Rescuers from SeaWorld responded to the scene, adding that the sea lion appears health and at a normal body weight, but they’ll need to further examine her to learn more.SeaWorld also said it’s unusual for a sea lion to wander that far away from the bay, but the animals have been found on porches, inside hotels and on driveways. 683

SAN DIEGO (KGTV) - A California Highway Patrol officer was taken to the hospital Thursday after a crash on SR-163 near Interstate 5 in Balboa Park.The officer was driving south on the highway approaching I-5 when he saw a pedestrian on the right shoulder.He slowed his patrol vehicle to make contact but was involved in a collision with another car.CHECK TRAFFICCHP officials said the veteran officer was disoriented and taken to Sharp Hospital as a precaution. There’s no word on the condition of the other driver.The CHP was not sure why the pedestrian was on the highway.Officers shut down one lane of south 163, backing up traffic in the area. 655

SAN DIEGO (KGTV) -- A frustrating mystery is plaguing commuters in Carmel Valley.A seemingly perfectly good brand new lane meant to ease traffic to the 56 has been coned off for months. The project adds a third lane on southbound Camino del Sur from around Highland Village place to Highway 56. Greg Agius, who commutes that way, says it's been coned off for months. A city staffer told him it would be complete by the end of August, but on Monday it was still inaccessible to drivers. RELATED: San Diego road repairs are ahead of scheduleAgius, who also bikes in the area, said it is making for a tight merge that has led to near fender benders. "It's backing up my commute," he said. "I've actually over the last three to four months had maybe half a dozen close calls."The lane is meant to lighten the congestion in Carmel Valley, which is getting increasingly congested as more housing is built. Developer Lennar hired contractor MGI to add the lane as part of its approval for area housing projects. RELATED: San Diego projects receive funding due to controversial gas tax"This is the one that baffles me the most because it's more dangerous what they've done with the cones than if the cones weren't here," Agius said. The problem rests with the traffic light at the intersection. It doesn't stretch far enough over to be visible to all cars in the new lane. Caltrans Spokesman Ed Cartagena gave an example of cars next to a semi-truck.They wouldn't be able to see the traffic light if not in front of them. Cartagena said it needs to be extended before anyone can benefit from the new asphalt. He also noted recent other work on the lane, above and below ground, including removal of an electric box ten inches above ground.  Either way, Cartagena said the new light should be installed by the end of the week, clearing the way for the lane to open. A city spokesman said the contractor had delays in obtaining the signal pole and mast-arm for the traffic light. SAN DIEGO (KGTV) - A group of Uber and Lyft drivers hit San Diego roads Friday morning to tell everyone they passed to vote no on Proposition 22.Prop. 22 is a ballot measure that would make rideshare and delivery companies exempt from Assembly Bill 5, a new California law that classifies many "gig economy" workers as employees.AB 5 turns the 2018 state Supreme Court "Dynamex" decision into codified law. It says companies like Uber, Lyft and DoorDash have to classify their drivers as employees and not independent contractors under what's called the "ABC Test" of employment.That gives the drivers access to protections like minimum wage, unemployment insurance, time off and other protections not usually given to independent contractors.Prop. 22 would give the drivers some wage protection and health insurance subsidies, but not as much protection as AB 5."It strips us of all our rights," Lyft and Uber driver Tonje Ettesvoll said of Prop. 22. "We're talking unemployment, we're talking health benefits, we're talking sick days, family leave. If they win Proposition 22, all those things go out the window."Ettesvoll organized the car caravan, which went from the rideshare lot at San Diego International Airport to Lyft's San Diego headquarters on Morena Boulevard. About a dozen cars joined her on the road, decorated with signs and stickers urging people to vote no.At the end of the ride, Ettesvoll and other organizers gave out hand sanitizer and masks to drivers. They say Lyft and Uber don't provide those items, but still expect drivers to clean their cars between each passenger drop-off. "This isn't something new. That you have to pay your workers a minimum wage isn't new. That you have to have a certain amount of benefits for people isn't anything new.
