SACRAMENTO, Calif. (KGTV) -- California will have the highest gas tax in the nation after an upcoming increase beginning July 1, according to figures by the Tax Foundation. Beginning July 1, California’s gas tax will increase by nearly six cents. Currently, the tax is 55.2 cents per gallon. When the additional tax kicks in, that figure will jump to more than 60 cents in taxes per gallon. Currently, the highest gas tax in the nation is in Pennsylvania at 58.7 cents. SAN DIEGO -- As part of an initiative aimed at expanding San Diego's regional bike network, SANDAG has released a map of bikeways throughout the county. The plan, known as GO by BIKE, proposes a bike system of interconnected corridors, support facilities and programs that make biking a convenient form of travel.According to Keep San Diego Moving, making the region more bike-friendly resolves issues like traffic congestion, air quality and livability.The plan proposes a network of bike corridors that will allow residents to bike on more direct routes within and between major destinations and activity centers.The plan also supports the implementation of SANDAG’s regional comprehensive plan and SANDAG’s 2050 regional transportation plan.To promote the infrastructure, SANDAG is putting on Bike to Work Day, which will take place on Thursday, May 17.The plan also has a 0 million early action program. SAN DIEGO (AP and KGTV) -- Washing Senators are remembering John McCain's momentous vote against a Republican effort to repeal the Obama-era health law. Of those remembering McCain is Sen Susan Collins, who told CNN's "State of the Union" that she and GOP colleague Lisa Murkowski of Alaska — both repeal opponents — spoke to McCain before the July 2017 vote because they knew he was struggling with the decision.Collins says he pointed to them and simply said, "You two are right!"Vice President Mike Pence was waiting to speak with McCain next, Collins says, but she knew McCain's "no" decision would stick. Collins said, "Once John McCain made up his mind about something, there was no shaking him."McCain would later famously hold up his hand and vote no, ending the measure. SAN DIEGO — A University City rabbi says a teenager on a bicycle hit him over the head and yelled a racial slur Saturday, steps from his synagogue.Rabbi Yonatan Halevy, of the Shiviti Congregation, says this was the latest in a series of incidents by a group of teenagers targeting his congregation that has increasingly escalated. "Everyday they come by here, taunt us, throwing bottles at us, sitting on our roof blasting music, and then breaking a window to my van," Halevy said. "Last but not least, what happened on Saturday."Halevy moved the congregation of 44 families into a 3,300 square-foot space on the southwest corner of the UC Marketplace shopping center to allow for enough social distancing to celebrate the High Holy Days amid the Coronavirus outbreak. He says the group of teenagers routinely causes a nuisance on the property, but seems to single out his congregation, formally called Kahillet Shaar HaShamayim. On Saturday, Halevy says he was walking to synagogue with his father on Governor Drive, when one of the teens recognized them. He says the teen biked over, hit the rabbi over the head with a closed fist, called him the N-word and yelled a variation of white power before biking away. "I felt very scared, definitely unsafe for the first time in my life in this neighborhood," he said. Halevy called 9-1-1 and said police officers arrived 45 minutes later. They did not make an arrest, but he told them about the series of incidents. The congregation has also designated some of its members as security guards. The incident comes amid an increase in anti-Semitism in the United States. Last year, a 19-year-old allegedly entered the Chabad of Poway Synagogue, killed one congregant and injured three others, including a child. On Monday, Halevy said he met with four officers, including a San Diego Police detective and a community relations officer. He says they pledged to increase resources to the case and are going to search for the teens, getting school police involved. A police spokesman said it would be investigated as a hate crime. Halevy estimates the teens are between 12 and 17 years old. He says he hopes to get a message to their parents before it is too late. 2215

SAN DIEGO (AP) — A military judge on Monday took the rare step of removing a prosecutor accused of misconduct from the war crimes case of a decorated Navy SEAL.Capt. Aaron Rugh ordered Cmdr. Christopher Czaplak removed from the case of Operations Chief Edward Gallagher after defense lawyers accused the prosecution of spying on their emails, according to the ruling.The defense asked Rugh to dismiss the case or remove prosecutors because of a surreptitious effort to track defense emails without court approval in an effort to find the source of news leaks.Rugh said it was not in his power to determine prosecutorial misconduct, but there was the possibility of a conflict of interest that required Czaplak to be removed, the ruling said.Rugh has not yet ruled on whether to dismiss murder and attempted murder counts against Gallagher.Last week, Rugh unexpectedly released Gallagher from custody as a remedy for interference by prosecutors.The removal could delay the trial scheduled to start June 10.Republicans in Congress have rallied in support of Gallagher, saying he has been mistreated. President Donald Trump, who intervened to move Gallagher to better confinement, has considered dismissing the charges.Gallagher pleaded not guilty to murder in the death of an injured teenage militant in Iraq in 2017 and to attempted murder for picking off two civilians from a sniper's perch.It is extremely unusual for a military judge to remove the prosecution or dismiss a case only days before the start of a trial.
