A former Strongsville (Ohio) City Schools employee has been indicted for the alleged theft of several high-priced items, including a barn, purchased using school district funds.On May 10, the Lorain County Sheriff's Office and the state auditor executed a search warrant at the residence of Robert Schwerman, 49, who was a former maintenance foreman for the Strongsville City School District.The investigation involved the alleged theft of ,000 worth of material goods from the district dating back to 2013, according to the state auditor, who held a press conference on Tuesday announcing the indictment.Schwerman is accused of stealing an upgraded John Deere utility vehicle valued at more than ,000 and a ,000 zero-turn lawn mower. He also is accused of stealing a small barn from school grounds, which authorities later found in his yard.“This man was shameless. ALEXANDRIA, Ind. -- More than a dozen small dogs were rescued from one of the worst cases of animal hoarding officials in Madison County, Indiana say they have ever seen. Madison County Sheriff's deputies responded to a complaint about dogs barking at a home on Trenton Street in Alexandria on Saturday just after 2 p.m. Responding deputies said the smell from the home was so strong that it reached the driveway and the homeowner had to walk around feces to exit the home. Inside the home, deputies found 18 Shih-Tzu and Rat Terrier mixed dogs with severely matted and unkempt fur and fecal matter on the floors throughout the home. The dogs appeared to be well fed, according to deputies but were in need of intensive care. “When we’re called to help with a situation like this, and you can smell the urine from the driveway…you know it’s going to be really bad,” said Maleah Stringer, Director of the Animal Protection League, Inc. (APL), the city of Anderson’s animal shelter. “There has to be some point along the way that people have to realize they can’t handle caring for this many dogs, and they need help. Sadly, too many don’t make that call and the dogs end up paying the price.”Several of the dogs in the home were being kept inside a small bedroom that was covered in mold and feces. The smell of ammonia inside the home was so intense that two deputies had to be treated for exposure. The owner voluntarily surrendered all 18 dogs to the Animal Protection League of Madison County. According to the APL, one of the dogs was in such poor shape that it had to be euthanized.  “We are hopeful the remaining 17 dogs are eventually healthy enough to be adopted," said Stringer. "Right now, we’re looking at about 0 per dog just to get the basic veterinary care. After months of being unable to splurge on things like a vacation or even a night at the movies, experts say many Americans have hit a point of “frugal fatigue.” In fact, a new report by Comscore Inc. shows impulse spending is at the highest ever.With store closures and in-person shopping concerns, many consumers have moved more of their spending online. On average, they’re now spending roughly 25% of their discretionary income there.“When people are cooped up at home, there’s the tendency for impulse buying,” said Greg McBride, the Chief Financial Analyst at Bankrate.com.“I think the pandemic has moved us forward seven years in the last seven months, in terms of certain trends particularly towards digital,” he added.While online shopping has been around for a long time, McBride explained that in the last seven months, more retailers have gone online. Those already there have invested significantly in making their shopping experience easier and more convenient, so that people could spend more and more often.An easier online shopping experience eliminates the "old buffer" of someone getting in their car, driving and browsing around their favorite stores. The old way provided time to reconsider a purchase or how much to spend.“The tendency for emotional or impulsive purchasing can be really devastating towards your financial goals and unwind a lot of progress you may have otherwise already made,” McBride added.A little impulse spending won’t hurt, but these numbers are concerning some experts like McBride.“It’s really important to identify what is your trigger? Is it sadness, is it boredom, is it 'Keeping up with the Jones?’” he said. “Then developing strategies that can distract you from that.”Two simple strategies he suggests are, first, do not show up without a list or only shop for specific item. This goes for in-store shopping and, especially, online.Secondly, you should set a personal threshold for spending and impose a 24-hour waiting period for purchases above that threshold. About 40 percent of babies born in the United States were born to mothers who were not married, in 2015 according to the United Nations.The statistic comes from the UN Population Fund's annual report, which notes that the rate has steadily increased since 1970, when only 10 percent of children were not born to married parents.The trend is consistent with many Western countries — 60 percent of children were born to unmarried parents in the European Union in 2015, an increase from just under 20 percent in1970.The UN notes that while mothers may not waiting for marriage to have children, it's likely that the children are still growing up with two parents. The study notes that in 2010, 1 in 10 European children lived with a single mother, while 1 in 4 in children lived with an unmarried couple.The study also notes that mothers in the United States are waiting longer to have children.
