TAIYUAN, Oct. 2 (Xinhua) -- Vice Premier Zhang Dejiang underscored the scientific outlook on development and production safety during an inspection tour to northern Shanxi Province on Wednesday and Thursday.     Zhang visited the site of the Sept. 8 landslide in Xiangfen County on Thursday morning, where an unlicensed iron ore tailings pond burst and killed at least 262 people.     "The September 8 landslide was a very serious production safety incident, causing great losses, having a bad impact and leaving a deep lesson," he said.     The vice premier said a thorough investigation into the cause of the incident should be conducted and that those responsible for it should be punished seriously in accordance with law.     A lesson should be drawn from the incident and people should be put first, he stressed, adding that more efforts should be exerted to crack down on unlicensed production and corruption behind production safety incidents.     He also demanded local authorities have a scientific outlook on development.     Production safety should be strengthened through more investment, scientific and technological progress and better management, the vice premier said.

HARBIN, Aug. 30 (Xinhua) -- Top Chinese political advisor Jia Qinglin on Saturday urged new social and economic development in northeast China's Heilongjiang province, in accordance with the country's strategy to revitalize the old industrial base.     Jia, chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), made the requirement during an inspection tour of Heilongjiang from Aug. 26 to 30. He visited local farms, enterprises and research institutes.     He said Heilongjiang, the country's largest production base of commodity grain, should make more efforts on grain production, by further increasing agricultural input and infrastructure construction. BEIJING, Oct. 11 (Xinhua) -- The latest tests found that Chinese liquid dairy products met the new temporary restrictions on melamine, the country's top quality control agency said on Saturday.     It was the ninth investigation on the industrial chemical following the tainted baby formula scandal that killed at least three infants and sickened more than 50,000 others, according to the General Administration of Quality Supervision, Inspection and Quarantine (AQSIQ).     The latest tests covered 532 batches of liquid milk, including yogurt, from 69 brands in 23 major cities nationwide, the agency said.     At present, 4,213 batches of liquid dairy products from 131 brands produced after Sept. 14 were tested and all in line with the limit, it added.     Melamine, often used in the manufacturing of plastics, was added to sub-standard or diluted milk to make the protein levels appear higher.     China on Wednesday set temporary limits on melamine content in dairy products. The limits were a maximum of 1 mg of melamine per kg of infant formula and a maximum 2.5 mg per kg for liquid milk, milk powder and food products containing at least 15 percent milk.     The State Council, or Cabinet, issued a series of quality control regulations for dairy products on Thursday.     The regulations tighten control of how milk-yielding animals are bred, how raw milk is purchased and the production and sales of dairy food.     They promised more severe punishment for people who violated safety standards and quality control departments that failed to fulfil their duties.

And it once again proves that we two countries are real good neighbors and friends," said Hu.     The death toll from the May 12 earthquake in Sichuan Province, southwest China, stood at 69,197 as of Wednesday noon, and a total of 18,238 people were still missing.
