A horse and donkey rescue shelter in Glennwood, IA is feeling the pain of the cold winter months.Genea Stoops, the owner of Hooves and Paws Rescue says they've been hit with a shortage of space and increase in hay prices.The shelter currently cares for 31 horses and donkeys, including seven mini horses that have sicknesses or injuries and are being rehabilitated. After a tough winter, Stoops said more horses are in need of rescue."We're starting to deal with a lot of neglect cases coming out of winter. It was a hard winter for us," said Stoops. With the bitter cold, Stoops said extra hay and straw was needed to feed the horses and keep the minis warm in their stalls. With the demand in hay, the feed costs increased."Now we're cutting into spring, and nobody's cut their hay so we're using last year's hay, which is not unusual but there's a lot of high prices on the hay and not everyone can afford it," added Stoops.Stoops says in Nebraska and Iowa, hay typically costs to a bale, but with the demand, prices have gone up to - per bale."There are neglect cases, and then there's people who are trying really hard and can't get hay. Last week in Downtown Boise, an individual claiming to possess one of the exemption cards walked into Dharma Sushi and Thai and was upset when refused service for refusing to wear a face mask.The restaurant, a privately owned business, requires all customers and staff to wear masks in their restaurant unless eating or drinking. They have signs clearly stating this before entering. They have even spread messages on their social media accounts, asking that anyone who cannot or will not wear a face mask refrain from visiting their location.One of Dharma’s owners said they will continue to enforce their policy because “if an outbreak happened at our store we’d have to close...that could be business ending for us.”The individual refused service claims to have post-traumatic stress disorder. They state that wearing a mask could trigger an episode and several times throughout the video, the same individual references having a “medical exemption.” Upon exiting the restaurant, a male partner shows local authorities his “face mask exempt card” telling them that refusal to comply with the card can result in a fine.This incident was filmed on a cellphone by the individual involved. After the encounter, this person uploaded the content online, where it received just over 32,000 views (the video has since been removed for privacy reasons). A California police officer was charged Wednesday in connection with a fatal shooting at an Oakland-area Walmart store in April.San Leandro Police Officer Jason Fletcher was charged with voluntary manslaughter in connection with an incident where he fatally shot 33-year-old Steven Taylor on April 18.According to the Alameda County District Attorney's office, a security guard at the store called police when Taylor tried to leave San Leandro Walmart with a baseball bat and a tent without paying.Fletcher responded to the call and approached Taylor as he entered the store. The officer tried to grab the baseball bat from Taylor, and when he couldn't get control of the bat he drew his stun gun.After firing the stun gun, Taylor stumbled forward with the bat sitll in his hand. According to body camera footage, Fletcher repeatedly asked Taylor to drop the bat. Fletcher then fired his gun once, a shot that proved to be fatal.In its charging statement, the District Attorney's office, claimed that Taylor "posed no threat of imminent deadly force or serious bodily injury" to the officers or anyone else in the store because he had "clearly experienced the shock of the taser as he was leaning forward over his feet and stumbling forward."Fletcher's lawyer, Michael Rains, told the San Francisco Chronicle that he was "very disappointed" that the officer had been charged and that the charges were "undeserved."The decision to file the criminal complaint was made after an intensive investigation and thorough analysis of the evidence and the current law," Alameda County District Attorney Nancy O'Malley said.Lee Merritt, an attorney for Taylor's family, told NBC News that Taylor was experiencing a mental health crisis at the time of the shooting.Fletcher will be arraigned on Sept. 15 at a county courthouse in Dublin, California. 1845

A Howard County, Maryland fire fighter and first responder wasn’t even working when he risked his own life to save another.  Ryan Glenn said it was just instinct.  Glenn said he was driving along The Chesapeake Bay Bridge when he saw a man threatening to jump.  “I saw the gentleman standing on the railing and he was on the railing holding on to the guardrail,” said Glenn.At it’s center, The Chesapeake Bay Bridge is 180 feet, a dizzying height for anyone. Glenn was off duty, happened to be on the bridge and jumped in to help.“I said hey, there’s a lot of people who care about you.  Let’s not do this, come down and talk.  I’m here for you, I care about you,” Glenn told the distraught man.With the help of two other off duty officers, who just happened to be on the bridge as well, Glenn began the negotiating.“I managed to get closer and closer to him and probably about two feet away from him, I said, just take my hand and let’s get you down from here.”But that’s not what happened. “He looks down at the water and looked at me again and then he did the unthinkable.  He went from the railing of the bridge to a cross member I-beam type of material on the bridge and jumped on it.  At that point, he was just holding on by his grip and his feet were dangling over the water” remembered Glenn.As a trained professional, Glenn was comfortable risking his own life to save another.“At that point, all three of us, it was just like instinct, all three of us, reached over the railing and grabbed him and pulled him over,” Glenn said.“You’re conditioned to it, if you see something wrong, we run to the problem, we try to fix things.”The man was taken to safety and then to the hospital for treatment. 1758
