CARLSBAD (KGTV) -  A new online tool is helping Carlsbad residents voice their opinions on issues and how they prefer their tax dollars spent.Voterfied allows voters to weigh in from their phone or computer. "Who can shout the loudest," was what Carlsbad?Mayor Matt Hall said happened at City Council meetings. "That's not what's best for government, you try to engage as many people as possible," saying the silent majority often went unheard."Their vote goes straight into the elected official's ear, and then the elected official is held accountable because they know how their constituents are voting," COO of Voterfied Lee Ann Allman said.The tool was created when Michael Allman ran for Congress. He wanted a way to easily plug in and crowd source, to discover the needs of the people.Voterfied reached out to Hall first and he held onto the experiment with both hands, "everybody has this equal opportunity, they can hear my voice and I can hear their voice." Lee Ann Allman said there is also an educational component to the tool, "there are links to articles so if a voter wants to find out more about something they can click on the link,"The tool is hack proof and compares information you input to the voter registry, focusing the questions they push out on specific residents.In the six or more months Hall's been testing Voterfied, Carlsbad is already seeing an impact. "Instead of having a community center, the public thought more about having a dog park," Hall said.Carlsbad's next big change? Bulgarian authorities are investigating the rape and murder of an investigative reporter in the northern city of Ruse, the third journalist to have been killed in the EU this year.The body of 30-year-old Viktoria Marinova was found on Saturday near a pedestrian alley in an area with heavy vegetation, Bulgarian state media reported.Preliminary investigations showed the cause of death was blows to the head and suffocation.Bulgarian Interior Minister Mladen Mladenov described the murder as "exceptionally brutal" and said Marinova was raped before she was killed, according to state media. He said the country's top murder investigators had been sent to Ruse to work on the case.It's not clear if Marinova's murder was related to her journalistic work. Authorities are working to identify witnesses and potential motives for her murder.Bulgarian media reports said that over the last year Marinova had reported on an ongoing investigation into alleged corruption involving European Union funds for the broadcaster TVN. Carey Dean Moore, 60, a convicted murderer of two 47-year-old fathers in 1979, has become Nebraska's first execution by lethal injection.The execution by lethal injection — by way of a four-drug combination that's never been previously used in an execution — started at 10 a.m. Tuesday, as scheduled. He was declared dead at 10:47 a.m. Tuesday."This agency has done so with professionalism, respect for the process, and dignity for all involved," said Department of Corrections Director Scott Frakes in a press conference following the execution.The body will be remanded into the custody of the Nebraska State Patrol, he said, and an autopsy will be conducted.Ten witnesses observed Tuesday's execution: three inmate witnesses, a member of the clergy, four media witnesses, and two staff members.During the press conference, media witness Grant Schulte of the Associated Press recounted the details of Moore's final moments, as well as his final statement:"Just the statement that I hand-delivered to you already about my brother, Donny, and the innocent men on Nebraska's Death Row."Omaha World-Herald reporter Joe Duggan, another of the media witnesses, said Moore remained composed throughout the process."He certainly looked maybe slightly shaken. The gravity of what was happening to him was clear on his face and his expression," Duggan said. "But he was composed. His voice was clear when spoke. He clearly looked around the room to see who all was there, otherwise kind of kept his gaze toward the floor."The media witnesses said they were not able to see when each drug was administered during the lethal injection procedure. They said they were secluded from the other witnesses, and could not hear inside the execution chamber."There didn't appear to be any complications," said News Channel Nebraska reporter Chip Matthews, another media member selected to witness the execution.Brent Martin of Nebraska Radio Network was also a media witness to Moore's execution Tuesday. Both men were 47-year-old fathers shot by Moore five days apart.Ahead of the execution, Moore was taken from his death-row cell at Tecumseh prison to the State Penitentiary in Lincoln and placed under a suicide watch in a medical unit there until his execution.As the execution proceeded, the prison went on modified operation status: Inmates were required to stay in assigned living spaces until the execution was over and all media and witnesses had left.Moore was escorted to the execution chamber and strapped to the table, at which point IV lines were inserted by the IV team, and a heart monitor secured.Witnesses were then escorted to their respective viewing rooms.A curtain was lifted so that witnesses could observe Moore had been prepped for lethal injection, then Frakes gave the order for execution to proceed.The warden checked for consciousness after the first round of drugs was administered before ordering subsequent substances administered. Once all four drugs had been administered, the curtain was lowered.The Lancaster County Coroner officially declared the death, out of sight of the media witnesses. Businesses may be reopening, but they're still struggling to pay their rent.About 40% of major retailers didn't pay their rent in May, according to numbers from data firm Datex Property Solutions.Some companies are warning they won't be able to pay rent for months. Starbucks for example is asking for landlords to adjust lease terms and rent for at least 12 months.It's an even worse situation for some small businesses.“I would think landlords ordinarily are not that sympathetic, right, because they can get somebody else to pay the bill,” said Jack Strauss, an economics expert and professor at the University of Denver. “In this case, a landlord is foolish to ignore the struggling small business.”Strauss says it will be difficult for landlords to find a new tenant quickly, so they have an incentive to delay or partially reduce rent.Businesses in malls are getting hit especially hard. The country's latest mall owner recently sued Gap over three months of unpaid rent.“Being sued kind of makes sense by the landlord to take a heavy hand, but at the same time, it doesn't make sense because they're going to have a lot of, they're potentially going to have a lot of empty spaces,” said Strauss.Punchbowl Social, a national restaurant and entertainment spot just closed one location in the Denver area and one in the Chicago area, acknowledging that landlords are trying to ensure the success of their business.But the CEO says, "landlords cannot expect to maintain status quo economic terms that were negotiated in pre-pandemic times."Strauss agrees with that.
