This is typical of the Chinese society at large," Al-Jarad said.     The ambassador said he believed the July 5 riot was aimed at disrupting stability, undermining the harmony and close links among the various ethnic groups, and undercutting social development.     He said it was necessary for the Chinese government to take actions to protect Xinjiang's stability, restore law and order, and prevent extremists and outside forces from disrupting Xinjiang's peace and stability.     Al-Jarad said violence has nothing to do with religion, and goes against the religious doctrines of peace and fraternity.     Li Liangyi, a Singaporean expert on tourism told Xinhua that the July riot in Urumqi disrupted the harmonious development in Xinjiang, and is definitely against the will of the general public in China.     He said he is confident that the Chinese government will take measures in accordance with the law and promptly restore order in Xinjiang.     It is the responsibility of the government to maintain ethnic harmony and safeguard social stability and economic development, Li said.     A handful of people undermined social harmony in Xinjiang and caused great loss of life and property, he said, adding that their violent acts must be condemned.     In an interview with Xinhua, Yakov Berger, a senior research fellow with the Institute of Far Eastern Studies of the Russian Academy of Sciences said that the July 5 violence in Xinjiang seriously affected the stability of the region, and the Chinese government's measures to maintain social order are fully appropriate.     He said the separatist forces from inside and outside the country had plotted to create social unrest and undermine ethnic unity, so it is necessary for the Chinese government to take measures to prevent the recurrence of similar incidents.

LONDON, Sept. 4 (Xinhua) -- Chinese Finance Minister Xie Xuren said on Friday that the current economic stimulus measures should be maintained to ensure economic recovery and growth worldwide.     After a BRIC-country meeting held in London, Xie told a news conference that the four countries are now at a key stage of economic recovery, and should strengthen their coordination of economic policy.     The finance ministers and central bank governors of Brazil, Russia, India and China, the so-called BRIC countries, gathered in London on Friday to discuss the current situation of the world economy, as well as their governments' fiscal and monetary policy responses.     Xie stressed that promoting the reform of international financial institutions is a common consensus reached at the G20 summit held in London in April, adding that "we must put it into practice in accordance with the timetable."     The Chinese minister also called on the international community to attach great importance to the imbalance between the North and the South, and to further help developing countries realize common development, so as to achieve a fundamental balance and sustainable growth of the global economy. SHANGHAI, Aug. 28 (Xinhua) -- Baosteel Group, China's largest steel maker, said Friday it has agreed to pay 285.6 million Australian dollars (240.7 million U.S. dollars) for a 15-percent stake in Australian miner Aquila Resources.     Baosteel will buy up to 43.95 million shares in Aquila at 6.5 Australian dollars a share.     The deal, which will make Baosteel the second-biggest shareholder in Aquila, is still to get approval from Australian and Chinese regulators.     The company executives valued the growth potential of Aquila's assets in the deal that is another major step in its overseas expansion, said a statement on Baosteel's website.     Baosteel established a joint venture with iron ore giant Rio Tinto in 2001 and Companhia Vale do Rio Doce (CVRD) in 2002 to secure iron ore imports.     In a press release, Aquila said the deal was "an important transaction in Baosteel's strategy to secure long-term supply of critical steel raw materials."     The strategic cooperation will "fast-track the development of Aquila's key steel raw materials projects including iron ore, coal, and manganese," said the statement.     Baosteel would possibly make further direct investment into a number of its projects and help it get low-cost financing from China for most of its major projects, including the strategic West Pilbara Iron Ore Project, said the Aquila statement.     It added that the state-owned Chinese steel mill had agreed not to hold more than 19.99 percent of Aquila before August 2010.     Shares in Aquila surged 9.16 percent, or 60 Australian cents, to 7.15 Australian dollars Friday.

BEIJING, July 22 (Xinhua) -- China's top three telecommunication operators, China Telecom, China Mobile and China Unicom, invested 80 billion yuan to boost the third-generation (3G) network so far this year, the Ministry of Industry and Information Technology said Wednesday.     China Mobile, the leading mobile network operator, has opened 3G service in 38 companies based on the domestically-developed TD-SCDMA 3G standard, and is expected to expand the service to 238cities by the end of this year.     China Telecom has also offered 3G service using the U.S.-developed CDMA2000 standard in 342 cities, while China Unicom has expanded its network based on Europe's WCDMA standards to 100 cities.     The top three operators have started trial 3G operation, which allows mobile phone users to download data faster, make video calls and watch TV shows.     The ministry expected the three operators would invest 170 billion yuan (24.87 billion U.S dollars) in 3G network construction this year.     China's top three telecommunication operators are expected to invest 280 billion yuan in 3G products and network construction from 2009 to 2010, said Lu Xiangdong, Vice President of China Mobile Communications Corporation here Wednesday.     It is estimated that the growth of China's multimedia industry, e-commerce and cultural creative industries stimulated by the 3G technology will generate at least 2 to 3 trillion yuan of social investment, Lu said in addressing 2009 China-UK Internet Roundtable Conference Wednesday.     According to China Internet Network Information Center, the country's Internet users reached 338 million by the first half of this year. Mobile Internet users rose 32.1 percent in the first half of this year to 155 million, boosted by the launch of 3G service.
