CHANGCHUN, Sept. 8 (Xinhua) -- Chinese Vice Premier Hui Liangyu has urged more efforts to ensure grain production and improve rural livelihoods to ensure fast and steady rural development.     Hui made the remark at an agricultural products fair in Changchun, capital of the northeastern Jilin Province on Tuesday, saying the government will continue to see maintaining a fast and steady rural economic development as a top task.     He called for promotion of agricultural technology and products to increase the competitiveness of China's agricultural enterprises and their products in the global market.     "The overall situation about the country's agriculture and rural development is good, and China has seen a summer grain output growth for six straight years this year", he said.     He also urged more efforts to fight drought in parts of China and "try every means" to ensure harvest this fall and a continuous rise in farmers' income.     As of Sept. 8, a severe drought has affected 19.72 million mu (1.31 million hectares) of crops in seven provinces of Hunan, Guizhou, Jiangxi, Hubei, Guangdong, Guangxi Zhuang Autonomous Region and Chongqing, according to data from the Office of State Flood Control and Drought Relief Headquarters.     About 2.75 million people and about 1.20 million livestock had difficulties getting adequate water supply.

BEIJING, Oct. 15 (Xinhua) -- China's power consumption in September continued to rise with a faster increasing rate, according to China's National Energy Administration (NEA) on Thursday.     Power consumption in September rose 10.24 percent from the same month last year to 322.41 billion kilowatt hours last month. The increasing rate was 2 percentage points up from that of August.     Accumulative power consumption in the first nine months topped 2.66 trillion kilowatt hours, an increase of 1.4 percent over the same period last year.     In the first three quarters, power consumption of the primary industry which covers agriculture, animal husbandry and fishery, added 6.35 percent from a year earlier to 72.5 billion kilowatt hours.     The second industry, including mining, manufactural, building and construction sectors, consumed 1.95 trillion kilowatt hours, representing a decrease of 1.67 percent over the same period last year.     Power consumption in the service sector climbed 11.26 percent year on year to 293.5 billion kilowatt hours in the first three quarters.

BEIJING, Sept. 29 (Xinhua) -- China will lower gasoline and diesel prices by 190 yuan (27.8 U.S. dollars) per tonne from Wednesday, the National Development and Reform Commission (NDRC) announced Tuesday.     The benchmark price of gasoline will be 6,620 yuan a tonne, and for diesel 5,880 yuan a tonne, according to the NDRC.     The retail price of gasoline will drop by 0.14 yuan per liter and that of diesel will decrease by 0.16 yuan per liter.     It is the eighth fuel price adjustment since the country adopted a new fuel pricing mechanism, which took effect on Jan. 1 and the first reduction of fuel prices in two months.     Under the pricing mechanism, the NDRC will consider changing the benchmark retail prices of oil products when the international crude price changes more than 4 percent over 22 straight working days.     The price cut was in accordance with the international price changes, the NDRC said.     The average crude price of Brent, Dubai and Cinta has declined to 71.52 U.S. dollars a barrel, down 5.02 percent since the previous fuel price adjustment, according to the Shanghai-based CBI (China) Co., Ltd., a leading service provider in Chinese commodity markets.

WASHINGTON, Oct. 7 (Xinhua) -- U.S. President Barack Obama will visit China in mid-November in a four-nation Asia trip from Nov. 12 to 19 which will also take him to Japan, Singapore and the Republic of Korea, the White House said on Wednesday.     Obama is due to be in Japan on Nov. 12-13. Following his visit to Tokyo, Obama will attend the Asia-Pacific Economic Cooperation (APEC) summit in Singapore before heading to China and South Korea, White House spokesman Robert Gibbs told reporters. BEIJING, Oct.17 (Xinhua) -- China's civil aviation industry made profits of 9.1 billion yuan (about 1.33 billions U.S. dollars) in the first nine months of 2009, despite the punch by the financial crisis on the world's civil aviation industry, said the Civil Aviation Administration of China (CAAC) on Saturday.     Domestic air passenger traffic volume grew by 23.6 percent from a year earlier in first nine months of this year.     Performance of small airports, those that handle less than 1 million passengers annually, were most inspiring, said Li Jiaxiang, director with the CAAC, at the 2009 China International General Aviation Convention held in northwest China's Shaanxi Province on Saturday.     Li said that passenger volume of small airports grew 26.7 percent year on year to 14.87 million in the first half.     He contributed the vibrant performance of small airports and regional air routes to the more balanced economic development of China's different regions in recent years, which was the result of the country's strategies to develop the relatively poor western and central regions and to revive the old industrial base in northeastern regions.     Besides, the fact that Chinese people are becoming richer and CAAC's policies carried out last year to subsidize small and medium-sized airports and regional air routes also helped the passenger volume rise of small airports, said Li.     By the end of 2008, China had 116 small airports, accounting for 73 percent of the total number of the country's airports.
