Retail credit card APRs have not changed despite the Federal Reserve slashing interest rates to near zero this year, according to a new report from CreditCards.com.Store-only cards have the highest interest rate at nearly 30%. That's the case for a few jewelers, Discount Tire and Big Lots, which sells furniture and appliances.“They're kind of preying, in some cases, on people who are really desperate to buy something, but may not have the money for it,” said Ted Rossman, an industry analyst at CreditCards.com. “So, it's really all about risk management.”The website’s survey found more than 43% of people have impulsively applied for a store card at checkout.That phenomenon may change this holiday season, when much of the shopping is expected to be online.“It might be less of an issue this year,” said Rossman. “Although, who knows? Publix supermarkets are recalling some ground beef products from chuck that may have E. coli, the US Department of Agriculture's Food Safety and Inspection Service said Thursday.A total of 18 people became sick between July 5 and July 25, the government agency said."Traceback information indicated that case-patients consumed ground chuck products purchased at various Publix Super Markets that was supplied by a yet-to-be determined source," the USDA said. 471

President Trump has signed the Music Modernization Act into law, a bill that will bring sweeping changes to the way music is licensed and songwriters are paid.Supporters say the Music Modernization Act, championed by Sen. Lamar Alexander (R-Tennessee), will ensure that songwriters get paid fairly for their work in the streaming age.  A key aspect of the legislation is the creation of a new independent entity that will license songs to companies that play music online. The group will then pay songwriters, while digital streaming services, like Spotify or Pandora, can ask for a blanket license. This is the first overhaul to music copyright law in decades. The law will also make sure artists who made music prior to 1972 are paid.Recording artists didn't have any copyright rights in their works until 1972. Kanye West, Kid Rock and John Rich are among artists expected to attend Thursday's ceremony at the White House.   965
