SAN DIEGO (KGTV) — In October, members of ICE, CBP and USBP held a meeting with several organizations in San Diego, telling them the Department of Homeland Security would be ending a policy known as “safe release.”That’s according to a lawsuit filed Wednesday by the County of San Diego against Kirstjen Nelson, secretary of the Department of Homeland Security.The policy of safe release had been in place since at least 2009. Under it, ICE would work with asylum seekers who had made it legally across the border to connect with family or sponsors in the United States. ICE officials would coordinate transportation as well, making sure the migrants made it to their final destinations.At the meeting in October, federal authorities notified Jewish Family Service and the San Diego Rapid Response Network that ICE would no longer be providing that service.“When that policy ended we quickly began to notice there were moms and children being dropped off at the bus stations here in San Diego,” said Michael Hopkins, CEO of Jewish Family Service. “We realized pretty quickly that we needed to create some type of shelter so that we didn’t have families sleeping on our sidewalks and adding to our homelessness problem in San Diego.”Since October, Hopkins estimates they’ve helped nearly 12,000 migrants in San Diego.On average, they take in 50 to 100 people per day, but it can fluctuate.“Last week we had nights when it was over 200,” said Hopkins.The shelter has moved around several times, but in March, the County announced it would allow the Rapid Response Network to operate the shelter out of the former family courthouse in Downtown San Diego.The operation has cost about .3 million, according to the County.It’s come from a mix of donations and money given to the county by the state.In a statement from DHS, officials told 10News, “until Congress acts to address the obvious drivers of the crisis and gives the Department the proper resources, we will continue to refine and adapt our processes to address our many priority missions to the best of our abilities.” 2083

"I'm his Prime Minister and his daddy."In his mid-60s, Bogaert is a man with a big imagination who loves to share tales, turning his late-model Dodge Caravan into a storytelling canvas."I have Peter Pan, Wendy, Tinker Bell and the Boys going to Never Never Land," Bogaert shares.Almost every square inch of his vehicle features his own hand-drawn depictions of famed children's stories, mostly from English literature."And then I have Fezziwig's warehouse here," Bogaert says, pointing to various images on the car. But the former bus driver insists he's very good at using his side mirrors. She said case dismissed," he recalls.Another woman stops by on foot, "I like it. I think it's a positive message and we certainly need that now more than ever."Uncertain times for many, and Bogaert can relate to the feeling."With the coronavirus going on you should see how many people cheer my car because it's just something uplifting during these times," says Bogaert. "I like to be optimistic with the car. I like to be optimistic for myself if I can be. But I do get depressed."Underneath a kaleidoscope of ornaments inside the van, there is a snug space, where Bogaert sleeps, as — for the moment — this is his home."I bought a grocery store up in Crescent City. I always wanted to live in the redwoods," Bogaert said.He says that business venture years ago didn't go as planned, and the financial ramifications remain. But he doesn't dwell, as he focuses attention on another part of the van.After all, he and Emerald Eagle have a "google-plex of universes" to run. SAN DIEGO (KGTV) – Military officials have confirmed to 10News that the man suspected of gunning down more than two dozen people at a Texas church Sunday served 12 months in San Diego in 2014. Devin Patrick Kelley, 26, is accused of killing 26 people and wounding 20 others at a Texas church on Sunday. Authorities said he was wearing tactical gear and a black mask with a white skull face.RELATED: Texas shooter was charged with animal crueltyKelley was a member of the Air Force, serving at Holloman AFB from 2010 until his discharge in 2014. In 2012, Kelley was court-martialed for two counts of assault on his then-wife and their child, the Air Force confirmed. He was sentenced to 12 months of confinement and a rank reduction. He and his wife divorced that year."Kelley was convicted by a general court-martial on two charges of domestic assault against his wife and step-son under Article 128 of the Uniform Code of Military Justice. He then served 12-months in confinement at Naval Consolidated Brig Miramar in California before being released with a Bad Conduct Discharge in 2014. He was also reduced in grade to E-1. SAN DIEGO (KGTV) - Loved ones gathered at Sunset Cliffs Friday to remember a high school student who died after jumping from 20 feet up, and drowning.10News learned the 15-year-old Anthony Womack and some friends skipped school to spend time at Sunset Cliffs on Wednesday.His friends told San Diego Lifeguards that the teen jumped into the water but immediately started to panic. The friends said they were unaware that Womack did not know how to swim.Friday night more than 100 people gathered to remember and mourn his loss."It was amazing seeing him every single day, seeing how happy he was walking to class," student Christian Perez said."I was walking to PE and heard someone say Anthony's drowning, and I ran up to them and said what happened and they said Anthony, Anthony's dead. Right when I heard that my whole body just froze, I had no words to say, I just started bursting out tears," he said.As the news spread, Christian said everyone was stunned, "the whole school was quiet, walking through, all the friends, it felt empty not having him there."Anthony's Grandma spoke with friends who were at the cliffs the day he died, giving her closure knowing exactly what happened. She also said it was only the second time he ever ditched school."He passed but he's still here, he's in all their hearts, their eyes and their minds, they all know him," Anthony's uncle, Garney Crews, said.At the vigil Crews brought the students together on the cliff, where Anthony jumped, "they had all their heads down, they were mourning , we don't want that.
