WASHINGTON, D.C. — U.S. officials estimate that 20 million Americans have been infected with the coronavirus since it first arrived in the United States, with millions never knowing they had it.Thursday's estimate is roughly 10 times the 2.3 million cases that have been confirmed in the U.S.“Our best estimate right now is that for every case that we’ve reported, there were actually 10 other infections,” said the director of the Centers for Disease Control and Prevention (CDC), Robert Redfield, during a phone briefing with reporters Thursday. Redfield said that estimate comes from analyzing blood samples from across the country for the presence of antibodies to the virus.Twenty million infections means that only about 6% of the nation’s 331 million people have had the virus, leaving the vast majority of the population still susceptible.“This is still serious,” Redfield said. “But I’m asking people to recognize that we’re in a different situation today than we were in March or April,” with more cases today in younger people who are not as likely to develop serious illness or die from infection, he said.The news comes as the Trump administration works to tamp down nationwide concern about the COVID-19 pandemic at a time when about a dozen states are seeing worrisome increases in cases.Also on Thursday, the CDC announced that it was broadening its list of people who are at a higher risk of getting seriously ill from the coronavirus. The CDC has removed the specific age threshold for severe COVID-19 illness. It now warns that among adults, risk increases steadily as you age, and it’s not just those over the age of 65 who are at increased risk.The agency has also updated its list of underlying medical conditions that increase the risk of severe illness from the coronavirus. 1806

WASHINGTON (AP) — The Trump administration says people would drive more and be exposed to increased risk if their cars get better gas mileage, an argument intended to justify freezing Obama-era toughening of fuel standards.Transportation experts dispute the arguments, contained in a draft of the administration's proposals prepared this summer, excerpts of which were obtained by The Associated Press.The excerpts also show the administration plans to challenge California's long-standing authority to enact its own, tougher pollution and fuel standards.Revisions to the mileage requirements for 2021 through 2026 are still being worked on, the administration says, and changes could be made before the proposal is released as soon as this week.RELATED: California sues over plan to scrap car emission standardsThe Trump administration gave notice earlier this year that it would roll back tough new fuel standards put into place in the waning days of the Obama administration. Anticipating the new regulation, California and 16 other states sued the Trump administration in May.Overall, "improvements over time have better longer-term effects simply by not alienating consumers, as compared to great leaps forward" in fuel efficiency and other technology, the administration argues. It contends that freezing the mileage requirements at 2020 levels would save up to 1,000 lives per year.New vehicles would be cheaper — and heavier — if they don't have to meet more stringent fuel requirements and more people would buy them, the draft says, and that would put more drivers in safer, newer vehicles that pollute less.RELATED: EPA moves to weaken Obama-era fuel efficiency standardsAt the same time, the draft says that people will drive less if their vehicles get fewer miles per gallon, lowering the risk of crashes.David Zuby, chief research officer at the Insurance Institute for Highway Safety, said he's doubtful about the administration's estimate of lives saved because other factors could affect traffic deaths, such as automakers agreeing to make automatic emergency braking standard on all models before 2022. "They're making assumptions about stuff that may or may not be the same," he said.Experts say the logic that heavier vehicles are safer doesn't hold up because lighter, newer vehicles perform as well or better than older, heavier versions in crash tests, and because the weight difference between the Obama and Trump requirements would be minimal.RELATED: President Trump, California clash over key issues"Allow me to be skeptical," said Giorgio Rizzoni, an engineering professor and director of the Center for Automotive Research at Ohio State University. "To say that safety is a direct result of somehow freezing the fuel economy mandate for a few years, I think that's a stretch."Experts say that a heavier, bigger vehicle would incur less damage in a crash with a smaller, lighter one and that fatality rates also are higher for smaller vehicles. But they also say that lighter vehicles with metals such as aluminum, magnesium, titanium and lighter, high-strength steel alloys perform as well or better than their predecessors in crash tests.Alan Taub, professor of materials science and engineering at the University of Michigan, said he would choose a 2017 Malibu over a heavier one from 20 years earlier. It's engineered better, has more features to avoid crashes and additional air bags, among other things. But the later draft raises that to ,100 and even as high as ,700 by 2025.Environmental groups questioned the justification for freezing the standards. Luke Tonachel, director of the clean-vehicle program at the Natural Resources Defense Council, said the risk from people driving more due to higher mileage is "tiny and maybe even negligible."Under the Trump administration proposal, the fleet of new vehicles would have to average roughly 30 mpg in real-world driving, and that wouldn't change through 2026.California has had the authority under the half-century-old Clean Air Act to set its own mileage under a special rule allowing the state to curb its chronic smog problem. More than a dozen states follow California's standards, amounting to about 40 percent of the country's new-vehicle market.Asked if he thinks a freeze in U.S. mileage standards is warranted, EPA acting administrator Andrew Wheeler told a small group of reporters at EPA headquarters last week, "I think we need to go where the technology takes us" on fuel standards.Wheeler did not elaborate. Agency spokespeople did not respond when asked specifically if the EPA acting chief was making the case that modern cars could be both fuel efficient and safe.Wheeler also spoke out for what he called "a 50-state solution" that would keep the U.S car and truck market from splitting between two different mileage standards.The Department of Transportation said in a statement that the final fuel economy standards would be based on sound science. The department cautioned that a draft doesn't capture the whole picture of the proposed regulation.The draft said a 2012 analysis of fuel economy standards under the Obama administration deliberately limited the amount of mass reduction necessary under the standards. Border apprehensions are a barometer for people coming illegally, and a data point President Donald Trump watches closely and rails against.Provost, a longtime border agent with more than 25 years of experience, said shifting resources will not address the crisis. She said she is worried about drugs and other contraband that is getting through as resources are moved to caring for children."I worry how much more is getting past us," she said. "We have been forced to put our national security at risk."Democratic senators said Trump's own failed immigration policies, including zero tolerance that led to family separations, helped contribute to the crisis at the border. Illinois Sen. Dick Durbin said Trump's immigration policies are cruel, unpredictable and ineffective.But lawmakers on both sides seem to agree more that there is a crisis at the border that needs to be resolved. Provost told senators at a Judiciary subcommittee hearing that border officials need laws changed to be able to detain families until their immigration cases are completed. She also said there needs to be changes to make it easier for children who have traveled alone to be returned to their countries. It's a similar refrain repeated by Homeland Security officials, including Acting Homeland Security Secretary Kevin McAleenan. The White House has asked for .5 billion more to help manage the number of migrants.Unauthorized border crossings have surged since the start of this year. In response, the U.S. government has made some asylum seekers pursue their cases while remaining in Mexico and dramatically limited how many people can request asylum at official crossings. An appeals court ruled late Tuesday that the administration could continue the program while litigation played out. Trump has also ordered agencies to consider charging fees to asylum seekers to pursue their cases once they enter.Administration officials have debated proposals to reduce how many immigrants pass their initial "credible fear" screening as part of the asylum process. Immigration agencies are considering toughening the standards of the interview and having Border Patrol agents conduct interviews instead of asylum officers due to a belief that the agents would be less sympathetic.Immigration agencies also allege that many adults and children who cross the U.S.-Mexico border are falsely posing as families so they can be released more quickly into the country. One practice they say is occurring is called "child recycling," in which immigrant youth pose as the children of multiple adults to get them through processing.Matthew Albence, acting director of U.S. Immigration and Customs Enforcement, said agents in recent weeks have identified 65 adults and children as fraudulent. Agents uncovered one case of a 7-year-old girl from Guatemala whose mother sent her three times to help other adults enter, Albence said.Adults are also posing as teenagers to avoid being deported or sent to ICE detention, he alleged."We have individuals that are 23 that are posing as 16-year-olds," he said.ICE said last week that it would start a rapid DNA pilot program in which adults suspected of not being the parents of children accompanying them could voluntarily be tested for a familial relationship. We hear it all the time--save the bees! Well, one Colorado woman has come up with an idea that could do just that.Danielle Bilot, an instructor at the University of Colorado Boulder, created the Forgotten Hive project. The initiative aims to transform parts of parking lot spaces into rest stops for bees.“These native bees, some of them can only fly about three blocks before they need more food,” explains Bilot. “And, so, if we don't have a frequent enough system, they're going to potentially die trying to get to the next big park space.”Bilot, with the help of students involved in the project, added nearly two dozen different plants at the edge of one parking lot in Boulder. The new plants, which replaced shrubs, will hopefully give bees a place to get food year-round.Bilot says there are more than 3,600 native bee species around the country, and they're not just cool to look at.“They are more efficient pollinators for crops than the honeybees we often think of,” says Bilot.Bilot visits the lot at least once a week to observe the bees and to take note of how they’re responding to the plants.“If some of them aren't attracting native bees, and we're not catching them on them, we won't plant them in the next lot,” Bilot says.The instructor hopes to spread the word and to spread hives to parking lots around her city, the country and the world.“We're looking at a large amount of urban land that can be converted into productive green space for a variety of benefits,” says Bilot. “What city wouldn't want to do that?” 1548
