ground running," Jacobs told ABC 10News.Jacobs says the new Congress' first priority will be helping the nation bounce back from the COVID-19 pandemic. She says she'll insist any new round of stimulus spending will include funding to help small businesses and families, including child care.In her victory speech, Jacobs pointed out that at 31, she'll be one of the youngest members of Congress, and just the third woman to represent the San Diego region. Aeiramique Glass Blake, an activist and friend of Jacobs, says her election is inspiring to young San Diegans. "As young people, we need somebody who understands the dynamic and the perspective that we are coming from," says Glass Blake.Glass Blake says that while she knows Jacobs will work hard to represent all members of her district, she also realizes the importance of serving as a young woman in Congress. "It’s very important to have not just diversity in race and gender, but diversity in age and diversity in thought," she added.Jacobs has been congratulated by other members of San Diego's congressional delegation, as well as by House Speaker Nancy Pelosi. 1551
