SAN DIEGO (KGTV) -- San Diegans may start to feel meaningful relief from the housing crisis within 10 years, state Assemblyman Todd Gloria said Thursday.Speaking to 10News before a forum on how to create housing for the middle class, Gloria said a series of new laws going into effect Jan. 1, and other efforts, could help bring relief to rising rents and home prices. “I think it’s reasonable within the decade to see change on this, this problem has become so acute that people really are demanding solutions,” Gloria said. “I think a lot of my colleagues in the legislature also understand that they have to do something. What’s been done in recent history is not working.”Gloria pointed to Governor-elect Gavin Newsom’s platform of radically increasing the amount of housing production in California. Gloria said he wants to pursue relaunching the state's redevelopment program, which paves the way for affordable housing.He said a series of new laws will also take effect Jan. 1, including one that provides financial incentives to developers who build housing for middle-income earners near transit centers. "You can pay your fees on a square footage basis rather than a per unit basis, that should result in some savings, and if done correclty at the right price points there can actually be less parking, which also saves costs,” Gloria said.Still, there is a long way to go. The average rent in the county is now about ,850 a month, and the median home price up to 0,000. The San Diego Housing Commission says the city needs more than 15,000 housing units reserved for middle income earners by 2020, but only a fraction have been built. 1658

Those who have been hospitalized range from 17 to 70 years old, according to County of San Diego Communications Specialist Tom Christensen. The illnesses come as U.S. health officials urge people to stop vaping until they can determine the cause of serious breathing illnesses. Symptoms include shortness of breath, fatigue, chest pain and vomiting. Some 450 cases and as many as five deaths have been identified in 33 states, including California. However, many of those who were sickened said they had been vaping THC. There's been a split among public health experts about the value of vaping nicotine. Some argue e-cigarettes are not as lethal as conventional cigarettes and can be a valuable aide to smokers trying to kick the habit But others say studies have not established that adult smokers who try vaping end up quitting smoking long term. SAN DIEGO (KGTV) -- San Diego Gas & Electric this week turned off power to tens of thousands of customers due to high wind conditions, but almost three days into the shutoff, some customers say they’re running out of options and need their power back now.East County resident Cynthia Chisum told ABC 10News, “It isn’t fun. We’ve lived in this house for 45 years. So, I know about power outages. But we’ve never had one of these preemptive power outages.”Chisum isn’t new to red flag warnings and what that comes with, as precautions are taken to make sure everyone stays safe.But this time Chisum is running out of options. Her family has been relying on candles, lamps, and battery powered equipment to make it through. Their big problem is the freezer -- without any power, their food is close to rotting.“We have a freezer full of fish that my husband caught during a fishing trip and we hate for all that to go spoiled,” Chisum said.Chisum said it was windy Wednesday night, but since then it’s been calm. That’s why she believes her power should be restored quickly.SDG&E posted an update on their website laying out their restoration plans, saying “crews are conducting visual inspections of each impacted circuit to determine whether there were any wind related damage before power can be restored.”The utility also said crews are looking for safety hazards such as downed lines, debris or tree branches caught in power lines. If no damage is found, power can be restored quickly.For those impacted by the outages, SDG&E has set up drive-thru resource centers where customers can get water and snacks or charge devices. 1646

  

SAN DIEGO (KGTV) — San Diego County is seeing far fewer influenza cases at this point in the flu season compared to last year, due in part to coronavirus-related safety measures, according to public health officials.So far this season, the county has recorded 39 influenza cases, compared to 1,220 cases at this point last season. Flu season generally runs from October through May, with flu activity peaking in December and February.The county says it's "very likely" physical distancing, hand washing, and mask-wearing are contributing to the low flu activity."Influenza activity remains very low to date this season in San Diego County. This is very likely due to the social distancing, hand washing, and mask-wearing interventions instituted to reduce the transmission of SARS-CoV2, the virus that causes COVID-19," the county's influenza report said. Health officials say influenza vaccination rates are also contributing to the lower numbers. So far this season, 1,043,552 San Diegans have been vaccinated for the flu. Last season, a total of 1,234,474 flu shots were administered. 1095
