Sayfullo Saipov has been charged with federal terrorism offenses in connection with Tuesday's attack in Manhattan in which eight people were killed, according to a charging document from the US Attorney for the Southern District of New York.Saipov, a 29-year-old Uzbek national who was living in New Jersey, is being charged with providing material support to ISIS and violence and destruction of motor vehicles.[Previous story, published at 5:13 p.m. ET]The suspect in New York's deadliest terror attack since 9/11 had planned the attack for weeks and carried out the killings "in the name of ISIS," John Miller, NYPD deputy commissioner for intelligence and counterterrorism, said on Wednesday.Authorities identified the suspect as Sayfullo Habibullaevic Saipov, a 29-year-old Uzbekistan native who came to the US legally in 2010. Saipov allegedly drove a rented truck onto a well-trafficked bike path just blocks from the World Trade Center on Tuesday afternoon.Eight people were killed and more than a dozen injured as the driver carved a path of destruction through several blocks of Lower Manhattan. Saipov crashed the rented truck into a school bus, left the vehicle brandishing imitation firearms and was shot by police, officials said. He survived and was taken into custody, police said.In carrying out the attack, Saipov relied on the playbook laid out by ISIS in recent years, officials said. SAN FRANCISCO (AP) — The Coast Guard is investigating what caused a ferry boat to crash twice into docks at San Francisco's famed Ferry Building, slightly injuring two people aboard.Coast Guard spokesman Chris Shih says investigators are looking into mechanical issues and other factors that led to Friday's crash. The agency regularly inspects the ferries.A Golden Gate Ferry spokeswoman says the boat was traveling from Larkspur and carrying 53 passengers when it struck an outer berth before bumping into another dock.The vessel's hull was damaged when it struck the concrete promenade and knocked a guardrail. (KGTV) - Surveillance video obtained by ABC 10News shows a gas thief in action in Santee.Just before 3 a.m. last Wednesday, at a business park off North Woodside Avenue, the video revealed a masked man up to no good."Just sad seeing someone doing that," said Kevin Wilson.The owner of the vans shown in the video is Kevin Wilson, co-owner of carpet cleaning and repair company, Southwestern Carpet Works. Hours later, he arrived and smelled the aftermath."Pulled up to work and I could immediately smell gas," said Wilson.When he looked at the gas gauge of his box van, his heart sank."Instantly could tell there was less than a quarter tank, and there was a full tank the day before," said Wilson.Here's why. In the video, a man is seen carrying a water jug and some tubing. The man shoves the tube into the gas tank, before puts the tube to his mouth and siphoning the gas.He would get away with about 20 gallons of fuel."Angry and disappointed. He is stealing from a small, family business. If you steal from us, you’re stealing from our kids and our employees' kids," said Wilson.Like most small businesses, his was impacted by COVID-19"For the first month-and-a-half to two months, it was really slow," said Wilson.Fast forward to the end of summer.
