SAN DIEGO (CNS) - Taking swift action after Thursday's San Diego City Council meeting in which a lone franchise utility bid was revealed, Mayor Todd Gloria Friday announced he was rejecting San Diego Gas & Electric's bid for the city's gas and electric utilities.The lone bid revealed Thursday was for million -- the minimum amount set by former Mayor Kevin Faulconer in September for the 20 year contracts -- and many callers into the meeting asked for the council to ask for a one-year extension for the new mayor and councilmembers get up to speed.The Thursday meeting was informational only, but the information was enough for Gloria."After reviewing the bid submitted by SDG&E and consulting with the City Attorney's office, we have determined their bid is unresponsive to the city's invitation to bid. Therefore, I am rejecting the bid and canceling the current ITB process," Gloria said. "I will be pursuing an extension of the existing agreement between the city and SDG&E to allow enough time for the new City Council to get up to speed and more opportunities for public engagement to occur."The council must take action at its next meeting on Jan. 12; the existing franchise agreement with SDG&E expires Jan. 17. It was originally signed as a 50-year agreement starting in 1970.SDG&E, whose parent company is San Diego-based Sempra Energy, has been the sole electric and gas utility for San Diego since 1920.Gloria and five of the nine city council members were sworn in this month, leaving them just four weeks to decide whether to approve SDG&E's minimum bid for 20 years, ask for an extension to allow newly elected officials to get up to speed, cancel the process altogether and start over or pursue municipalization -- purchasing and putting the city's utilities under public control.Councilman Chris Cate, one of the four incumbent members, expressed frustration at the delay on Thursday."This is a process which has been undertaken for well over two years," he said. "We knew the deadlines years ago."He said an extension wouldn't be a good use of the city's time or resources, and shot down the municipalization idea as a costly endeavor already looked at by analysts, which the city could ill-afford as it grapples with budgetary fallout from the COVID-19 pandemic."It would not be coming from a fiscally prudent or service prudent standpoint as a city," he said.Other councilmembers urged patience."We cannot commit to a bad deal because we are in an economic downturn at the moment," said Councilman Sean Elo-Rivera. "This will affect us for years after the crisis has passed."The lone bid came as somewhat of a surprise. SAN DIEGO (CNS) - San Diego City Attorney Mara Elliott announced litigation today against opioid manufacturers including Purdue Pharma for what she called their role in the country's ongoing opioid addiction crisis.The federal lawsuit also names members of the Sackler family, the owners of Purdue Pharma. Elliott's lawsuit is aimed at forcing the defendants to fund rehabilitation and drug-education programs in the city and recoup the funds the city has spent on medical treatment for opioid abuse and homelessness caused by opioid abuse.Purdue Pharma officials could not be reached for immediate comment on the lawsuit.With the lawsuit, Elliott said she expects to join more cities, counties and states to form a multi-district litigation.``Opioid manufacturers have profited handsomely from the human suffering they intentionally inflicted through manipulation and deceit,''Elliott said. ``While San Diego will long deal with the destructive consequences of their greed, we intend to hold them accountable for funding drug treatment and education programs that will protect the health and safety of San Diegans.''Elliott's office plans to prosecute the pharmaceutical companies and the Sackler family for allegedly violating the state's ``unfair competition''law and for violating the federal Racketeer Influenced and Corrupt Organizations Act. SAN DIEGO (CNS) - The National Institutes of Health awarded San Diego State University a grant of nearly million to build a center for medical research on health issues in San Diego and Imperial counties, the university announced today.SDSU received the grant from the NIH's National Institute on Minority Health and Health Disparities, which supports schools that serve large populations of minority students. According to university officials, 31.5 percent of SDSU's first-year undergraduate students are members of at least one underrepresented minority.The .9 million grant is the second-largest the school has ever received, after a million federal grant the university received in 2014 to expand to the country of Georgia.NIH is expected to administer the grant over five years to fund construction of the HealthLINK Center, multiple research projects and annual seed funding for four researchers pursuing pilot projects."This a wonderful recognition of the faculty's excellence in health disparities research, and a significant opportunity to build on that excellence so that SDSU can remain a leader in this field for years to come," said Stephen Welter, SDSU's vice president for research.SDSU expects to work with local health care agencies and providers like the San Diego County Health and Human Services Agency, Family Health Centers of San Diego and Clinicas de Salud del Pueblo Inc. through the HealthLINK Center. SAN DIEGO (CNS) - Police Saturday were asking for the public's help in locating an elderly woman who went missing from her son's Mira Mesa home.Martha Carrington, 83, was seen leaving her son's apartment in Casa Mira View, east of Westview Parkway and north of Mira Mesa Boulevard, between 10:30 p.m. Friday and 2 a.m. Saturday, San Diego police said.Carrington suffers from schizophrenia, high blood pressure and the early stages of Alzheimer's disease, officers said.Her family doesn't believe she took any money with her, and she has no cell phone.Carrington was described as black and about 5-feet-8-inches tall. She was last seen in blue pajamas, but it's possible she changed clothes before leaving, police said.Officers asked anyone with information on the incident to call the San Diego Police Department at (619) 531-2000. 839

SAN DIEGO (CNS) - Seven influenza-related deaths were confirmed last week in San Diego County, bringing the number of fatalities so far this flu season to 57, compared to 30 at this time last year, the Health and Human Services Agency reported Wednesday.The ages of the patients ranged from 60 to 89, and all had underlying medical conditions, according to the HHSA.The total number of cases dropped for the third week in a row. The county logged 1,548 cases last week, compared to 1,689 the week before."While influenza cases have continued to decline, flu activity is still widespread in the region," said Dr. Wilma Wooten, the county's public health officer. "People should continue getting vaccinated and taking other preventive measures to avoid getting sick."The seasonal total of influenza cases is now 15,097. Last flu season saw 4,414 by this time and 9,655 in total.County health officials are encouraging people who are sick to first contact their health care provider by telephone or arrange an urgent appointment, but to go to an emergency department if they have any of the following symptoms:-- difficulty breathing or shortness of breath;-- chest pain or abdominal pain;-- sudden dizziness;-- confusion;-- severe or persistent vomiting; or-- flu-like symptoms that appear to get better, but then return with a fever and worse cough.County health officials and the U.S. Centers for Disease Control and Prevention strongly advise the annual flu vaccination for everyone 6 months and older, especially in demographics with a heightened risk of serious complications, such as pregnant women, people with chronic medical conditions like asthma, diabetes and lung disease, and people age 65 or older.Residents can take precautions against contracting the virus by frequent hand washing, cleaning commonly touched surfaces, avoiding contact with sick people, and avoiding touching your eyes, nose, and mouth.The flu vaccine is available at local doctors' offices, retail pharmacies and the county's public health centers.
