SAN DIEGO (KGTV) -- San Diego residents will have their chance to weigh in on the county's .4 billion budget for the fiscal year 2020-21, during two virtual public hearings this week.The proposed budget includes 0 million dedicated to testing, medical supplies, food distribution, and other needs related to the COVID-19 public health crisis. The budget also calls for the establishment of a new office of Equity and Racial Justice.Another million is earmarked for technological resources related to behavioral health services, including telehealth, electronic health record upgrades, outreach and engagement, workforce recruitment, and retention.The proposed spending plan is 9 million -- or 2.5% -- larger than the last fiscal year's budget.Residents can share their opinions on how they believe the money should be distributed on Monday at 9 a.m.There is another public meeting scheduled on August 12th at 5:30 p.m.County supervisors will vote on formally adopting the budget during their August 25th meeting.The public health crisis has pushed back a formal approval of the budget, which usually happens in June. 1136

SAN DIEGO (KGTV) -- Six months after closing its doors to the public due to the COVID-19 pandemic, SeaWorld San Diego is reopening through their weekend Zoo Days Bayside BBQ and Brews events. The special event will take place every weekend until SeaWorld can fully open. The park's attractions will be very limited, with guests able to enjoy all outdoor animals exhibits and shows."We’re opening as an accredited zoo and you can come in and enjoy all the live animal presentations we’re world famous for like the Orca Encounter, dolphins, Sea Lions Live and all the outdoor exhibits that people love and miss," said SeaWorld Park President Marilyn Hannes..Among closed signs for indoor exhibits, game rooms and rides, guests will also notice dozens of sanitizer stations, distance markers and download codes for digital park maps spread throughout.Visitors will also be able to continue enjoying the tide pool areas. "The water is highly filtrated, each of the systems were designed to be a touch pool so they have a high filtration and so that constant turnout makes it safe to do the interaction," Hannes said.Although some of the attractions are closed, Hannes said new ones will take its place, adding, "We’ve opened up Vistas to the Bay so we have a new waterfront area where you can that ocean breeze and try craft beers."Zoo Days will take place every Friday through Sunday from 11 a.m.-7 p.m. The event has a limited capacity and purchasing a ticket online acts as a reservation. SAN DIEGO (KGTV) - San Diego Police say a Chula Vista woman killed her mother in a Mission Valley office building, then shot herself days later with the same gun.Homicide detectives investigated the 911 call from an office building on Camino Del Rio South in Mission Valley on July 22.Officers found Maria Kelly, 66, dead inside her office.RELATED: SDPD: Mother murdered, daughter deadKelly's 34-year-old daughter, Crystal Vasquez, drove to the location hours later.Vasquez went into the restroom of a nearby business and was discovered dead of a gunshot wound.San Diego Police said Vasquez shot and killed her mother the afternoon of July 20. The next day, Vasquez cashed a ,000 check written from her mother's bank account.Police told 10News the Vasquez likely shot her mother after being confronted about stealing money from the family business. Vasquez embezzled money from her mother's Mission Valley accounting business for about a year, according to police. Police believe Vasquez shot herself after learning about the possibility of cameras at the building's entry and exit.A forensic examination confirmed the handgun Vasquez used to commit suicide was the same gun used to kill Kelly.  Video surveillance also showed Vasquez was in the office with Kelly at the time of the murder. 1330

SAN DIEGO (KGTV) — Several San Diego restaurants will donate a portion of proceeds next week to help Australia wildlife relief.OMG Hospitality Group's five restaurants (Union Kitchen and Tap in Encinitas and the Gaslamp, Pacific Beach AleHouse, Backyard Kitchen and Tap, and Waterbar) will donate 25 percent of sales from Monday, Jan. 20, to W.I.R.E.S. (Wildlife Information, Rescue, and Education Service). SAN DIEGO (KGTV) - San Diego Police released details Wednesday about the development of an officer-involved shooting that killed a man in El Cerrito. The aunt of 52-year-old Dennis Carolino called 911 the night of Aug. 24 to report he hit her in the head with a brick. The 70-year-old woman told police Carolino had psychiatric issues, officers said. She also told police Carolino had previous contact with them and had never been combative. Police requested the assistance of the Psychiatric Emergency Response Team (PERT) and responded to the home in the 5800 block of Adelaide Avenue, where officers encountered Carolino in the backyard. “As the officers entered the backyard area to determine the location of the man, he quickly emerged from an outbuilding, holding a shovel. The officers gave the man verbal commands to drop the shovel. One of the officers drew his Taser at that point. The man did not cooperate with the officers’ commands and began to rapidly advance on the officers as he swung the shovel. One officer fired the Taser, which did not have any effect on him. The man continued to advance, prompting the other officer to fire his service weapon,” San Diego Police said in a statement. Police provided aid to Carolino until paramedics arrived. He did not survive. Officer Jose Mendez, a 16-year veteran of the department, fired his Taser, SDPD said. The officer who fired his service weapon was identified as Officer Brad Keyes, a four-year veteran of the department. Body camera footage of the incident will be released within 45 days of the incident under Assembly Bill 748, said police. Officers noted that PERT clinicians ride with police officers to provide additional resources for people with mental issues, however they do not have contact with those involved until the situation has been stabilized. The investigation will be turned over to the San Diego County District Attorney’s office with monitoring by the San Diego Police Internal Affairs unit, FBI, and US Attorney’s office, police said. 2209
