SAN DIEGO (KGTV)- Across San Diego County, most law enforcement agencies have been focusing on education rather than enforcement regarding violations of the county’s public health order.The goal is to get people to comply voluntarily.“What we’re trying to do here is educate the public so that ultimately we can save lives,” said San Diego Sheriff, Bill Gore.In the City of Coronado, police have been offering people free facial coverings.“To approach folks in an enforcement posture, I’m not sure we’re going to get the type of compliance we need,” said Coronado Police Chief Chuck Kaye. “When we see folks that are not using face coverings we say ‘hey can we offer you a face covering?’”This Fourth of July weekend is expected to be busy, especially at local beaches.California Gov. Gavin Newsom ordered all parking lots of state beaches in Southern California and the Bay Area to be closed for the weekend.The City of Oceanside has also decided to close off its beach parking lots.So far, no community COVID-19 outbreaks have been linked to outdoor settings.“I spoke to a number of the coastal mayors and said ‘are you confident you can enforce the physical distancing at your beaches?’” said county’s supervisor, Nathan Fletcher. “They said they can so we have to trust them that they can do that as we move forward into the weekend,” said San Diego County supervisor Nathan Fletcher.“We have our normal patrols in our coastal towns that we police for,” said Gore. “We’re not planning to add enforcement details to be specifically walking on the beaches to look at who’s wearing a mask, who’s socially distanced or not.”Gore said he expects beachgoers to comply with social distancing and facial covering rules when required.Under the latest public health order, restaurants must close to the public from 10 PM TO 5 AM.Bars, wineries, and breweries that don’t serve food must completely close down. Wineries that operate outside are an exception and may stay open.“State regulatory teams will be in different regions, we’ll be working with that team here which part of it is Alcohol Beverage Control and our county regulatory agency,” said Gore. “So, we can do enforcement if we don’t get that voluntary compliance that we’re seeking,” said Gore.The San Diego Police Department said it's anticipating crowds this weekend and will have extra officers patroling the beaches and bays to keep people safe. If officers witness violations of the public health order, they will educate people to seek compliance. 2517

San Diego (KGTV)- A high school teen decided to use his passion for science and astronomy to create a virtual space camp. The teen hopes to spark the interest of kids around the county and beyond.Ryan Clairmont is a junior at Canyon Crest Academy High School. He says his interest in astronomy started at a young age.“I remember when I was 6 or 7 years old, I went to the Palomar observatory,” says Clairmont. “I was able to look through their 60-inch telescope at Jupiter and the moon. It was an eye-opening experience for me.”The teen had plans to participate in a bio-physics internship this summer, but it was canceled due to the pandemic.“At that point, I realized there must be a lot of other children in San Diego and across the country, whose in-person summer programs have been canceled for the summer.”That’s when Clairmont created Cosmoto, a free virtual space for kids.Each day kids will learn about a different space topic and participate in hands-on science experiments and activities. All of the materials for the activities are low-cost items you can find at home. The full list of supplies is located on the Cosmoto website.So far, more than 100 kids have signed up for the virtual space camp.There are five weeks of lessons. Kids can start at any time. 1278

  

SAN DIEGO (KGTV) -- Two horses died Sunday after being seriously injured during separate races at the Del Mar Racetrack.A third horse was also hospitalized with an injury.The track tweeted at 2:17 p.m. confirming that in Sunday's third race, Ghost Street suffered a "catastrophic injury to his left front sesamoid and was humanely euthanized."Ghost Street was a 3-year-old gelding.A short while later, Prayer Warrior, a 3-year-old colt, was euthanized after suffering an injury to his front leg in Sunday's sixth race. 527

  

SAN DIEGO (KGTV) -- Homeless hospital patients in San Diego are sometimes dumped back on the streets after receiving treatment. Some of them - then turned away from shelters who don't have enough room. California lawmakers are trying to change that.It breaks Kim Peterson's heart to see her friend, Heather, living on this Chula Vista sidewalk."This is a picture of us together," said Peterson. "We've become more like sisters."Heather is constantly in and out of hospitals."She's had multiple strokes," Peterson said. "She needs to use a wheelchair to get around."But, the care stops once the hospitals let her go."She was released back to the street with a bus pass," Peterson told 10News. "It was raining, with no place to go, just a blanket."Another time, Heather was taken to a shelter - but turned away.  "They dropped her off far from where she felt safe," Peterson said. "They took her downtown where there wasn't a bed for her."One hospital told 10News they give patients a list of resources, but the patient has to coordinate them on their own.  Senate Bill 1152 would require hospitals to confirm the shelters have room before they're discharged."What does she need to do?" said Peterson. "I will help her do whatever she needs to do to get housed, to be safe, instead, she's laying on the sidewalk."The current problem leaves the homeless in their most vulnerable state and back on the streets. "It's very discouraging to think that we can't do better than that," Peterson said. Today, Heather got news that a nursing facility has extra room. "She will never get better," Peterson said. "She's gonna be in this permanent state of disability."Heather will be celebrating her 60th birthday next month, with a roof over her head. Many others won't be as lucky. "We can find a solution," said Peterson. "I know we can."   1957
