CHICAGO (AP) — President-elect Joe Biden is considering former Chicago Mayor Rahm Emanuel to serve as his transportation secretary.Biden's pick to lead the Transportation Department is not believed to be imminent, and Emanuel is among multiple candidates in the running for the Cabinet position. That's according to people familiar with the matter who spoke on the condition of anonymity to discuss the private deliberations.During his 8-year tenure as mayor, Emanuel is credited with fixing Chicago’s ragged public transportation system, overhauling O'Hare International Airport and Midway International Airport, and making the city a bicycle-friendly city, the Associated Press reported.Biden and Emanuel are no strangers to each other. It's unprecedented,” said owner Jim Kirsten.So much so that there’s a critical shortage, not just in the Windy City, but everywhere.“We have about 10% of our usual inventory and our service work which you see kind of surrounding me here is about 300% where it normally is,” said Kirsten.In fact, bike racks at retail giants like Walmart, Target and Dick’s Sport Goods are almost completely bare.Online vendors like Torrance, California-based Sixthreezero say demand for their bikes has jumped 800%. They’ve had to triple their staff to handle the increased interest.April sales for traditional bikes, indoor bikes, and other accessories grew by 75% compared to the same time last year and reached billion for the first time in a single month.Industry experts say commuters abandoning public transportation, gym closures and the search for socially distanced recreation created a perfect storm.Today’s bike boom, they say, is one not seen since the oil crisis of the early 1970s.“Mid to low price bicycles are just wiped out across the country,” said Jay Townley, a consultant with Human Powered Solutions. Townley spent much of his 60-year career at Schwinn and as president of Giant Bicycle Company.“Along with new bike sales, bicycle repair has skyrocketed. There are a lot of shops if you call around the shops in your area, you'll find a lot of them are weeks out for repair,” he said.Townley says the U.S. bicycle market is import dependent with more than 90% coming from China.Punitive trade tariffs, supply chain disruptions and lackluster 2019 sales caught manufacturers off guard and forecasts didn’t predict the increased demand accelerated by the pandemic.“Now, we're in a phase where we're trying to get that pipeline to replenish those inventories and that's going to be extremely difficult as we go forward,” said Townley.It could be late fall before supply catches up to demand. Carnival Cruise Line announced Thursday that most of its remaining US-based cruises for 2020 have been canceled due to coronavirus concerns.The cruise line canceled all cruises originating from US ports except for those leaving Miami and Port Carnival during November and December. The patience and support of our guests and travel agent partners have been a huge motivation to our team as we have worked through this unprecedented situation and we are dedicated to getting back to operations when the time is right.”Anyone with a Carnival cruise reservation in 2020 has the ability to voluntarily cancel their reservation, which includes a combination future cruise credit and onboard credit, or a full refund.Late Wednesday, the CDC extended a no-sail order through October 31 on all cruises in US waters carrying 250 or more passengers.The CDC said it has identified at least 3,689 coronavirus-related illnesses, and 41 associated deaths, although the CDC cautions these figures are likely an underestimate.“On cruise ships, passengers and crew share spaces that are more crowded than most urban settings,” the CDC said. 1669

  

CARLSBAD, Calif. (KGTV) - A new law, passed unanimously by the Carlsbad City Council, will allow any place with a license to serve food and alcohol to also host live entertainment.Previously, only places that served primarily food were allowed to have live music or shows."What we’re looking at is more of the solo artist, the pianist, more of the acoustic music that we’re seeing a trend in the rise all over," says City Village Manager Claudia Huerta.The city hadn't updated its live entertainment rules since 2017. Huerta says business owners had requested the change to keep pace with other similar coastal cities. Now, they can apply for a permit to have live entertainment, including music, DJs or other performers like hypnotists and comedians."The village is a special place," says Zac Markham, who owns Humble Olive Oils on State Street. "I really think this will raise bar of the village and make it a place to be for Carlsbad and all of our county."Not everyone is excited about the change. Some neighbors worry that more music will lead to more people and more problems, especially late at night."The whole purpose of that is to get more business, right? I understand, that’s a valid business reason," says Carlsbad Barrio resident Simon Angel. "But is it appropriate for the communities that are going to be impacted by it? We already have people walking through at night. Sometimes they stop and relieve themselves or they get sick in people's front yards."Huerta says the city is working to make sure that doesn't happen. Every application for an entertainment permit will be reviewed by the police. And the City Council will revisit the program after 6 months to make sure it hasn't created any problems.The new ordinance goes into effect in April. However, Huerta says the Village still has to adapt its master plan before the change can take effect. That may not happen until the fall. 1911

  

California's Camp Fire didn't just kill dozens of people and destroy thousands of homes. It also left an insurance company in financial ruins, unable to pay millions of dollars to policyholders.A state judge ruled that Merced Property & Casualty Co. can't meet its obligations after last month's Camp Fire, the deadliest and most destructive wildfire in California history.Merced's assets are about million, but it faced about million in outstanding liabilities just in the city of Paradise, court filings show.Judge Brian McCabe's decision allows the California Department of Insurance to take control of Merced.
