Kelly's former manager, James Mason, after Mason was accused of threatening to kill the father of Joycelyn Savage, one of the women featured in "Surviving R. Kelly."The incident, which allegedly took place in May 2018, was reported by Timothy Savage to Henry County police. Savage claims his daughter is being held against her will by R. Kelly and Mason threatened him for speaking out about it.Reached by phone Wednesday morning, Mason told CNN he had "no comment" and referred additional questions to his attorney.In an incident report obtained by CNN, Timothy Savage stated that Mason said, "I'm gonna do harm to you and your family, when I see you I'm gonna get you, I'm going to f***ing kill you."The case was presented to a Magistrate Judge who issued a warrant in July, citing "terroristic threats and acts." The warrant is assigned to the sheriff's office.Joycelyn Savage's family has claimed she is having a sexual relationship with Kelly, and that she is being manipulated by him into cutting off contact with the outside world.Her father says they haven't heard from her in about two years.She responded to this claim in a video released in 2017, in which she denied she's being held and that she had been brainwashed by the Grammy-award winning singer."I just want everybody to know -- my parents and everybody in the world -- that I'm totally fine. Customs and Border Protection has been preparing to acquire land in the Rio Grande Valley for new barriers since last fall, according to a lawsuit challenging President Donald Trump's national emergency declaration.Last Friday, the advocacy group Public Citizen filed a lawsuit on behalf of three landowners and a nature preserve arguing that the President had exceeded his authority and the declaration violated the separation of powers. But some attempts to acquire land came well before the declaration was announced.In September, Customs and Border Protection requested access to survey private property in the Rio Grande Valley region "for possible acquisition in support of US Customs and Border Protection's construction of border infrastructure authorized by Congress in the Fiscal Year 2019 appropriation and other funded tactical infrastructure projects," according to a letter reviewed by CNN.A form is attached to grant permission to the government to conduct "assessment activities."The documents reviewed by CNN were addressed to the late father and grandfather of Yvette Gaytan, one of the plaintiffs. Her home sits on an approximately half-acre lot near the Rio Grande River that she inherited from her father, according to the lawsuit. She is also one of the heirs of land owned by her grandfather.Gaytan, a Starr County, Texas, resident, said she signed the form allowing Customs and Border Protection to survey her land, despite her reservations. Still, in January, she received another set of documents from the agency stating it expected to file a "Declaration of Taking and Complaint in Condemnation" in the US District Court for the Southern District of Texas in order to access the land.The back-and-forth has been frustrating for Gaytan, who says she'd be cut off from some of her property if a wall were mounted."This is very personal," she told CNN. "Everyone wants to make it political. This is personal; this is my home."Gaytan's story is emblematic of what landowners in the region can anticipate as plans move forward to build additional barriers in the Rio Grande Valley, where much of the land is privately owned.Generally, the government is allowed to acquire privately owned land if it's for public use, otherwise known as eminent domain. Eminent domain cases can be lengthy, though they generally don't keep the agency from being able to proceed with construction. Landowners are often fighting for what is known as just compensation -- what they deem a fair price for their property.According to the Justice Department, as of last month approximately 80 cases were still outstanding.The Trump administration still hasn't acquired all the land it needs to build new barriers along the border, even as it embarks on new construction that was previously funded.Customs and Border Protection plans to begin building about 14 new miles of wall in March, though that partly depends on real estate acquisitions, according to a senior agency official. Those miles were funded through the fiscal year 2018 budget.Congress appropriated .375 billion for about 55 miles of new construction in its fiscal 2019 budget. Trump, seeing it as insufficient, is tapping into other federal funds through executive action and a national emergency declaration, though not all at the same time.The White House does not plan to spend any of the funds that hinge on Trump's national emergency declaration while lawsuits challenging that authority work their way through the courts, a source close to the White House said.Instead, the White House plans to focus on building new portions of the border wall using funds from the Defense Department's drug interdiction program and the Treasury Department's asset forfeiture fund, which do not rely on the national emergency declaration. Dr. Deborah Birx, a member of the White House's task force leading the effort to fight the spread of COVID-19, said on Tuesday that anyone who has recently been in New York City should self-quarantine for 14 days. New York City has become the epicenter of coronavirus cases in the United States in recent days. Mayor Bill DeBlasio said that 131 have died in New York City from the coronavirus, warning that many more fatalities are to come. Birx said she has particular concern for those living in and coming from the New York City metro area."To everyone who has left New York over the last few days, because of the rate of the number of cases, you may have been exposed before you left New York and I, like governor DeSantis has put out today, everybody who was in New York should be self-quarantining for the next 14 days an make sure the virus does not spread to others," Birx said. Dr. Anthony Fauci, also a member of the White House's coronavirus task force, echoed Birx's comments. "It's a very serious situation," Fauci said. "They've suffered terribly through no fault of their own. But what we're seeing now is that understandably, people want to get out of New York. They're going to Florida. They're going to Long Island. They're going to different places. "The idea, if you look at the statistics, it's disturbing. About one per thousand of these individuals are infected. That's about eight to ten times more than in other areas, which means when they go to another place, for their own safety, they've got to be careful and monitor themselves. If they get sick, bring it to the attention of a physician, get tested. Also, the idea about self-isolating for two weeks will be very important because we don't want that to be another seeding point to the rest of the country, wherever they go."Earlier on Tuesday, New York Gov. Andrew Cuomo said that the state is expecting a sudden surge in the need of respirators. He said that he expects to receive 400 respirators from FEMA, but said that the state is in need of 30,000 units. "FEMA says 'we are sending 400 ventilators.' Really? What am I going to do with 400 ventilators when I need 30,000?" Cuomo said. "You pick the 26,000 people who are gonna die because you sent 400 ventilators!"In New York City, the coronavirus is affecting a large number of people, including more than 200 members of NYPD.
