The St. Louis Police Department is investigating one of their own after he issued a ticket to a man who honked at him.According to an interview in the Riverfront Times, Scott Smith was on his way back to work when he honked at a car stopped at a green light. Video shot by the driver and given to the RFT shows a very tense interaction.The car was an unmarked police car. When pulled over, Smith says "seriously?"The officer than replies "Seriously, is your horn stuck?" to which Smith replies "Is your brake stuck?"That's when the officer cusses at the driver asking again "Is your f-ing horn stuck?"He demands to see his driver's license.Smith says he will, but asks for what."I'll tell you what, you can either show your driver's license or you'll get a ticket and I'll tow your car and lock you up," said the officer.Once again Smith asks why he's been pulled over and the officer says it is for a traffic violation."For honking at someone who's stopped at a green light?" Smith asks. He then calls the situation "f-ing ridiculous." "Well you know what? Maybe you shouldn't be a f-ing a-hole," the officer responds.The officer issued the driver a ticket, but the city counselor's office reportedly will not prosecute it, saying they do not believe it should be pursued."The Department has launched an Internal Affairs investigation into the incident you are inquiring about. The U.S. surpassed 200,000 deaths linked to COVID-19 on Tuesday, according to a database kept by Johns Hopkins University.The deaths — all of which have occurred since February — out-total the number of Americans lost to World War I, the Korean War, the Vietnam War, the War in Afghanistan and the Iraq War combined.The 200,000 deaths are the most of any country around the world. Brazil currently ranks behind the U.S., with about 137,000 deaths.According to Johns Hopkins the U.S. also has among the highest COVID-19 mortality rates in the world. About 61 Americans per 100,000 have died of COVID-19. That ranks sixth in the world and in the company of countries like Spain (65.27) and Mexico (58.24)The U.S. also leads the world with 6.8 million confirmed cases of COVID-19. India (5.5 million), Brazil (4.5 million) and Russia (1.1 million) are the only other countries with at least 1 million confirmed cases of the virus.Johns Hopkins reports that daily confirmed cases of COVID-19 dropped throughout the month of August. However, case rates have ticked up throughout September, and top health experts like Dr. Anthony Fauci are bracing for a difficult winter.Earlier this month, Fauci warned that a wintertime surge could be possible as weather forces Americans indoors and cities begin relaxing COVID-19 lockdown restrictions. Health officials have warned that large indoor gatherings can result in COVID-19 superspreader events.The Institute for Health Metrics and Evaluation at the University of Washington — a model often used by the White House — currently projects that an additional 175,000 Americans will die of the virus by Jan. 1. The Trump administration has finalized a regulation that overturns Obama-era protections for transgender people against sex discrimination in health care. Friday's action is certain to be challenged in court by LGBTQ groups and others.The policy shift, long-sought by the president’s religious and socially conservative supporters, defines gender as a person’s biological sex. The Obama regulation defined gender as a person’s internal sense of being male, female, neither, or a combination.The Trump administration said that the new rules come with a .9 billion budget reduction over the course of five years. The costs are associated with enforcement efforts. “HHS respects the dignity of every human being, and as we have shown in our response to the pandemic, we vigorously protect and enforce the civil rights of all to the fullest extent permitted by our laws as passed by Congress. The Supreme Court says Justice Ruth Bader Ginsburg has been discharged from a hospital in New York City and has returned home. The court says Ginsburg, 87, is doing well, two days after undergoing a minimally invasive procedure on Wednesday to “revise a bile duct stent” at Memorial Sloan Kettering Cancer Center. The stent had originally been placed last August, when Ginsburg was treated for a cancerous tumor on her pancreas. Ginsburg announced earlier this month that she is receiving chemotherapy for a recurrence of cancer.Stent revisions are common occurrences and the procedure, performed using endoscopy and medical imaging guidance, was done to minimize the risk of future infection, her doctors said, according to a statement.In May, Ginsburg was hospitalized for treatment for a benign gallbladder condition.Ginsburg has also beaten cancer four times after suffering from pancreatic cancer last year. 921

The US economy added 155,000 jobs in November, the Labor Department reported Friday. That's fewer than expected, but the unemployment rate remained steady at 3.7%.October's jobs numbers were also revised down slightly, to put the monthly average over the past year at about 204,000 jobs, and the average over the last quarter at 170,000.The report is a sign of a slowing but still strong labor market — and further support for the idea that the Federal Reserve may hold off hiking interest rates over the next year as quickly or as much as initially planned.That's reassuring to investors who had been worried that the Fed would move too fast to cool off an already decelerating economy."My reaction is a sigh of relief," said Leo Grohowski, chief Investment Officer at BNY Mellon Wealth Management.
