SAN DIEGO (KGTV) - Californians trying to raise happy and healthy families are finding affordability a challenge, a study shows. WalletHub ranked states based on feedback from psychology, social work and child studies experts at several universities, and statistics from each region. States were given grades in categories including the cost of housing, child care, and unemployment. California ranked 19th overall. The individual category rankings are as follows: 5th: Percent of families with young kids5th: Infant mortality rate15th: Separation and divorce rate34th: Percent of families in poverty36th: Violent crime rate38th: Unemployment rate46th: Child care costs49th: Median family salary (adjusted for cost of living)50th: Housing affordability Minnesota, Massachusetts and North Dakota filled the top three spots for family-friendly states. The worst states for families were New Mexico, Mississippi and Louisiana. Housing prices, a problem for western states, were at their best levels in the Midwest. Iowa, Nebraska, Kansas, North Dakota and Ohio topped the list. California's median home price as of November 2018 was 7,900, Zillow reported. SAN DIEGO (KGTV) -- Children in San Diego could soon go without food if the federal government doesn't extend waivers put in place during the COVID-19 pandemic. The San Diego Unified School District is warning about that possibility after the U.S. Department of Agriculture ended supplemental food support for local families. The changes are expected at the end of September. The USDA decided they would end the supplemental support during the pandemic. After Sept. 30, families will be required to verify identification, proof of school attendance and eligibility to quality for the free family meals. These things were waived in March because of the pandemic. SD Unified officials say the USDA hasn't responded to their request to extend the waivers. District officials are taking steps to try and fill in the gaps by working with partners like the San Diego Food Bank and Feeding San Diego. The district also announced triple the distribution sites, up from 28 to 82. Students or their parents/guardians who qualify for subsidized meals can drive through or walk up to receive breakfast and lunch, Monday through Friday, from noon to 2 p.m. during the 2020-21 school year, which begins on Aug. 31.The district is also offering assistance to any family that needs help completing the required forms. The district says they have distributed more than 4 million meals to students since March. They say these meals are often the only quality meal they receive. SAN DIEGO (KGTV) — Another local man says he was shaken down by Mexican police, as Tijuana officials announced an investigation into the alleged incidents.Since January, 69-year-old Lupe Adame has been driving his truck back and forth from Escondido to Tijuana to help his friend renovate a home. On a Wednesday night in mid-June, he was returning from Tijuana, blocks from driving up to the line to cross the border, when he saw the police lights."Police car got over on my driver side and he said, 'Pull over!' ... Nowhere to stop, so I stopped in the middle of the road," said Adame.Adame says a heavyset officer in his 40s went to his door and told him he was being stopped because he had tinted windows.RELATED: San Diego couple says Tijuana shakedown possibly prompted by COVID-19 restrictions"And then I heard the back of my pickup open ... tailgate drop down ... I looked and my stuff was gone! So angry," said Adame.Adame says a second officer had grabbed all his tools — worth nearly 0 — and placed them the police car's back seat. A stunned Adame says they patted him down and emptied his pockets, including his wallet."When I looked at my wallet, I realized that this guy took my money. I said, 'You just robbed me.' At the border crossing, he reported the incident to a US Customs and Border Protection officer."She says, 'You know what, you're the third person it happened to in my lane, including someone who was robbed of 0,'" said Adame.On Thursday, ABC 10News reported on a similar account from Tom, a San Diego retiree who says he was also shaken down several weeks ago by Mexican officers, officers who explained their COVID-related motive."They're just going to pull over Americans and take whatever money they have because the people in Tijuana are hurting really bad because the border is closed," said Tom, who asked us not use his real name.Since March, non-essential travel has been banned by both governments to limited coronavirus infections.In a statement, a spokesperson for the city of Tijuana called any shakedown, "an evil act," while announcing they will investigate "to apply the corresponding sanctions."The State Department tells 10News they are monitoring the situation, but declined further comment on any investigation. 2412

SAN DIEGO (KGTV) -- California Highway Patrol has identified the man who died after slamming into a tree on the Sea World Drive on-ramp Saturday. CHP says 26-year-old Jacob Eugene Arnell was killed when the Cadillac Escalade he was driving at a high rate of speed overturned and hit a tree. The crash happened around 9 a.m. Saturday on the right shoulder of Sea World Drive. Arnell was pronounced dead at the scene. At this time, it’s unknown if drugs or alcohol were involved. The medical examiner’s toxicology report in pending, CHP says. Arnell was the only one inside the vehicle at the time of the crash. 618

SAN DIEGO (KGTV) — As the heat wave continues, San Diego families are doing their best to seek out ways to stay cool. Antonia Maryna Gomez is a mom of two in Chula Vista and said it’s been hard to find ways to stay entertained and cool while also remembering social distancing.She’s taken her three-year-old to the pool, visited splash pads, played with water balloons and tried the beach, but she said the crowds were too large for her comfort at the beach. A cooling center is open at the old Sears at the mall in Chula Vista on Broadway. This facility is typically open Monday through Friday, but did open up the weekend of Aug. 15 because of the excessive heat. Tony Ramos works for the City of Chula Vista and said they’ve been able to provide resources that are hard to find because of the pandemic.“We show movies, we also have wifi access which is very important because a lot of our libraries, a lot of the places where people normally tap wifi, are closed,” said Ramos.RELATED: San Diego County opens cool zones amid heat waveFacilities like that will be crucial due to a Flex Alert issued for all of California through Wednesday. The Flex Alert goes from 3 p.m. to 10 p.m. every day, and everyone is asked to conserve energy to decrease demands during the heat wave and ideally prevent the need to cut off power in areas, however, consumers should be prepared for the likelihood of rotating outages.Between 3 p.m. and 10 p.m., the California Independent System Operator (ISO) is urging consumers to:Set air conditioning thermostats to 78 degrees, if health permits.Defer use of major appliances.Turn off unnecessary lights.Unplug unused electrical devices.Close blinds and drapes.Use fans when possible.Limit time the refrigerator door is open. 2136
