(KGTV) - Southern California cities affected by the Thomas fire were evacuated Wednesday morning due to the threat of mudslides from an approaching storm.The Santa Barbara County Sheriff’s Office issued a Recommended Evacuation Warning at 8 a.m. for the Thomas, Sherpa and Whittier burn areas in Santa Barbara, Goleta, Montecito, Summerland and Carpinteria.A National Weather Service report indicated the area may receive moderate to heavy rainfall from a storm arriving Thursday that may generate mud and debris flows.RELATED: Local crew saves family from Montecito?mudslideThere is a high risk for loss of life and property, the SBCSO said. (KGTV) — A dream trip to Africa for a Santee grandmother turned into a nightmare as she sat in a tour bus.Daughter-in-law Tomira Baca-Craig says Jeanette Craig, who retired four years ago, left for South Africa two weeks ago. Jeanette had been saving for the trip for more than a year.  It was her first trip to Africa.A few days after she arrived, she was on a tour bus headed to an animal preserve in the landlocked country of Lesotho when the bus overturned, killing three and injuring more than 12 tourists on board, including Jeanette."Because she had her seatbelt on, she wasn't thrown. She was trapped upside down. When the bus rolled, that's when she sustained all her injuries," said Baca-Craig.Jeanette was transported by helicopter to a clinic just outside Lesotho. She has since undergone several surgeries, suffering a fractured pelvis and leg, and torn ligaments in her legs."Now her pain is just shocking. There's a ton of breakthrough pain every time she shifts because the pelvis is bone on bone," said Baca-Craig.Jeanette is comforted by her daughter, who just arrived in South Africa. Loved ones say they just want to bring her home.  "We'd like to get an MRI and another CT scan to and rule out everything else because it was such a traumatic accident," said Baca-Craig. The problem? SAN FRANCISCO (AP) — University of California President Janet Napolitano, who oversaw historic expansions of the 10-campus system and championed immigrant students, but whose management structure faced criticism and embarrassing scrutiny, said Wednesday she will step down in August 2020.Napolitano, a former homeland security secretary and Democratic governor of Arizona, made the announcement at a meeting of the university system's Board of Regents in Los Angeles."My time at UC has been deeply gratifying and rewarding. I have been honored and inspired every day to serve this institution alongside incredibly dedicated, passionate people," Napolitano said in a statement. "The decision was tough — and this moment, bittersweet — but the time is right."Napolitano, 61, has battled a recurrence of breast cancer but said her health is good and did not play a role in her decision to step down."All of my tests are clear. So that was not a factor in my decision," Napolitano told reporters in a conference call, saying she will complete her seventh year in the job before stepping down."It seemed like a good time to have some fresh blood at the University of California," she said.During her tenure, Napolitano has overseen an expansion of the public university system, enrolling historic numbers of students and making it easier for in-state students to transfer from community colleges to the university system.She oversaw reforms of policies on sexual misconduct and was a staunch supporter of the rights of immigrant students.In 2017, the university joined a lawsuit challenging the Trump administration's decision to rescind the Deferred Action for Childhood Arrivals program, an action that led to injunctions that allowed hundreds of thousands of DACA recipients to extend their authorization to legally live and work in the U.S., including students in the UC system.But Napolitano also was criticized by state lawmakers after a state audit found problems with her office's financial management. A report from State Auditor Elaine Howle in 2016 found that Napolitano's office failed to disclose millions of dollars in reserve funds.It also said Napolitano's top aides had sought to suppress campus criticism of her office in surveys that were supposed to be confidential and sent directly to the state auditor.The investigators found that Napolitano had approved of the plan to review the survey responses. The audit said there was "insufficient evidence" to conclude that she knew of the full range of what her staff was up to or that she directly approved of any interference. But the investigation and subsequent oversight prompted a rare public rebuke by the UC's governing Board of Regents.Napolitano had a distinguished career before coming to California. As a partner in a prominent Phoenix law firm, she represented Anita Hill during the Senate Judiciary Committee's confirmation hearings for Supreme Court Justice Clarence Thomas in 1991. Hill accused Thomas of sexual harassment, which he denied.She was a popular Democratic leader in Republican-controlled Arizona, easily winning re-election by more than 25 points in 2006. (KGTV) -- Dozens of migrants seeking asylum in the United States are being processed Tuesday afternoon, according to an attorney.Eight migrants were allowed in for processing Monday night followed by dozens more Tuesday afternoon and evening. The rest of the migrant caravan is waiting in Tijuana to be allowed in and processed. The attorney, who is working with the group of migrants, said members of the caravan were asked to choose among themselves who would be processed.MAP: Where is the migrant caravan from?Women and children were reportedly in the first groups of migrants selected Monday and Tuesday. An official with U.S. Customs and Border Protection said that, although this group of migrants has been gaining national attention, the process the group is going through is standard.As far as the process the migrants are going through, CBP said that individuals who don’t have proper travel documents and try to enter into the U.S. may be subject to expedited removal.PHOTOS: Migrant caravan makes way to U.S-Mexico borderThose in expedited removal who express fear of return are then referred to United States Citizenship and Immigration Services.Migrants then go through a “fear interview” to determine whether or not they have a credible fear of persecution or torture.The San Ysidro border inspection facility can hold 300 people. At times, this has required us to limit the number of people we can bring in the port facility for processing at a given time, including in 2016 when an influx of Haitians arrived at the California border, and as recently as within the past six months. In recent days, San Ysidro has exceeded port capacity due to an increase in arrivals of undocumented persons making asylum claims or presenting complex cases. Accordingly, CBP has had to limit the number of new arrivals for processing. CBP will continue to work with its interagency partners at ICE to ensure continued management of persons presenting without documents and appropriate care and custody of all those in our facility,” the spokesperson said in part.Migrants with the caravan have made their trip to the U.S.-Mexico border from three different countries in Central America.
