SAN DIEGO (KGTV) -- San Diego County leaders Monday announced proposals that would crack down on vaping amid vaping-related illness and death throughout the U.S. At the Monday news conference, County Supervisors Dianne Jacob and Nathan Fletcher proposed a ban on the sale and distribution of flavored tobacco products and e-cigarettes. The recommendations will come to go to the board on October 15 and, if the board follows up with approval, the rules would take effect in the county’s unincorporated area. “Vaping-related illnesses are a grave concern and we must take local action to address this fast-growing public health crisis,” said Jacob, chairwoman of the Board of Supervisors.“Teenagers and young adults have been the hardest hit, and we must stand up to vaping manufacturers that are preying on them for profit.”So far across the U.S., there have been more than 800 confirmed illnesses tied to vaping and 13 deaths. The news conference comes after health officials around the country advise people to refrain from vaping as investigations into the cause of the illnesses and deaths continue. “E-cigarettes, and in particular the flavored products, are erasing years of progress in reducing teens’ use of tobacco and nicotine,” said Supervisor Fletcher.In San Diego County, there have been 22 confirmed probable vaping-related illness cases. SAN DIEGO (KGTV) -- San Diego Police are searching for a woman they say robbed a San Diego Wells Fargo bank. According to police, the woman entered the bank on the 9200 block of Miramar Road just before 6 p.m. Thursday. Police say the woman demanded money from the teller, who handed the suspect an unknown amount of cash. The suspect is described as a black woman in her mid-40s who is five feet, six inches tall with brown eyes and black and grey hair. She was wearing a baggie grey hoodie and dark pants. SAN DIEGO (KGTV) - Recent rains have caused sewage-contaminated runoff to enter ocean water along Imperial Beach, San Diego County health officials announced Friday.An existing water contact closure of the Tijuana Slough National Wildlife Refuge coastline has been expanded to include all of Imperial Beach's coast, according to the San Diego County Department of Environmental Health.Due to recent rainfall, county health officials said sewage-contaminated runoff from the Tijuana River entered the Tijuana Estuary. SAN DIEGO (KGTV) — San Diego Police have released officer bodycam footage of a fatal shooting involving a man in Mountain View earlier this month.San Diego Police say 39-year-old Jose Alfredo Castro-Gutierrez was shot and killed after officers responded to the 300 block of South Pardee Street just before 5 a.m. on Oct. 19 over reports of a violent disturbance involving a weapon.According to police, Castro-Gutierrez was staying at a home as a guest when the residents were woken up by him. He had reportedly been acting paranoid and ripped a metal curtain rod from a window and began breaking windows and other objects in the home.Video shows Castro-Gutierrez crawl through a window in the front of the home and run toward police, before officers fired their weapons and fatally struck him. A metal pole was found near him.Three officers fired at Castro-Gutierrez: One officer fired a bean bag round, another officer fired a Taser, and a third officer fired several rounds from his service pistol, SDPD says.Officers started first aid at the scene, but Castro-Gutierrez was pronounced dead at the hospital. The officer who fired his service pistol was identified as Isai Castillo, a two-year veteran of SDPD assigned to Southeastern Division.Gene Iredale, the attorney who represents Castro’s family, says they are planning to file a wrongful death action. He says the lethal force was not warranted.“This was a tragic combination of negligence and callousness that led to a needless death,” Iredale said.Iredale says his client leaves behind a wife and a one-year-old child. He says Castro is a Mexican citizen and a legal resident of the U.S. His wife lives in Mexicali, but Castro has been working and renting locally.He says Castro also has a history of mental illness.“This was a person in a mental health crisis and was paranoid,” Iredale said. “His last word as he rushed towards the officers was ‘ayuda,’ ‘help me’”In a recorded video statement provided to ABC 10News by Iredale, Castro’s wife was emotional, saying the family is shocked at what happened, calling her husband’s death an injustice.
