BEIJING, Feb. 25 (Xinhua) -- China's top legislature on Friday ended its bimonthly session, adopting a series of bills including a law on vehicle and vessel taxation, which is aimed at standardizing taxation and promoting environmental awareness and energy efficiency.The National People's Congress (NPC) Standing Committee also voted to adopt an amendment to the Criminal Law which reduces the number of crimes punishable by death by 13 to 55.Moreover, it passed the country's first law on intangible cultural heritage protection, which is expected to better preserve heritages of historic, literary, artistic or scientific value.At the session that opened on Wednesday, lawmakers validated the dismissal of Liu Zhijun from his post as the railways minister and appointed Sheng Guangzu, the former head of the General Administration of Customs, to replace Liu.The discipline watchdog of the Communist Party of China (CPC) said on Feb. 12 that Liu was under investigation for alleged "severe violation of discipline," while the CPC Central Committee's Organization Department said he had been removed from the post of the ministry's Party chief.Wu Bangguo, chairman of the NPC Standing Committee, said at the closing of the bimonthly session that the democratic rights of NPC members should be fully respected and guaranteed during the upcoming NPC plenary session.On Friday afternoon, the members of the NPC Standing Committee attended a lecture on China's water conservancy development.

BEIJING, Feb. 14 (Xinhua) -- A recent circular of China's film and television watchdog to cut smoking scenes in films and TV dramas has received welcome from supporters of tobacco control.Xu Guihua, deputy head of China Association on Tobacco Control (CATC), a non-profit organization, said the order of the State Administration of Radio, Film and Television (SARFT) demonstrates government determination to protect public health rights."Frequent smoking scenes in films and TV dramas do not accord with China's stance on tobacco control and mislead the public, especially the youth," said the SARFT in a recent circular.Tobacco brands or signs and smoking scenes with juveniles present should not be allowed to appear in films or TV dramas, it said, adding that scenes which have to show smoking should "last as short as possible."Hailing the order, Xu said the communication through media including movies and TV is among those factors that can influence people's attitude toward smoking.Deng Haihua, a spokesman with China's Ministry of Health, also said the SARFT's move will help prevent people, especially the young, from being misled by smoking scenes on screens.In a survey report issued in August 2010, the CATC said it found smoking scenes in 31 movies and 28 TV series after monitoring 40 Chinese movies and 30 local TV series.Another survey by Beijing Municipal Center for Disease Control and Prevention also showed students tend to follow the fashion after seeing actors smoke on TV or in films.China has more than 300 million smokers and 540 million more suffering from secondhand smoke.What is especially worrisome is that 11.5 percent of the country's juvenile smoke and the ratio is even increasing, according to experts.

BEIJING, Feb.14 (Xinhua) - Shanghai General Motors Co. will recall 2,806 imported Cadillac CTS vehicles in China to repair faulty track bars to prevent safety risks, China's quality watchdog said on Monday.The recall, which is set to begin on March 21, includes models that were produced between June 16, 2008 and April 20, 2009, the General Administration of Quality Supervision, Inspection and Quarantine said in a statement on its website.The statement said that the company would repair or replace the rear suspension track bars of the recalled vehicles because some nuts on the bars are likely to loosen and cause worn screw threads.This could lead to a loosened track bar under extreme conditions, which is unsafe when traveling fast, it said.The company is to contact car owners to provide free checks and repairs. CAIRO, Jan. 23 (Xinhua) -- The first training session for Egyptian Chinese language teachers to improve their teaching ability started on Sunday in Cairo.The session, under the supervision of the Chinese Confucius institute, will concentrate on the exchange of experiences in teaching the Chinese language in Egypt and the enhancement of Egyptian teachers' ability to make better use of the textbooks.The three-day training session will contain language and cultural courses by professors and instructors from famous Chinese universities such as Beijing University and Beijing Foreign Studies University, said Li Shengjun, head of the Confucius Institute at Cairo University.Nearly 60 Egyptian Chinese language teachers, including 14 professors, from universities including Cairo University, Ain Shams University and Minya University will attend the training courses.China has established 691 Confucius institutes and classes in around 69 countries until 2010, including nine in the Arab countries.

JOHANNESBURG, March 8 (Xinhua) -- In order to combat piracy and to improve maritime safety, South African authorities have begun using a sophisticated navigation satellite system, it was announced on Tuesday.Piracy, especially by Somalis, has been increasing along Africa east coast in recent years. The South African Press Association (SAPA) reported on Tuesday that Karl Otto, head of the South African Maritime Safety Authority (SAMSA) announced the surveillance tool at a conference in Durban.Called Long Range Identification and Tracking (LRIT), the system monitors and tracks vessels in waters south of the equator.Otto said the introduction of the LRIT followed concerns over the safety of seafarers, the safety standards of ships within South African waters.Otto said there were high levels of cargo at risk, such as fuels and oils.He said reasons for installing the system included the number of shipwrecks along the South African coast, and the threat of pollution of the marine environment by ships."It also serves as a mechanism to prevent piracy."Otto said the satellite system has the capacity to identify and track vessels up to 1,000 nautical miles (1,850 km) from the South African coastline as well as South African-flagged vessels anywhere in the world."This is a revolutionary development in the security of our seas," he said.SAMSA was determined to protect South Africa's seafarers, its coastline and the marine environment, Otto said.
