We expect it to run as designed," Ledesma said during a news conference.The original spillway on the 770-foot-high (235-meter) dam, which is 150 miles (241 kilometers) northeast of San Francisco, was built in the 1960s.In early 2017, storms drenched the state and the massive spillway broke apart as it carried heavy flows.Dam operators reduced the flow and allowed water to run down an emergency spillway — essentially a low area on the reservoir's rim — but the flow began eroding the earthen embankment that had never been used. Authorities suddenly had to order an evacuation of nearly 200,000 people living in communities downstream.The threat of a dam collapse that would unleash a torrent of water did not happen, however, and people were allowed to go home days later.In January 2018, an independent panel of dam safety experts released a nearly 600-page report that blamed the crisis on "long-term and systemic failures" by California dam managers and regulators to recognize inherent construction and design flaws in the dam.Repairs have cost .1 billion. California requested about 9 million from the Federal Emergency Management Agency for the fixes, but the federal government has rejected 6 million of those reimbursements. Played by a man of Indian descent, the subtle racism and structural disadvantages David faces are all the more searing and impactful when they're based not on happenstance but partially on skin color.If only the story itself was injected with such reimagination. While the costumes and set design are exquisite, there's a stolid and creaky feel to the show that recalls a stuffy theatrical repertory production. Even at its best, Dickens is dense and bulky, and without much effort to recast and slim down the storylines for modern times, it's easy to get hopelessly lost amid the barrage of plodding plot developments.Despite its flaws, the film is a welcome sight for sore, theater-deprived moviegoers jonesing for a reason to grab a soda and bucket of popcorn and get back to the old routine. (KGTV) — A vehicle slammed into a power pole in Oceanside and flipped over early Monday, leaving locals without power and forcing some evacuations.The driver careened into the power pole in the 220 block of N. El Camino Real at about 3:30 a.m. The driver was treated at the scene for minor injuries.The power pole remained upright but was leaning over a nearby mobile home park, threatening some homes. Those homes have been evacuated and power to most of the park has been shut off.SDG&E crews were out to assess the damage Monday. The outage affected at least 180 people.
