While the virus had been recorded in five other countries — including five cases in the U.S. — there had been no deaths recorded outside of China.In its Jan. 31 declarations, the WHO did not recommend any travel or trade restrictions, but urged countries to prepare for containment and "place emphasis on reducing human infection, prevention of secondary transmission and international spread."The organization issued its recommendation 10 days after China reported that the virus appeared to be spreading from person-to-person, a finding that indicated the disease could have far-reaching implications. The New York Times reports that by that time, thousands had traveled out of Wuhan, the virus' place of origin, possibly spreading it around the world. China has since faced criticism for not reporting its findings sooner.That same day, President Donald Trump took action to block entry into the U.S. of any person that had been in China for the last 14 days. The order did not apply to U.S. citizens. While the move may have temporarily delayed the virus' widespread arrival, his administration's inaction for the next month would prove costly.During the next month, the CDC would face significant delays in developing a test for COVID-19, which would cause a testing backup in the months to come. There have been 80 confirmed cases of the polio-like illness known as AFM in 25 states this year as of Friday, the US Centers for Disease Control and Prevention said Monday.In addition, there are 139 cases under investigation for a total of 219 confirmed and suspected.This is eight more confirmed cases than the agency reported last week and 20 additional patients under investigation.The CDC noted an increase in reports of patients under investigation who began experiencing symptoms in August, September and October. It has not identified the 25 states with confirmed illnesses, nor has it said how many states are reporting cases under investigation.AFM, or acute flaccid myelitis, is a rare illness that affects the nervous system, especially the gray matter in the spinal cord, and can cause muscle weakness and sudden onset of paralysis. Last month, the CDC said that 90% of patients since 2014 have been children under the age of 4, although adults can also develop AFM.Other symptoms include drooping of the face or eyelids, difficult eye movement, trouble swallowing or slurred speech.Research is underway to determine the cause of AFM, although there is a focus on enteroviruses, which can cause respiratory illness and West Nile virus, and other viruses in that family.According to the CDC, there have been 404 confirmed cases in the United States since August 2014. (KGTV) -- The female passenger of the truck that plowed into a row of street vendors and vehicles waiting to cross the Mexican-U.S. border Monday afternoon says she and the driver were fleeing an attack before the chaotic scene broke out. Summer Draper, who was injured during the incident and is being treated at Scripps Mercy Hospital in Hillcrest, says she and her boyfriend were visiting Tijuana from Utah when the incident occurred.Draper tells 10News the couple went to Tijuana to shop when their truck was allegedly attacked while asking for directions. Draper says the pair didn’t make it to the shops, but instead, tried to reroute to the Costco back by the border. That’s when she says they asked for help. “They said the only way they'd be able to help is if he drove.”Draper says her boyfriend Frank Stricker, 29, was driving and, while he was hesitant, gave in and let the man help. “Instead of going left to Costco he’s going right,” Draper said, adding that’s when her boyfriend started yelling for the man to pull over. “In two seconds the guy pulls over the car and there’s a cop.”Draper remembers hearing gunfire before she says Stricker hit the gas to get away. Minutes later, she says they reached the border, but while stopped in the lanes, they were attacked. One video shows Stricker lying on top of a bloodied Draper outside the truck, seemingly to protect her from the crowd. After the crash, Draper was taken to the hospital where she claims to have been tortured. “They tortured, they laughed at me they had everyone taking pictures of me they seriously did all of this with no medicine I mean I felt everything,” she said. According to Draper, she spent the night at the hospital before being brought to the U.S. for further treatment. Stricker is currently in the custody of Mexican authorities and is facing attempted homicide charges. Videos and images from the incident show that Stricker also suffered injuries, his condition is unknown at this time.According to court documents from Utah, Stricker has drug charges extending back to 2008, including possession or use of a controlled substance, and use or possession of drug paraphernalia.
