Facebook is trying to be more transparent about how it decides what content to take down or leave up.On Tuesday, the company is making public for the first time its detailed internal community standards policies.The document is what Facebook's 7,500 content moderators use when deciding what is and isn't acceptable content, including hate speech, nudity, gun sales and bullying. A shorter version was previously available online.Facebook is also adding a way for individuals to appeal when it removes one of their posts because of sexual content, hate speech or violence. Appeals will be reviewed by a moderator within a day, the company promises. Eventually, it will add appeals for more types of content and for people who reported posts that weren't taken down.Every week, Facebook sifts through millions of reports from users about inappropriate posts, groups or pages. Additional posts are also flagged by Facebook's automated systems. Hate speech is divided into three levels, and includes "some protections for immigration status." There's a detailed policy on the sale of marijuana (not allowed, even where it's legal) and firearms (only shown to adults aged 21 or older -- and no sales between individual people). Bullying rules don't apply to comments made about public figures.The document is filled with striking details about very specific issues. For example, you can't post addresses or images of safe houses, or explicitly expose undercover law enforcement. You can only show victims of cannibalism if there's a warning screen and age requirement. ESCONDIDO, Calif. (KGTV) -- A 17-year-old was killed early Saturday morning following a hit-and-run in unincorporated Escondido. According to California Highway Patrol, the crash happened on Mesa Rock Road near Mesa Ranch Drive around 12:30 a.m. CHP says the 17-year-old female was standing outside a vehicle parked on the right shoulder having a conversation with four friends. Three of the individuals, including the teen, crossed the road from east to west. As they crossed, CHP says either a white Toyota SUV or a pickup truck speeding northbound struck the teen."The California Highway Patrol Oceanside Area is asking the public for assistance in locating a 2008 to 2012 model year range second generation, Toyota Highlander, pearl white in color. ESCONDIDO, Calif. (KGTV) -- Police in Escondido have made an arrest in connection with a cold case homicide that happened in 1986.Police said at a news conference that Nathan Eugene Mathis, 62, was arrested for the 1986 murder of 75-year-old Richard Finney.According to police, Finney was stabbed more than 30 times at his apartment on November 13, 1986.The case was reopened in 2007 by a retired detective and FBI agent. After reopening the case, authorities say they were able to come up with a blood profile."We made a promise to that family several years ago that we'd do everything we could to solve the brutal slaying of their 75-year-old grandfather," said Chuck Gaylor, a cold case investigator. During the news conference, police said blood and a fingerprint found at the scene matched Mathis.Mathis was arrested after police obtained a search warrant.Finney's family says they are glad justice is finally being served. "Never thought the day would come. It's been 32 years so finally to have this happen is just fabulous! ENCINITAS, Calif. (KGTV) - An Encinitas restaurant is closed for deep cleaning after an employee tested positive for the coronavirus.Kris Buchanan owns GOODONYA on S. Coast Highway 101. She closed the restaurant Sunday afternoon as soon as she found out her employee tested positive."Ironically, one of my best employees with the mask, like she never took that mask down," Kris Buchanan.Buchanan arranged for her staff of roughly 40 people to get tested for the virus antibodies Monday afternoon. If they test positive for antibodies, she'll pay for them to get the coronavirus test.The organic restaurant will reopen July 3, but only for pick up and delivery. Buchanan says the harassment her staff faced from some customers refusing to wear a mask isn't worth it."People take serious offense to that, I think, because of the health issue or maybe some sort of politically charged feeling about it, I don't know, " said Buchanan.She says fellow restaurant owners are dealing with similar issues."I'm friends with a few restaurant owners in Encinitas, and it's the same thing, coming in with that fake Facebook card that went around," said Buchanan.She said while most have been supportive, some customers have also made social distancing even more difficult by complaining about where they were seated."It's just a whole bunch of rigmarole here you're just trying to get their order and figure out if they want gluten-free or regular bread and you have this added layer of nonsense on top of it," said Buchanan.Since the pandemic hit, business is down roughly 50%, but Buchanan said her employees are her priority."More than the money, it's just worth me keeping my staff happy and safe," said Buchanan.GOODONYA will reopen Friday July 3, at 7 a.m. 1757
