SAN DIEGO (KGTV) — A 4-acre brush fire in Chula Vista highlighted a firefighting technique that's relatively rare throughout the state: nighttime aerial water drops.Once considered too dangerous to attempt, a handful of agencies in California now have the helicopters and equipment needed to handle night operations, including the San Diego Fire-Rescue Department.San Diego Fire has been doing water drops using military-grade night vision goggles since 2005, said pilot Chris Hartnell. The agency expanded its night helicopter coverage countywide in late 2014.Only two helicopters in San Diego County have the capability to do night drops. Both were in use Wednesday when flames broke out near a riverbed just before 11 p.m. in the 2500 block of Faivre Street, near Hollister Street.CAL Fire does not currently operate firefighting helicopters at night anywhere in the state, although the agency has plans to purchase 12 new helicopters with that capability, said CAL Fire San Diego spokesman Thomas Shoots. The agency just received its first Firehawk helicopter this year and plans to put it into service in about a month, Shoots said. SAN DIEGO (KGTV) -- A former professional skateboarder convicted of raping and murdering a woman in Carlsbad nearly three decades ago is suitable for parole, a hearing panel at Donovan Correctional Facility determined Tuesday.The Board of Parole Hearings panel determined Mark “Gator” Rogowski is not an unreasonable risk to the community, setting him up for release despite objections from the victim’s father and the San Diego County District Attorney’s Office over a crime that stunned the region in the 1990s.“We think the decision did not take into account the grave public safety concerns posed by this inmate. We think he still poses a threat, especially to women,” said Supervising Deputy District Attorney Richard Sachs. “When someone does something as horrible as this, it shocks the conscience that they would be granted parole,” he added.A world champion skateboarder in the 1980s, Rogowski was convicted of beating Jessica Bergsten with a metal rod into semi-consciousness, raping her, wrapping her in a surfboard bag, and strangling her to death in a fit of rage that spanned three or more hours. Rogowski later buried her body in the desert.Bergsten was a friend of Rogowski's ex-girlfriend. He said he took out his rage from the break-up on Bergsten, a college student and part-time model, in a case of "misplaced revenge."“The pain never goes away,” the victim’s father Stephen Bergsten told the panel. “This inmate received a life sentence, but he imposed a death sentence upon Jessica and our family.”Commissioner Brian Roberts said the panel took several factors into consideration, including Rogowski’s remorse for the crime, lack of significant criminal history, good behavior in custody, and rehabilitation programs he has completed during his 27 years in prison.Roberts said the panel also put significant weight on a new law that gives added leniency to “youthful offenders” who commit crimes before the age of 26. The law, which took effect in 2018, is based on studies showing the impulse control architecture in the brain is not fully developed in most people until about age 25.“I’m disgusted with what I did. I think about it every day,” Rogowski told the board. “I took everything from that poor family. They have every right to be angry with me. I want to make it go away but I can’t.”The Board of Parole Hearings has 120 days to finalize the decision. After that, the case will go before the governor for review.“Unfortunately, justice wasn’t served today, but the governor will have a chance to look at this case and we hope he will,” Deputy DA Sachs said.Commissioner Roberts ordered Rogowski to live temporarily in transitional housing upon release. SAN DIEGO (KGTV) - A coffee shop owner in City Heights has planted a handful of coffee trees in his garden. He plans to be at the forefront of the "small-batch coffee" movement growing across San Diego."I'm learning more and more about coffee, and it's just becoming way more intriguing to me, and it's fascinating," says Justin Boone, the owner of Burly and the Bean.Boone says he planted his first tree about 18 months ago, after talking to friends about the idea. He got more interested as he heard of local farms planting the trees in large quantities."I guess it's a little risky," says Boone, "because I really don't know what the outcome is going to be."Boone says his trees won't produce enough beans to harvest for another 2-3 years. But he's excited to taste the first cup from his crop.Meanwhile, coffee is becoming a trendy new crop across the County.Frinj Coffee currently manages around a dozen farms in San Diego that have planted coffee trees. The woman, Marieme Bouguerba, is being represented by San Diego attorney Charles Field, a partner with Sanford Heisler Sharp, LLP "She's devastated. You have a single mother who lives with her parents, and she's trying to make things go and to have her entire life savings decimated like this is a major setback for her - both financially and emotionally," said Field.The lawsuit claims Mark Bernier trolls dating websites for vulnerable, high net worth women as part of his investment scams. It goes on to say he advertises himself as a licensed investment professional, attempts to build trust and confidence, and then aggressively seeks to separate the women from their money through purported investments.Bernier is listed as CEO for San Diego-based venture capital firm, VentureMoney Management Co. Field says his client met Bernier on the dating website MillionaireMatch.com, a site designed to help successful people find love. Field says Bernier has exchanged over 29,000 messages with over 3,000 women through the Millionaire Match website, to sell them worthless securities. "Well I think that's the mark of a good salesman, is that a good salesman can make a good pitch, can make a convincing pitch, and when it's backed by a legitimate looking website that has very prominent people on there, all that combined led her to believe that this was reputable," said Field.Field says Bernier scammed his client out of 0,000. While they received 0,000 back during mediation, Field says they are not being told where the rest of the money is."It seems reputable, when you look at the website it seems like he's [Bernier] trying to do good things, that's what it appears. But like I said, we asked where the money is, we asked what it was invested in, where it went, and we have not gotten any answers," said Field. Their lawsuit accuses Bernier of not even having a license to sell securities or give investment advice in California. SAN DIEGO (KGTV) — A grant from the Central San Diego Black Chamber of Commerce is easing the pain of the pandemic and keeping businesses afloat.Captain Bill Wilkerson, the owner of Malihini Sportfishing, has fished since he was old enough to cast.Wilkerson said at the age of seven, he and his grandmother would walk to the bus stop and ride two hours to get to Venice Beach."We used to fish on Venice Pier sun up to sun down," he said smiling.He said his grandmother was trying to protect him, by taking him out of the L.A. neighborhood where they lived.Wilkerson said he had friends in elementary and middle school she knew were getting into trouble, "I went back 10, 15 years ago to see if I could locate some of those friends, and most of them were gone due to gangs and drugs and things like that."He said he would never forget the time she took him to Santa Monica to go fishing. It was an extra 45 minutes on the bus, but it was worth it, he said. While under the pier, he said he saw a boat pull up, let people off, take others on, and leave.He asked his grandmother what they were doing. She said, "do you want to go fishing on a boat?"She knew the captain and the next weekend he hosted Wilkerson. There was no going back to fishing on the pier after that trip.Wilkerson named the captains he worked for over the years and said he was thankful most for Raymond Sobeick, who he said taught him how to fish and opened him up to the opportunity to be a business owner. "My dad growing up told me that I would have to work 10 times harder than anybody else, just because of the color of my skin," he said pausing. "It's true."He said it was only true at the beginning of launching his business.After Wilkerson worked hard, bought the Malihini in 2006, and launched his business, he says from there it wasn't smooth sailing."In 2011, I was diagnosed with cancer, a brain tumor... In 2017, the boat struck a whale."The accident creating a mountain of debt."We started 2020 strong and then COVID-19 happened," he said.Wilkerson said they applied for every grant and loan available and didn't get anything. Then, he heard about the Black Business Relief Grant Fund through ABC 10News. He was awarded a ,000 grant and supported with tools and mentors who guided him on pivoting his business plan."They really want to see Black and minority and Asian businesses succeed ... To me, it's been invaluable. I mean, to see that there are doors that can be opened for a guy who owns a fishing boat who can't get financing because of whatever," he chuckled.Wilkerson said the grant paid for fuel and parts. He said they're hoping to get a loan to carry them through the next few months. He added that his faith has gotten him through many challenges."He's never let us starve, he's always made sure we have food, we had water. Our bills, for the most part, were paid," he said choked up.
