(KGTV) — Santee voters this November will weigh in on two measures that deal with limits on serving as a City Council member or as Mayor.Measure Q and R each intend to address term limits on City Council and Mayoral positions in the city of Santee, however, they each take a different approach to limit how long someone can serve.The text of Measure Q reads as follows:City of Santee - Measure Q: "Shall the measure amending the Santee Municipal Code to require that no person shall serve as an 'Elected Official,' defined to include the offices of Mayor and Member of the City Council, for more than twelve years, or three terms, whichever is less, with any portion of term, whether by election or appointment, counting as a full term, be adopted?"Measure Q would not allow anyone to serve as either Mayor or a City Council member, or any combination of those positions, for more than 12 years, or three four-year terms, with any portion of a term counting as a full term.The competing measure, Measure R, reads as follows:City of Santee - Measure R: "Shall an ordinance amending the Santee Municipal Code to establish a three-term lifetime limit on City Council service and a separate two-term lifetime limit on Mayoral service, be adopted?"In other words, no one can serve as Mayor for more than two, four-year terms and, separately and in addition, as a City Council member for three, four-year terms, regardless of the district a person represented. SAN YSIDRO, Calif. (KGTV) — A man convicted of murder in Honduras was arrested after border agents say he was caught crossing the border with members of a migrant caravan in Tijuana.Miguel Angel Ramirez, 46, was arrested on Nov. 24 around 11 p.m. after he was caught entering the country illegally about a mile east of the San Ysidro Port of Entry, according to U.S. Customs and Border Protection. Two other men traveling with Ramirez were also arrested, one of who had previously been deported, according to CBP.Border agents say Ramirez admitted to being convicted of murder and was released a few months ago. The Honduran Consulate in Los Angeles confirmed he had served 10 years in a Honduras prison for homicide and another 3 years for robbery. He added that he had traveled to the U.S. among the migrant caravan from Honduras, border agents said.RELATED: Mexico's new president could change border policy“It was Border Patrol agents’ effort and valued partnership with the Honduran Consulate in Los Angeles that helped us identify a dangerous convicted felon moving amongst the migrant caravan," San Diego Sector Chief Patrol Agent Rodney Scott said.Ramirez and the two other men, ages 22 and 38, are all Honduran nationals and being held in Department of Homeland Security custody pending deportation proceedings.The arrest was made a day after El Centro border officials say an admitted MS-13 gang member suspected of being in the U.S. illegally was arrested near the Calexico Port of Entry.Border officials said 29-year-old Jose Villalobos-Jobel, of Honduras, told agents he had traveled to the U.S. border within the migrant caravan group as well. (KGTV) - Hundreds gathered at a park in San Ysidro in support of the migrant caravan just hours before border officials closed the border.A group called the San Diego Migrant and Refugee Coalition organized the Sunday rally that eventually turned into a march. About 600 people joined the coalition which is made up of 20 migrant support and social justice groups. The organizers say they disagree with the militarization of the border and want the migrants to know they are loved and welcome. The march ended peacefully at the San Ysidro Port of Entry.  606

  

SAN YSIDRO, Calif. (KGTV) -- A new apartment complex in San Ysidro promises to offer more than 100 affordable apartments to residents. The building, called Paseo La Paz, was made possible in part due to a .3 million grant from the City of San Diego and will offer 137 affordable units. The complex targets families with incomes from 50 to 60 percent of San Diego’s median income – approximately ,000 per year for a family of four. Rents will range from 0 per month for a one-bedroom apartment to ,200 for a three-bedroom unit. Rents will remain affordable for the next 55 years as part of the agreement that secured the grant. RELATED: San Diego not cashing in on affordable housing dollars, report says“This project is the perfect example of how the City can help serve its residents with affordable options for housing,” said Christina Bibler, Director of the City of San Diego’s Economic Development Department. In addition to the multi-million dollar grant, an additional million in funding was provided by the city’s Affordable Housing Fund. “With the City’s assistance, this apartment complex can help ease the burdens for those looking for a place to call home," Bibler continued. SANTEE, Calif. (KGTV) - A kindergartner walked out of his Santee school, crossed a busy four-lane road and made it to his home more than a mile away, his mother told 10News Thursday.The Cajon Park Elementary student had been placed in a 3rd grade classroom with his upperclassman buddy when his grandmother arrived to pick him up.According to the 5-year-old boy’s parents, the 3rd grade teacher told the boy to pack his things because he was going home and sent him to the office alone.The boy didn’t fully understand the instructions and walked past the office to his home, crossing busy Magnolia Ave.There is only one gate in and out of the school and the boy apparently passed through it undetected.School administrators noticed the boy was missing about half an hour later and told his grandmother, who panicked.The boy’s mother said she realized something was wrong when her doorbell camera sent an alert. She looked at the video and saw her son on the front porch with a woman approaching him.The woman turned out to be a school administrator who had been searching for the boy.Rob Cunningham has a kindergartner at the school and was concerned by the incident.“We trust the school to know where our child is when we drop them off and expect them to be here when we pick them up,” Cunningham said.Santee School District Superintendent Dr. Kristin Baranski responded to 10News’ request for comments, saying the boy was found safe within 15 minutes.She added the school has a practice of sending a buddy with younger children when they need to visit the school office but in this case, the guest teacher did not follow the practice.Administrators will put additional communication practices in place with guest teachers to make sure they are aware of the policy, Baranski said. 1789
