(CNS) - A 53-year-old Fallbrook man was fatally struck by a car while attempting to cross a street in Fallbrook, authorities reported Monday.A 58-year-old man was driving a Toyota Camry northbound on South Mission Road about 12:15 a.m. Sunday when the victim ran westbound across the northbound lanes near Peppertree Lane and was struck by the sedan, California Highway Patrol Officer Mark Latulippe said.The pedestrian was taken to Temecula Valley Hospital, where he was pronounced dead, the officer said. ENCINITAS, Calif. (KGTV) -- The city of Encinitas has voted to move forward with a plan to create a safe parking lot for people living out of their cars. The city council voted 4-1 to start negotiating with Jewish Family Service, with the goal of opening the safe parking lot by the end of the year. Both supporters and opponents spoke during Wednesday's city council meeting, 30 in favor and 15 opposed. Those opposed to the lot said they were worried about their safety and property values. Those in favor said this would help people get back on their feet and keep them from becoming chronically homeless. The lot will be operated by Jewish Family Service on the Leichtag Foundation's property. Once the plan is finalized it will operate 365 days a year, seven days a week from 6 p.m. to 7 a.m. It will have overnight security, bathrooms, hand-washing stations, food and resources to help people get back into permanent housing. ESCONDIDO, Calif. (KGTV) - Felicita County Park is just south of Escondido and is one of the largest and oldest parks in San Diego County. It’s named after a Native American woman who helped preserve history more than a century ago.Dove Toler is a San Pasqual Tribal Council member and has studied the rich Native American history of his own tribe, writing a book about his family’s past, and the history of the surrounding San Diego area. He said one of the most unique factors about Felicita LaChappa was the information she possessed.Toler said it’s estimated that LaChappa was born around 1820 during the Mexican era. He said during this era, Native people were dealing with the invasions of many different other cultures in addition to battling disease, so it’s incredible that she survived this period. This gave a window into a time period that many did not remember or live through.“She was able to survive, she didn’t get the diseases, she was able to marry, she was able to prosper in a sense that she survived,” he said, adding that, “Felicita survived during that turbulent time, those that were here were able to photograph her, interview her and now in honor of her, name this beautiful park after Felicita.”The park’s property was bought by San Diego County in 1929 and was named after LaChappa to honor her. To this day, there are still holes in some large rocks, evidence of the Native American people who once lived there. A nonspecific threat was posted on an old video circulating online, according to the Escondido Union High School District community relations officer.
