The number of empty apartments available to rent in Manhattan soared to its highest level in recent history this summer.There are more than 13,000 apartments on the market in the heart of New York City, according to a real estate report from Douglas Elliman and Miller Samuel. The group says this is the most inventory they have seen in Manhattan in 14 years of keeping track.July’s spike of 13,117 available units is an increase over June’s inventory of 10,789.For context, July 2020’s inventory is nearly 122 percent higher than last year; in July 2019 there were roughly 5,900 available apartments.The group also says July had the biggest year-over-year drop in median rent price in nearly nine years. The median rental price for an apartment in Manhattan, including anything from a studio to a 3-bedroom, was ,320 in July, and was ,595 in July 2019.The report also tracks the Queens and Brooklyn rental market. Both saw huge spikes in inventory, but none as large as Manhattan.Moving help website HireaHelper.com released results of a recent study on 2020 moving trends.Their study also found high-rent cities like San Francisco and New York saw more people leaving than moving in; both cities had 80 percent more people moving out of the area than moving in. His life began closing down on him, divorcing his wife, and losing communication with his only son. Until a serious conversation with his doctor convinced him to seek professional help: "He told me you need to go back and listen to them and so I did," he explained.Ever since, Lyler said he has been the best student at Sierra Tucson, where he has been focusing on his recovery, and most importantly staying clean for nearly 10 years.He also wants to make sure other patients find the courage to recover. The growing list of sexual harassment allegations against well-known powerful men has Congress taking steps to protect against misconduct in its own offices.Both the House and Senate have now agreed to require anti-harassment training for lawmakers and staff. That’s in addition to legislation just introduced that aims to provide more protections and resources for congressional staff members who file complaints."I think we're at a tipping point culturally in this country," said Rep. Jackie Speier, D-Calif. "I want to make sure Congress turns over a new leaf."The new effort to combat sexual abuse on Capitol Hill responds to staffers who say Congress has long been a breeding ground for misconduct.Aides have reported being sexually harassed by at least two unnamed sitting members of Congress, according to Speier, who recently revealed she was sexually assaulted in the 1970s when she was a Capitol Hill staffer.More than 1,500 former Capitol Hill staffers signed a petition this week urging the House and Senate to update decades-old sexual harassment policies they called “inadequate and in need of reform.”Speier introduced a bill Wednesday that would dramatically overhaul procedures for how sexual harassment claims are handled at the Office of Compliance, which is responsible for carrying out the unique procedures lawmakers established in 1995 to resolve sexual misconduct claims.Unlike most workplaces, employees in Congress who file harassment claims must first go through a months-long process. It includes up to 30 days of counseling, then a month of mediation where workers discuss their complaints with their employers, sometimes the same people accused of wrongdoing. Much of the system is blanketed in secrecy, with victims signing non-disclosure agreements and no reporting of which congressional offices eventually pay out settlements.The Office of Compliance won’t even say how many sexual harassment complaints it receives. The most recent numbers from the office showed only eight claims filed relating to any workplace issue last year out of 15,000 House and Senate employees. Speier said it's a sign employees are not comfortable reporting sexual misconduct."It's really no wonder staffers don't use this system," Speier said.Her bill would shorten how long employees must wait for resolution, allowing them to waive the requirement for counseling and mediation and go straight to court or to an administrative hearing at the Office of Compliance. It also would eliminate the requirement of a non-disclosure agreement up front and identify which lawmaker offices have complaints and settlements.The legislation would set up a victims’ counsel office to represent people who file claims. Right now, lawmakers have their own in-house lawyers able to represent them with staffers left to find their own advocates.Employees who file claims also would be allowed to work remotely, if requested, during the complaint process, rather than having to work in the offices where they allege wrongdoing occurred.It also would require a report every two years looking at sexual harassment on Capitol Hill.The protections would for the first time extend to interns, fellows and congressional pages.Similar legislation is being introduced in the Senate. Republican leaders who control the fate of legislation have not yet commented on Speier’s bill.House Administration Committee Chairman Gregg Harper, R-Miss., held a hearing Tuesday on sexual harassment in Congress. He called it a first step toward making sure staffers are protected from misconduct."We're talking thousands and thousands of staffers that are impacted by this, so we're going to do whatever we've got to do to make sure this doesn't happen," Harper said.On Tuesday, House Speaker Paul Ryan announced that anti-harassment and anti-discrimination training would become mandatory for all House members and staff.The Senate passed its own bill to require similar in-person training last week. 3981

  

The majority of Americans typically don’t use all their paid time off. That’s been a worrying trend in past years that could lead to potential burnout or resentment as employees don’t take full advantage of compensation they’re entitled to.But in a year where people traveled significantly less than they used to, millennials are actually taking more time off for the 2020 holidays than they did in past years.This December, 50% of millennials say they plan on taking more time off from work than previous years. And these days, it’s mainly to de-stress from 2020. That’s according to data collected as part of the December 2020 Amex Trendex report, which in November 2020 polled 2,000 U.S. adults who traveled by air at least once in 2019 and have an annual household income of at least ,000.That demographic includes people like Jeff McNeal, a self-described “prototypical millennial side hustler” who works full-time as a project manager for a commercial roofing company and runs a small business selling crickets online. It’s been a year of ups and downs for Pennsylvania-based McNeal, who said business at his roofing company tanked early in the pandemic when most business came to a standstill. But regular roof work still needs to get done, which led to twice the usual work in the second half of the year.“In mid-July, people started asking for site visits,” McNeal says. “I was finally getting work, which was great. But then next thing I know, I’m getting too much business. Now, I’m like, how am I going to get this all scheduled? We were working weekends, second shifts and oddball hours. But we had to because we were trying to make up for a lost quarter of revenue.”His cricket business has had equal ups and downs. All that, plus 35-year-old McNeal is a dad of three kids under the age of nine.“During the last two weeks of December, all I’m doing is lounging around my house in my sweatpants,” he says. “I’ll do some occasional chores, but aside from that, I plan on sleeping in and getting caught up with TV shows I’ve missed out on and books I haven’t had a chance to read.”De-stressing from everything 2020When Teena Merlan takes a staycation, it’s typically one day off at a time for self-care, like a trip to the spa. This December, spas are closed where she lives in California due to COVID-19 restrictions. Instead, she’s taking time off from her job working in product management at a startup to stay at home. She has no plans of how she’ll spend the time, aside from putting the finishing touches on a book about minimalism that she’s set to publish soon.“This year has been so difficult,” Merlan says. “What wasn’t stressful about 2020? The election. Civil unrest. Pandemic. Family issues. My husband’s company had layoffs. Any one of those things is difficult on its own, but with everything piled on top of everything else, it’s just a heavy burden.”Merlan said this year made her even more aware of the fact that no job is ever secure, which in turn also made her more aware of the importance of one of her company’s benefits — unlimited paid time off.“I want to take advantage of being able to take time off and still get paid for it,” she says. “I just really need to unwind.”Staycations at a hotel, 15-minutes awayCorritta Lewis was one of the millions of Americans who lost her job during the pandemic. With no job, Lewis packed up her family and moved to Mexico — a big reason being that she said she could reduce her cost of living by 75%.While Mexico has been a positive for Lewis and her family, it’s also brought its own challenges: She’s already gone through two hurricanes in the four months since living there, and she’s learning to adapt to cultural differences, like the fact that her new home has no oven (something common to Mexican homes).Since moving to Mexico, she’s found a California-based job that allows her to work remotely. While she’s relieved to have a job, she’s now navigating working at a new company, living in a new country and raising a two-year-old.Lewis, who runs a travel blog on the side, will still be “traveling” in a sense this December, but there’s no airplane — or even a car — involved. Lewis, her wife and son will spend the holidays at an all-inclusive resort located just a 15-minute walk from their home.Lewis doesn’t usually stay at all-inclusive hotels, and she describes herself as “kind of cheap.” But with no need to cook or clean, plus free babysitting services at the resort, Lewis decided it was worth it to end 2020 on a more relaxing note.Still, she wonders if taking time off so quickly after starting a new job is the right thing to do.“There’s a little bit of guilt there, even with the full disclosure to my company that this was planned ahead of time,” she says. “But especially this year, we’ve learned how important it is to spend time with family.”Millennials are catching up to older generationsIt’s not that people don’t take days off because they don’t have paid time off available. On average, employees earned 23.9 days of PTO in 2018, according to 2019 research from the U.S. Travel Association, Oxford Economics and Ipsos. But those days aren’t being used, and U.S. workers are actually using a lesser share of their days off — 27.2% of PTO went unused in 2018, up from 25.9% in 2017.Still, the bulk of vacation days that are used are being taken by older workers. Only 21% of millennials took 10 to 19 days off in 2018 versus 35% of baby boomers. So, in some ways, millennials are simply catching up to older generations in terms of taking time off.A millennial trendBut the trend of taking time off of work specifically to de-stress in December is largely unique to millennials. While 50% of millennials said they’d be taking more time off work this December than in previous years to de-stress from 2020, just 31% of all adults surveyed said the same.Consider it one more thing to add to the list of positive trends to come out of 2020, like waived airline change fees, improved hotel cancellation policies and better airplane sanitization. And perhaps more encouraging — those same millennials are already planning travel for the 2021 holiday season.“I’m excited for my staycation because I can lounge around, but this won’t be permanent,” McNeal says. “I want to get out again.”For Lewis, that means achieving a goal to hit every Legoland theme park in the world. They visited Legoland California during the 2019 holiday season and managed to get to Legoland Florida during the pandemic. The investigation into the Uber crash that killed a Phoenix?homeless woman is still in its early stages.  But preliminary reports from Tempe police show the victim, Elaine Herzberg, 49, was jaywalking when the self-driving car hit her on Mill Avenue near Curry Road Sunday night.However, it raises an important question. Who is responsible if there is a law broken by one of these robotic vehicles?Phoenix attorney James Arrowood studies driverless car technology and the law. He also teaches a course on driverless cars to other attorneys in for The State Bar of AZ.He said, unfortunately, this was bound to happen because technology isn't foolproof.  "The good news out of this particular tragedy is we will have more information than we have ever had in an auto accident," Arrowood said. "We'll have sensors and cameras (data)."But when it comes to liability, Arrowood said Governor Doug Ducey's executive order requires driverless cars to follow the same rules of the road as any driver in Arizona, plus more."It specifies that if a company operates an autonomous vehicle, it has to comply with all of the traffic safety laws, in addition to extra parameters for autonomous vehicles," Arrowood said.That means "no driver" does not mean "no fine.""So if one of the (Uber) autonomous vehicles were to be speeding, then Uber would get a ticket for speeding," Arrowood said.Arrowood says where it gets cloudy is the civil liability. Under normal circumstances in a traffic crash, a plaintiff could go after a driver, the carmaker and maybe a company like the tire manufacturer if there was a blowout, for example."You had a limited universe," Arrowood said. "Now with autonomous vehicles, we don't know how deep that universe goes. For instance, could the municipality, could the government have some responsibility for permitting those cars on the road or for not having sensors in place?"Arrowood said although the Tempe crash is a tragedy, the public has to remember the technology isn't perfect or magical, and it's virtually impossible to avoid every collision.
