OCEANSIDE, Calif., (KGTV) -- Oceanside City Council decided Wednesday night to postpone a vote regarding a controversial development plan in East Oceanside. The developer hoped to postpone the vote in order to make adjustments to the plan. Residents opposed to the plan hoped Council members cast a 'no' vote to put an end to the plan.The North River Farms Development sits on 177 acres in an area Southwest of Bonsall, known as South Morro Hills. "We're really excited to bring an 'Agrihood' to the City of Oceanside," Ninia Hammond, Project Manager of Integral Communities, said. Her company began crafting this plan five years ago. Their goal is to create a place that will feature a trifecta of community, housing, and farming on traditionally agricultural land.The Oceanside Chamber of Commerce expressed their support of the project in February. They argued that it would bring in millions of dollars, and help the city meets its 2021 Regional Housing Needs Assessment goal.10News met with Jane Marshall, a resident vehemently opposed to the plan."We would rather have a better quality of life, where a developer is willing to work with us in all our infill projects," Marshall said. "We have plenty of room to build instead of taking prime farmland from Oceanside."But the developer said this is the only location for a plan of this kind. "The maker spaces, the creative hub, the exposure to the view of the river," Hammond said. "All of that makes the nature of it, really specific to the location."Marshall disagreed. She said the development would decimate small farms, increase traffic and pollution, and create flooding and fire issues. She said the plan does not include a clear emergency evacuation plan, putting residents at risk. Because of these very issues, Oceanside's Planning Commission turned down the plan for the second time two weeks ago. But Hammond said they are optimistic the city council will postpone the vote and reconsider the issue another time, after they make revisions. "Our goal is to make this the safest and best-planned community we possibly can. Through enhancement like offers, irrigation, setbacks, high fuel mod zones," Hammond said. 2187

OCEANSIDE (KGTV) - It’s been nine months of physical therapy since a great white shark attacked Keane Webre-Hayes. “My love of the ocean is much more than my fear of sharks.” Webre-Hayes tells 10News. He’s been determined to get back into the ocean. While it’s been a long process, he finally made it out spearfishing. Josh Fleming owns Meric Spearfishing in Oceanside, he has been helping get Webre-Hayes ready to dive back into the ocean. “He gave me a gift certificate saying whatever it costs and he got me all geared up.” Fleming gave Webre-Hayes a new diving suit, speargun and other gear to help him prepare for his spearfishing adventures. Webre-Hayes was attacked by the great white shark during his first time lobster diving. He underwent hours of surgery, got one thousand stitches and has continued months of physical therapy. He’s been through intensive therapy at Equinox and Nakoa in Carlsbad. “I love the ocean it’s my second home basically.” Webre-Hayes tells 10News. The shark broke the top of his humorous, tore off his rotator cuff, broke the scapula in three different places and he’s missing parts of his deltoid and lateral muscles. Webre-Hayes tells 10News, “It was a gnarly bite and its crazy that I’m going to be throwing out the first pitch at the Padres game.” Before spearfishing came baseball. He was a left-handed pitcher until his left side was attacked back in September. (KGTV) - An Oceanside family is grieving the loss of a 18-year-old honors student discovered dead from an overdose linked to fentanyl.For big sister, Jill, and dad, Duncan, it's hard to think of life without Brianna Moore."It's hard to talk about. She's my little sister," said a tearful Jill."We miss her so much. She had a bright future ... She was always so motivated," said Duncan.By the age of 14, Briana had run two marathons. She excelled at soccer and the violin. The honors student was accepted into a scholarship program at Stanford this summer but had to withdraw due to mental health issues, including depression.Amid the recent protests aimed at racial injustice, Brianna was called to action."She was inspired by the movement. She wanted her voice to be heard," said Jill.Her participation took her to Los Angeles."She started off with a good crowd that wanted to help people, and over time, she just met the wrong people," said Jill.Brianna was due back home Aug. 11 for orientation at Cal State San Marcos, but she never made it home.Inside a park in Echo Park, Los Angeles, a memorial marks the area where on Aug. 9, Brianna's body was discovered in a tent. The family says they were told by the medical examiner's office that Brianna died from an overdose: cocaine secretly laced with fentanyl.Earlier this month, law enforcement officials issued a warning about a large local spike in deaths linked to the synthetic opioid fentanyl. Experts say amid the COVID-19 pandemic, people may turn to substance abuse to deal with stress. Brianna's family suspects she recently began experimenting with drugs.
