The plan could help homeowners pay their mortgage while also providing more low-income units to those who qualify. The city would take a cut of the rent for about ten years before the homeowner gets it outright. SAN DIEGO (KGTV) - The City of San Diego and the San Diego Housing Commission announced details about a planned purchase of two hotels to convert into permanent housing for the homeless.After a six-month search, city officials announced the purchase of the Residence Inns in Mission Valley and Kearny Mesa. The price tag: 6.5 million.Scott Marshall of the San Diego Housing Commission says the project draws upon city, county and state funds to turn hotel rooms into 332 affordable apartments for the homeless, many of them currently staying at the convention center as part of the program, Operation Shelter To Home."This is not temporary shelter. They are permanent homes that will provide them a path out of the shelter and off the streets," said Marshall.Marshall says of the 29 sites considered, the two Residence Inns stood out."They were operating as hotels and in good condition. They didn't require a lot of work for people to move in," said Marshall.Federal housing vouchers will help residents with part of the rent. They'll also receive a host of wraparound services."Things like health care, Life skills training and employment assistance to help them get back on their feet and to a more stabile life," said Marshall.The hotels turned apartments reside in commercial areas, with many other motels and hotels as neighbors. SDSU marketing professor Miro Copic says any issues at the sites could turn into pubic relations problems."Tourists and travel agents could see it as a negative, and it may turn away people from the area. The city has to manage this effectively. SAN DIEGO (KGTV) — The Camp Pendleton Marine accused of trying to smuggle migrants through the San Ysidro Port of Entry this month has been identified.Bryan Oneal Newell Jr. was arrested Dec. 2 by U.S. Customs and Border Protection personnel at the San Ysidro Port of Entry, according to Camp Pendleton. Newell is accused of trying to bring undocumented immigrants into the U.S.Newell, a junior-enlisted Marine, was being held in civilian custody while CBP and the Naval Criminal Investigative Service investigated.RELATED: Marine accused of trying to smuggle immigrants through San Ysidro Port of EntryCamp Pendleton said Newell was not part of military personnel sent to the border to assist personnel with border operations.Newell is the most recent Marine from Camp Pendleton to be charged in an immigration scandal. SAN DIEGO (KGTV) -- The leader of a San Diego motorcycle gang pleaded guilty Tuesday to participating in a scheme to seal dozens of Jeep Wranglers in San Diego County. Jimmy Josue Martinez, a leader of the Hooligans motorcycle gang, pleaded guilty Tuesday, admitting to participating in the scheme. According to court records, the gang is responsible for the theft of more than 150 of the vehicles since 2014, totaling about .5 million. Records show that the Hooligans used high-tech methods to disable security systems and steal the Jeeps before taking them to Tijuana to be sold or stripped for parts. Martinez and members of his crew would obtain the vehicle identification number in advance before getting secret key codes which allowed them to create a duplicate key for a particular Jeep. “The joy ride is over for Mr. Martinez,” said U.S. Attorney Robert Brewer. “These thefts were audacious and sophisticated and created hassle and heartache for scores of Jeep owners. I congratulate prosecutors Andrew Galvin and Joseph S. Green, the FBI and members of the Regional Auto Theft Task Force for putting together a strong case against a gang that, unfortunately, has lived up to its name.”Along with Martinez, eight other members of the gang were charged in a grand jury indictment in 2017. SAN DIEGO (KGTV) - Thanksgiving with the Salvation Army will be different in 2020 because of the coronavirus pandemic."We knew that we were going to do something," says Captain Sean Kelsley, who oversees the Salvation Army East County Operations. "The question was, what would it look like?"For the past 30 years, the Salvation Army held large, family-style gatherings to feed people experiencing homelessness, the disabled, and families in need at Golden Hall for Thanksgiving. They plan for 1,800 people, plus volunteers.But a gathering of 2,000+ people is strictly forbidden under California and San Diego County COVID-19 guidelines.In its place, the Salvation Army will offer "grab-and-go" style meals at four locations around the county."We're just glad to be able to be here," says Captain Kelsey.
