SAN DIEGO (CNS) - A teenage Oceanside resident was arrested Thursday on suspicion of gunning down another young man last week near Vista Transit Center.Homicide detectives arrested 19-year-old Issac Martinez on Tuesday in connection with the death of Jonathan Ruiz, 20, according to sheriff's officials. Martinez was booked into San Diego Central Jail on suspicion of murder and was being held without bail.Deputies responding to reports of gunfire shortly before 2:30 p.m. Nov. 4 found Ruiz gravely wounded on a dirt path off the 200 block of Olive Avenue in Vista, Lt. Michael Blevins said. Medics took the Vista resident to a hospital, where he was pronounced dead shortly after arrival.Witnesses described seeing two teenage boys or young men running away from the transit center following the shooting, Blevins said.Officials have not revealed a possible motive in the case or disclosed what led investigators to identify Martinez as a suspect in the slaying.  983

SAN DIEGO (CNS) - City officials and homeless advocates announced an expansion Tuesday of the city's program to establish safe parking lots for residents who live out of their cars or recreational vehicles.Mayor Kevin Faulconer, Councilman Scott Sherman and representatives of Jewish Family Service of San Diego jointly announced that the city will make a parking lot in Mission Valley near SDCCU Stadium available to vehicles in the next 45 days.The lot, which will also have supportive services for homeless residents, like job training, financial education and housing assistance, has space for up to 80 RVs or 200 regular cars and trucks.Jewish Family Service oversees the two existing parking lots and will do the same at the third, which is located near the intersection of Friars Road and Mission Village Drive.RELATED: San Diego program to provide safe parking for homeless living in vehicles"Often when someone becomes homeless for the first time, they end up living in their car and don't know where else to turn," Faulconer said. "The Safe Parking Program helps those individuals find a stable place to stay while they access services, look for a job and, ultimately, find a permanent place to call home."The announcement comes on the eve of the City Council's Public Safety and Livable Neighborhoods Committee's scheduled discussion of a limited ban on residents sleeping in their cars to replace a 36-year-old ordinance the council repealed in February. The U.S. 9th Circuit Court of Appeals struck down a similar Los Angeles vehicle habitation law in 2014 for being too vague.Under the proposed new ordinance, residents who live in their cars would be barred from parking within 500 feet of a public school, excluding colleges and universities, or a place of residence between 6 p.m. and 6 a.m.RELATED: San Diego mayor proposes city ban on living in vehiclesThe city's three safe parking lots will be open and available to residents during that same 12-hour stretch, however. The city did not say whether plans are in the works to open more safe parking lots in the immediate future.At the two existing lots (on Balboa Avenue and Aero Drive) and the new one, Jewish Family Service of San Diego will have the capacity to assist roughly 300 homeless individuals and families every night."Our goal is always to holistically help clients, so that they can get back on their feet and into a home," said JFS CEO Michael Hopkins. SAN DIEGO (CNS) - Just after midnight, a full rail closure between Oceanside and San Diego to accommodate work along the passenger and freight rail line will go into effect and continue until 5 a.m. Monday.The closure will affect four rail services operating on the San Diego segment of the Los Angeles-San Diego-San Luis Obispo Rail Corridor: North County Transit District COASTER, Metrolink, Amtrak and the freight carrier BNSF.On Monday, riders are encouraged to plan for increased travel time as trains could be delayed.Full rail closures are routinely scheduled to advance rail construction and ensure worker safety. During the upcoming closure, construction activities are planned for the Del Mar Bluffs Stabilization project and the Mid-Coast Trolley project.In Del Mar, stabilization work continues on the bluffs. Crews will weld and test tieback anchors along previously placed support columns and pour concrete for retaining wall installation on the upper bluffs near 12th Street. Crews will also place concrete panels along previously installed support columns and backfill the area on the upper bluffs north of Torrey Pines State Beach.Officials said the Del Mar Bluffs Stabilization 4 project to repair drainage infrastructure and stabilize portions of the 1.6 miles of coastal bluffs is scheduled to be complete this fall.In San Diego, ongoing construction activities are planned throughout the Mid-Coast Trolley corridor. Crews will perform improvements to the surface of the trolley tracks, including tamping the rail -- a process that secures the rail to avoid misalignment once in use.The Mid-Coast Trolley project will extend UC San Diego Blue Line Trolley service from the Santa Fe Depot in Downtown San Diego north to the University area and is anticipated to be complete by late 2021.During all construction, nearby residents and businesses can expect intermittent noise and lights. 1912

  

SAN DIEGO (CNS) - Father Joe's Villages announced Friday that it has established an emergency fund to raise money for the homeless during the COVID- 19 crisis. With its thrift and donation stores shuttered, and donation pick-ups and drop-offs on hiatus as part of the shelter's efforts to reduce the risk of spreading the virus to clients and staff, Father Joe's representatives say the new fund will be crucial to continue to provide shelter, health care, food, showers and laundry for those in need. Qualcomm co-founder Franklin Antonio has provided a 0,000 matching gift challenge in an effort to encourage monetary support from the community, Father Joe's Villages said. Donations can be made online here.While some services have been paused in the wake of the coronavirus outbreak, Father Joe's Villages reiterated there are no confirmed COVID-19 cases at the shelter.One client showed signs of COVID-19 symptoms on Wednesday, leading to a temporary interruption in intakes. However, the client was tested for COVID- 19 and was confirmed negative for the virus Thursday, leading the shelter to resume accepting intakes following direction from county officials. 1177
