SAN DIEGO (KGTV) — One day after San Diego County allowed dining in restaurants to resume with modifications, Pacific Beach's El Prez was ordered to close for violating county public health orders.Now, the restaurant and bar says it's hoping to reopen sometime next week after passing an health department inspection.Last week, El Prez was the scene of customers ignoring physical distancing and facial covering rules. SAN DIEGO (KGTV) - On Monday, CVS pharmacists started vaccinating nursing home residents and staff in San Diego and across the state. CVS expects to give the vaccine to around 700,000 people across the state.“We've really tried to be careful. We've had no COVID-19 cases, thank the Lord, at our skilled nursing facilities,” Ellen Schmeding with San Diego’s St. Paul’s Senior Services told ABC10 News on Monday. Residents at its Banker’s Hill location start having access to the vaccine this Wednesday. “They've been around. They've seen polio and small pox. They know what a great gift it is to have the vaccine available right now,” she added.CVS Health District Leader Lisa Kalajian told ABC10 News on Monday, “We have 40,000 long term care facilities that opted to go with us for vaccinations nationwide and 15,000 of those are in California.” Over the next 12 weeks, she said that the company will begin with vaccinating residents and staff at nursing homes, followed by residents and staff at assisted living facilities.Kalajian said that the company can't provide the list of facilities in San Diego, where the county is seeing an increase in COVID-19 cases. The latest numbers show there are 48 active outbreaks at those type of facilities. She said that the company plans to enter long term care facilities three times. Once for the initial vaccination, then for the booster shot and finally to cover anyone who was left behind.The goal, she told ABC10 News, is to eventually offer the shot to the general public at in-store locations, although that's not been finalized. “We are starting with long term care facilities but are contracted to move onto the general public. SAN DIEGO (KGTV) -- New information from the Census Bureau shows that San Diego’s housing growth isn’t keeping up with our growth in population.Within the year spanning between July 1, 2016, and July 1, 2017, San Diego saw its population increase by nearly 13,000 people.According to the Census Bureau, though the population has increased, the number of new homes being built is actually slowing down.When you compare housing growth between 2000 and 2007 and housing growth between 2010 and 2017, San Diego County saw a major decrease in growth of new housing. San Diego was also ranked the 11th most populated city in the United States, according to the new data. SAN DIEGO (KGTV) - Point Loma neighbors are rallying to save a beloved bike track - a track they've built with their own hands, but no permits. The track on Famosa and Nimitz Boulevards was threatened on Monday. “I rushed over here as quick as I could,” Darren Miller said.  “I stood in front of the tractor and said, “I’m sorry I can't let you keep doing this.”It’s still unclear who sent the bobcat to level the track. But - the land belongs to the San Diego Housing Commission.Miller is a parent of two boys and says he started building the track last March after coming across the empty land. He added the jumps and curves, thinking it would become a sort of secret playground.“I thought myself and a couple of other dads involved would have a small little track that or six or seven kids knew about. I had no idea that this many people loved it,” he said.Monday night several families showed up for a rally to save the park, expressing their affinity for the neighborhood track. “This is the most awesome-est place in the world,” eight-year-old Jude Hudson said, “So much fun because there are some bumps and curves.”Parents agree.“We don’t want this to go. This a good place to be and to exercise and to keep them off their phones." Jon Erb said. "You got parents that come out here on a daily basis, so you got chaperones down here and keeps them away from drugs.”When 10News asked what the deal with the empty land was, the San Diego Housing Commission sent the following statement:“An unauthorized and unpermitted makeshift bike park was set up by unknown individuals on the undeveloped property that is owned by the San Diego Housing Commission (SDHC) at the corner of Famosa and Nimitz Boulevard.Some of the no trespassing signs placed on the property by SDHC have been removed. SAN DIEGO (KGTV) - Mortgage brokers spent the past week calling and emailing clients around San Diego, telling people it's time to buy."Whenever I see a rate dip like that, my first reaction is to call everyone as fast as I can," says Broker Scott Davenport. "I try to get a hold of as many people that have been on that fence to jump on it as quickly as they can."The frenzy started when mortgage rates dropped .22% on March 27, to 4.06% on a 30-year fixed rate mortgage.It was the biggest single-week rate drop in more than a decade.RELATED: San Diego among top hot housing markets for 2019, Zillow reports"That could mean a savings of hundreds of dollars per month," says Davenport. "Or even hundreds of thousands of dollars over the course of a 30 year mortgage."Analysts say the drop came after the Federal Reserve said it was worried about the economy slowing down. It caused concern among investors, which led to good news for buyers."It's not gonna last," says Davenport. "You never know where the market's going to go. I expect rates to stay low through the summer, but at the same time, I don't expect them to stay low for long."Rates hit historic lows in 2012, around 3%, after the recession and housing bubble burst. Davenport says he doesn't see conditions that would create rates that low any time soon. That's why he's telling people to take advantage of the current rate near 4% now.He says anyone thinking of buying, or of refinancing a mortgage should get in touch with their broker now."Have the numbers run. It's something we do all the time," he says. "We can see if there's a benefit for a refinance with it, with the rate drop for you right now.
