TOKYO (AP) — Organizers are saying that a limited number of non-Japanese fans may be allowed to attend next year's Tokyo Olympics.CEO Toshiro Muto says after a meeting on infection countermeasures that fans could face some stringent rules. This would include screening for COVID-19 before they leave home. Non-Japanese fans may also face a 14-day quarantine, depending on their area of origin.Muto says this is still open to discussion.When asked if foreigners to Japan would follow the rules, Muto said it'd be difficult to control their movement and behavior.According to Reuters, Muto said that Olympic organizers are working with Japanese authorities to ensure that athletes and Olympic-related staff will not have to quarantine for 14 days.The goal is for athletes and workers to train and perform their duties leading up to the Olympics, which are expected to start in Summer 2021.There will be extensive screening on arrival and perhaps health-tracking apps to download and a rule book to be complied with. 1021

TORREY PINES (KGTV) - Two paragliders, one from San Diego and one from Orange County, died after colliding in mid-air and crashing into a cliff Saturday afternoon.It happened near Torrey Pines Gliderport around 2:45 p.m. Police confirmed both paragliders were men. One of the men was 61-years-old and the other man was 43-years-old, officials said. Both of the men were certified .Witnesses sat stunned when they watched the paragliders become intertwined, "I initially heard the collapse of the chute... I heard a collision, and some kind of sound, and looked over and saw two people falling from the sky," Madeline Henderson said."It was spinning but it was like in slow motion and I could see the guy, I don't know what he was trying to do but I felt bad for them," Irene Marquez said from the passenger seat of a car. She said it was her first time at the Gliderport and was traumatized by what she saw.Rescuers have recovered both of the bodies.Witnesses say the paragliders collided mid-air, a chute collapsed, and they spiraled to the ground and hit the cliffs. 1076

THORNTON, Colo. – Police have arrested the suspect in a deadly shooting at a Thornton Walmart store.Scott Ostrem, 47, was taken into custody Thursday morning at 72nd and Federal.Witnesses told Thornton Police that Ostrem "nonchalantly" walked into the store Wednesday night, took out a handgun and began firing randomly at people. Two men and a woman were killed."This is a very heinous act," Avila said. The store was evacuated as authorities arrived on scene.Police found the victims in the south entrance. The two men were pronounced dead at the scene. The female victim was transported to Denver Health where she later succumbed to her injuries. Authorities have yet to identify the victims.No other physical injuries were reported. However, police say several people received medical attention for anxiety. Several distraught employees could be seen in the parking lot comforting each other.Investigators say there is no indication that terrorism was a motive, but have not ruled anything out at this point. They are still interviewing hundreds of witnesses and going through surveillance video.Special agents with the Bureau of Alcohol, Tobacco, Firearms and Explosives were helping police in the investigation.The shooting at the busy shopping center forced customers to either hide in the store or frantically run for the doors.Witness Harold Stevens said he was in the store with his son when he heard at least three shots. TIJUANA, Mexico. (KGTV) -- Migrants in Tijuana took shelter from the rain Thursday beneath tarps and in tents as shelters remained overcrowded. Photos taken by 10News show makeshift camps where migrants hid in tents while others shielded themselves with tarps as rain drenched the area. Many of the migrants waiting to claim asylum say they’ve lost hope following a clash Sunday in which hundreds of migrants rushed the border in a show of force. TIJUANA, Mexico (KGTV) — Mexican authorities arrested three people in connection to the slayings of two teenage Honduran migrants.Police executed a search warrant in Tijuana Tuesday night after they said Esmerelda N., Carlos N., and Francisco N. kidnapped and killed the teenagers over the weekend. 10News tracked down Uriel Gonzalez, the General Coordinator of the YMCA Homes for Migrant Youth - Mexico. He said the three unaccompanied minors traveled alone from their home towns in Honduras to seek temporary refuge in Mexico. For the time they were at the shelter they were well behaved. So when they went missing on Saturday around lunch time, his staff believed they had walked off their open-door campus to visit friends at another shelter. When one came back seriously injured, he realized they were targeted.“They were kidnapping the kids that are in a very vulnerable position, who are not Mexicans. Migrants are very attractive for organized crime, because of the extortion and the money they can ask to their families,” Gonzalez said. According to Baja California prosecutors, three Honduran migrants seeking refuge at the Tijuana YMCA Youth Shelter were on their way to El Barretal, the main caravan shelter Saturday night. A witness told authorities two men and one woman robbed and kidnapped the three boys during the walk.Later that night, the bodies of two boys, 16 and 17 years old, were found in a Tijuana alleyway. They had been stabbed and strangled. Despite being seriously injured, a third teen managed to escape. According to the Youth Shelter organizer, the boys arrived in the US-Mexico border city as part of the migrant caravan about two to three weeks ago. In the time they were at the shelter, they never had any disciplinary issues.Shelter staff members have since asked the Mexican government to increase security measures in the area.Investigators said the deaths are among the many recent violent incidents happening in and around the migrant shelters in Tijuana. On Tuesday night, two people walking on the street threw a can of tear gas into El Barretal. The migrants were not injured and the facility was not damaged. Investigators said this is another example of the growing tensions and impatience between asylum seekers and local Mexicans. 2287
