Graduates of the college will receive a religious bachelor's degree and serve in mosques and Islamic associations across the region.-- Also in late May, the Ministry of Transport issued a statement jointly with Xinjiang's regional government pledging to spend more money-- which will cover 50 percent of the construction costs-- for road building in Xinjiang.-- On June 1 the regulation on reform of resource taxes in Xinjiang, which was jointly issued by the Ministry of Finance and the State Administration of Taxation, took effect, marking Xinjiang as the first region in China to begin such reform.The regulation provides a shift to taxing crude oil and natural gas by price, rather than volume. The reform aims to raise local revenue for the resource-rich Xinjiang.-- From June 9 to June 12, officials of central governmental departments, including the Ministry of Science and Technology, the Ministry of Commerce and the National Development and Reform Commission, as well as officials of the China Development Bank, visited Xinjiang to inspect the development of local industries.

SHENYANG, Aug. 22 (Xinhua) -- Some 253,500 residents have been safely evacuated in northeast China's Liaoning Province after torrential rains caused waters to rise to the highest level in more than a decade along a major river bordering China and the Democratic People's Republic of Korea (DPRK), local officials said Sunday.The hundreds of thousands of residents, mostly in Dandong City, were relocated in less than 24 hours from late Saturday to Sunday, provincial flood control authorities said. Among those rescued was a 23-year-old woman who gave birth to a healthy baby just hours after she was air-lifted out of the flood zone.No new casualties were reported on Sunday. Previously, authorities said four people were killed and one remains missing following floods in Dandong, a border city facing Sin'uiju City in the DPRK.Heavy rainfalls that began Thursday have swelled the Yalu River, which marks the border of China and the DPRK. On Saturday night, the water level at one monitoring station in Dandong rose to 2.35 meters above the warning line, the highest in a decade and the second highest since records began being kept in 1934.However, water levels began to dip late Sunday as rains stopped, though provincial authorities warned that the danger has not yet passed.Workers are racing to build sand bag flood barriers along part of the river where the water has overflowed. Over two thousand soldiers and crews have been mobilized to rescue stranded residents. About 70 vehicles, 38 speed boats and six helicopters were used in the rescue operations, local officials said.BABY BORNOn Sunday, a healthy baby weighing 3.9 kilograms was born in the Women and Children's Hospital of Dandong. Hours before, her mother, 23-year-old Liu Li, was stranded at home in rural Kuandian County waiting for mid-wives to come amid heavy flooding.After learning of Liu, Liaoning Governor Chen Zhenggao first ordered helicopters to send experienced doctors to Liu and later had Liu air-lifted to Dandong. BEIJING, Aug. 11 (Xinhua) -- China's Ministry of Health has said it will draw upon its experience from the H1N1 flu control to ensure prevention of the general flu, as the World Health Organization (WHO) announced plans for the post-pandemic period."Based on the experience from A/H1N1 prevention and control, we will revise emergency plans and will continue flu prevention efforts in a bid to ensure people's health," said a statement released late Tuesday by the ministry.Figures from the ministry show that the weekly new A/H1N1 cases have remained below 30 since mid-April. Further, no deaths have been reported for 12 consecutive weeks.While announcing the coming of the post-pandemic period, WHO Director-General Margaret Chan warned that the A/H1N1 virus will continue to spread as a seasonal flu for some years.Chan urged health authorities to maintain alert for the virus.So far, about 800 deaths from A/H1N1 influenza had been reported in China, Health Minister Chen Zhu said earlier.More than 100 million Chinese have been vaccinated against A/H1N1 flu as of May 14.The A/H1N1 virus was first identified in Mexico in April 2009. And now, the loss of another loved one in a family of four is too much for the introverted 16-year-old to deal with.Yang Zhenmei, a volunteer psychology counselor from the provincial capital Kunming, traveled 930 km to the disaster area to offer help for young people like Yu.She held a brief psychological intervention session with the boy, had patient conservations with him and told him to refrain from aggressive behavior. She also told him to call her if he feels overwhelmed by difficulties.But not many people are as lucky as Yu, who receives the kind of psychological services rarely seen in Litoudi Village, a remote mountainous village in China's southwest Yunnan Province, which borders Myanmar. In a village with a population of a little more than 150, medical resources are scarce.Litoudi Village has only one doctor. Usually, local residents have to travel seven km to be treated in a hospital at the township seat of Puladi.Soon after the mudslides, about 130 doctors and nurses from Gongshan and Fugong Counties rushed to the scene, though none of them had previously received psychological training, except for a handful of doctors who had taken psychology courses back in college.Moreover, the focus of the medical services in the immediate aftermath was on treating the injured, helping rescuers with minor injuries and preventing outbreaks of diseases.Authorities have said 92 people were killed or remain missing following the massive mudslides that swept the village.Torrents of mud and gigantic stones smashed and buried the Yujin Iron Mine and about 10 civilian residences at 1:30 a.m. Wednesday. Most of the victims were local residents and migrant workers at the Yujin Iron Mine.The government has not released the number of people needing psychological assistance in the village. The village population is about l50, though some 380 relatives of the victim have temporarily settled into 20 tents or villagers' homes. "The number of people suffering psychological wounds and prone to having extreme actions is small. It's a mudslide and the chances of survival are slim. If people did not have extreme reactions in the first two days, they will somehow accept reality." volunteer counselor Yang said.However, she still suggests creating a mid- and-long term plan to help local residents, by which she meant to train some villagers or young people as volunteers and help local residents suffering from stress brought on by the loss of loved ones.Unlike the situation following the magnitude-8.0 Sichuan earthquake in 2008, when thousands of volunteer counselors and psychological experts went to the quake-devastated zone to offer help, only about 300 volunteers came to Litoudi Village.
