SAN DIEGO (KGTV) — San Diego's City Council head Friday called for a temporary stop on dockless scooters in San Diego until a new plan is developed.President Pro Tem Barbara Bry has called for a moratorium on electric scooters, saying, "enough is enough – scooter companies have had their opportunity." "In May, the City Council approved a permitting and regulatory program that went into effect on July 1. We believed these rules could help reestablish order on our sidewalks," Bry said in a statement. "Instead, we are left with companies willfully ignoring staging restrictions and geofencing requirements."The City Council voted unanimously, in fact, for those regulations, which include:Speed limit drop from 15 mph to 8 mph on the Boardwalk or 3 mph in other high-traffic areas;Bans users from parking scooters near school, hospitals, and Petco Park;Creation of designated scooter corrals so the vehicles do not congest sidewalks; andRequire scooter companies to pay a permit fee of a little more than ,000 every six months, as well as a 0 per device fee.San Diego law enforcement has since been tasked with enforcing the new policy.Even still, Bry says the situation has worsen for residents."Emergency rooms and urgent care centers are filling up with severe injuries. SAN DIEGO (KGTV) - Some men are sharing their story of an unlikely redemption after police spotted them spray-painting graffiti on a street in El Cajon.Gripped by the message of the recent protests, Dre, Dan, and Gee did something they've never done before. The three, all of them artists, ended up on Heart Drive with spray paint."Just wanted to put up something, so when people drive by, it says 'love.' It says 'peace,'" said Dan."We are about art. People need to see the message," said Dre.Around 2 a.m., El Cajon Police Sergeant Mike Murphy pulled up to the three, before two more officers arrived. The three friends prepared to be arrested. Sgt. Murphy surveyed what they painted: peace signs, the words 'BLM' and 'Justice For Floyd.'He talked to them about the impact of graffiti. The men apologized. There would be no arrest. The three friends offered to fix it and Sgt. Murphy said he would help."That's a good feeling. It's the same as the message we were out there painting that night," said Dan.That same day, the men turned up with paint and rollers and together with Sgt. Murphy, they covered the spray paint. The three men decided they would funnel their passions into an art installation with the theme of unity. Sgt. Murphy agreed to help them find a venue for it. Dre and Dan say their encounter with him shows them that police can be part of the solution."Not every cop is out to kill black people. There are good cops out there, and I think people need to start understanding and noticing," said Dre.After the art piece is complete, Sgt. SAN DIEGO (KGTV) -- Several asylum seekers had their first immigration hearing before a San Diego judge Tuesday afternoon. Six migrants from Honduras and one from Guatemala were scheduled to appear for their first hearing. The group is among roughly 240 people waiting in shelters in Tijuana under President Trump's new policy. Robyn Barnard is an immigration attorney with the group Human Rights First. She's representing two men from Honduras. She met with her clients Tuesday morning after they crossed into the United States at the San Ysidro Port of Entry. "One of my clients is a leader in his church. I think he relies on his faith. He brought us all together to pray before they presented at the port, which was a very touching moment," said Barnard. The judge granted her motion to allow her clients to be interviewed by the Department of Homeland Security Officials before being returned to the shelter in Mexico. She said they fear for their lives there."That's because one, they are asylum seekers, they're not Mexican nationals, they don't feel like they would be able to go seek protection from authorities because they are seen as migrants and foreigners," said Barnard. Barnard said her clients have family in the United States ready to accept them while their claims are processed. "They've received verbal slurs for being migrants in Mexico. They are staying in a shelter because they can't afford to pay for housing. They don't have any right to work in Mexico, and the shelter has started receiving threats as a result of sheltering these asylum seekers," said Barnard. Barnard said her clients were supposed to meet with DHS at the Port of Entry in San Ysidro sometime Tuesday, but as of five p.m she had not received an update on their status. Their next immigration hearing in San Diego is scheduled for August 6th. "They've got eyes wide open about the process, and they're hopeful that they will have their chance to be here in the United States while they fight their case." 2009
