ZHOUQU, Gansu, Aug. 19 (Xinhua)-- More than 1,700 mudslide evacuees presently residing at schools in Zhouqu county of northwest China's Gansu Province are to be relocated as students will start the new semester soon, local authorities said Thursday.More than 400 households, altogether over 1,700 people, will be moved to Shachuan Village, in western of the mudslides-leveled county, said Yang Jianguo, head of the Civil Affairs Bureau of Gannan Tibetan Autonomous Prefecture which administers Zhouqu.The people are now living in dormitories and classrooms of three local schools, namely No.1 High School, No.1 Junior High and No. 3 Junior High. With students coming back from their summer vacation, the schools could no longer be used as settlement areas.More than one thousand tents will be erected at the new settlement zone covering an area of 67 mu (4.5 hectares), with three tents for each family, said Yang."They probably will have to spend the winter there so winter tents will be used," said Yang.The devastating mudslides which hit on Aug. 8 have claimed 1,364 lives with 401 people still missing as of 4 p.m. Thursday.Work crews will level the ground, ensure water and electricity supply and build lavatories from Aug. 21 to 23. They will start setting up tents on Aug. 24, said Yang.The new semester for junior school students and pupils will begin on Aug. 25 and senior high students will be transferred to other cities in the province, and start the new semester in early September.

CHANGCHUN, July 31 (Xinhua) -- Soldiers and emergency workers are still struggling to retrieve the thousands of chemical-filled barrels that were swept into a major river by rain-triggered floods in northeast China's Jilin Province.Some 3,000 chemical-filled barrels and 4,000 empty ones fell into the Songhua River Wednesday morning after floods swamped the warehouses of two chemical companies in Jilin City, Jilin Province.The accident happened on the same day when Zhou Shengxian, minister of environmental protection, called for more steps to tackle pollution in the Songhua River while addressing a meeting on water pollution control.Though the river is facing the risk of being contaminated by chemicals, experts have concluded that the root cause of the accident is the irrational layout of chemical factories.MORE THAN 5,000 BARRELS RECOVERED AMID DIFFICULTIESMore than 5,000 of the 7,000 chemical barrels had been recovered as of 7 p.m. Saturday, local authorities said.Additionally, more than 10,000 soldiers and civilians have been stationed at 16 points in Jilin's Songyuan City, where the Songhua River enters Zhaoyuan City in the Heilongjiang Province; their task is to try and recover all the remaining barrels within the territory of Jilin Province.However, as the Fengman Dam, located on the upper reaches of the Songhua River, opened its floodgates Friday afternoon to discharge flood waters, the unrecovered barrels are now flowing faster down the river and it has become more difficult to retrieve them, said Professor Liu Guoliang, a chemist who is leading Heilongjiang's retrieval team.Experts are concerned that the chemical-filled barrels might explode if they slam into a dam at high speed, although the dams may be helpful in intercepting the barrels."The blue barrels are like time bombs. BEIJING, July 30 (Xinhua) -- The Chinese government will offer greater financial support to education for ethnic minority groups in the next decade, says a national education plan released Thursday.The Outline of China's National Plan for Medium and Long-term Education Reform and Development (2010-2020) says allocation of public educational resources shall favor minority-inhabited areas."Speeding up educational development for ethnic minority groups is of far-reaching importance for promoting socioeconomic development among the people and in the areas inhabited by them, and for enhancing unity between people of different ethnic backgrounds," the outline says.Efforts shall be made to promote coordinated development of all kinds of education at all levels in minority-inhabited areas, it says.Border counties and impoverished counties in ethnic autonomous areas shall be supported to meet government standards for the construction of school buildings for compulsory education, with special efforts devoted to building boarding schools, it says.Development in senior middle school education in the minority-inhabited areas shall be speeded up. Support shall also be granted to areas with poor education in a bid to renovate, expand or build senior middle schools, it adds.No effort shall be spared to expand vocational education in minority-inhabited areas, and more support shall be granted to secondary vocational education in these areas, according to the outline.And more support shall be granted to educational development for ethnic minorities with small populations, it says.Efforts shall also be made to advance bilingual teaching, open Chinese language classes in every school, and popularize the national common language and writing system.However, minority groups' right to be educated in their native languages shall also be respected and ensured, it says.Schools in minority-inhabited areas shall get more help from their counterparts in other parts of the country under a "pairing-assistance" program, it saysThe education for ethnic minority groups has seen marked progress in recent years, it says.

ZHOUQU, Gansu, Aug. 8 (Xinhua) -- At least 127 people have been confirmed dead in rain-triggered mudslides Sunday in a northwest China county, while rescuers are racing against the clock to search nearly 1,300 others who are still missing.Heavy downpours triggered landslides and mud-rock flows in Zhouqu County, Gannan Tibetan Autonomous Prefecture in Gansu Province, early Sunday morning.The rescue headquarters in Zhouqu estimated that 1,294 people are missing as of 9 p.m. Sunday. Earlier the provincial civil affairs department put the figure at nearly 2,000.Another 117 were injured, including 29 in serious condition, as of 9:25 p.m.. In addition, 1,242 have been rescued from debris or brought to safety from places such as tops of buildings.About 45,000 people have been evacuated, according to a statement from the provincial civil affairs department.The water level in the county seat of Chengguan Township had declined by 40 cm, after floodwaters carrying mud and rocks submerged half the town in the small hours on Sunday, said Mao Shengwu, head of the prefecture.Chinese President Hu Jintao and Premier Wen Jiabao instructed the Gansu provincial government and other related departments to spare no efforts to save lives.
