SAN DIEGO (KGTV) — A man is dead after a hit-and-run driver struck him on Interstate 5 near Old Town overnight.Officers said the man was found lying dead in the middle of the highway at about 2:45 a.m. Saturday, prompting a closure of I-5 lanes for several hours.Only a bumper was found near the man, officers said. The man was not immediately identified.The suspected car, a 2004 Honda Accord, was located nearby at a gas station off the highway. Officer said they have the vehicle's license plate as well.The driver has yet to be located. 568

SAN DIEGO (KGTV) - A local businessman is now accused in a child porn case, several years after he managed to get off the sex offender registry.Along Tokalon Street in Bay Park, there is a sense of disbelief. A neighbor of some 7 years - Joseph Welsh - arrested in Fontana over the weekend.Police say parents confronted him and took his phone after he took photos of girls in bathing suits at a birthday party.Search warrants executed at his home and his business - a Segway rental outlet on Mission Boulevard - netted several electronic devices containing child porn, according to investigators.The neighbors' sense of shock was magnified because of what they didn't know about his past: a conviction in the 1990s in San Bernardino county for possessing child porn, and annoyance of a child.Police say in 2014, the courts deemed him not a danger to the public and removed him from the registry.It's a maneuver many can't understand.An acquaintance of Welsh, 47, told 10News those who worked near him became "creeped out" because he was always photographing surf schools and flying drones on the beach.In one instance, concerns led to an acquaintance to warn a teenager who knew Welsh to stay away from him.To search the California Megan's Law website for registry results, click here. 1308

SAN DIEGO (KGTV) -- A new report shows that the San Diego Unified School District in 2017 saw significant grade-level gains in reading and math scores.The program, called the National Assessment of Education Progress, or NAEP, shows that San Diego is the only large urban district in the nation to see significant test score increases in fourth-grade reading and math.San Diego Unified also performed significantly higher than public schools in large cities in both fourth and eighth-grade math and reading.The 2017 results mitigate a significant score drop in fourth-grade math in 2015, which the district says is due to the implementation of Common Core.The district said Tuesday that long-term data shows a generally upward trend overall.“San Diego Unified stands out as a hub of academic excellence and innovation, where students learn and thrive thanks to the dedication of our teachers,” said Superintendent Cindy Marten. “The NAEP results underscore the incredible teaching and learning that’s occurring in San Diego Unified schools every day.” 1064

  

SAN DIEGO (KGTV) - A local family is remembering their mother who died suddenly after suffering a brain aneurysm.Monica Pimentel, 43, collapsed at her home on May 17. She died the next day at the hospital with her family by her side. Monica was born and raised in San Diego. She graduated from Patrick Henry High School and was deeply involved in the San Carlos community. She was the mother of four children.This is the second time tragedy has struck the Pimentel family. In 2014, one of their daughters, Jewelean Pimentel, died from bacterial meningitis. Jewelean was a freshman at Patrick Henry and was also a cheerleader for the school. The family's father is devastated after suffering two heartbreaking losses. He is now taking care of the remaining three children. He and Monica had been married for 20 years. The Pimentel family released the following statement after Monica's death: 924

  

SAN DIEGO (KGTV) - A San Diego family is preparing to uproot their lives and move across the country so their 2-year-old son can get a life-altering liver transplant.After Gavin was born, Kendra and Vince Giacalone waited nearly two years for answers on what was wrong with their son.Eventually, through exome sequencing, they learned Gavin had a rare genetic disorder: GM3 Synthase Deficiency. He's missing an enzyme which helps with brain development.The family read online there was no treatment or medicine for their son but they refused to give up.After connecting with specialists they are now hopeful a liver transplant from Kendra's sister will replace the enzyme Gavin is missing.The family will move to Pittsburg for several months while Gavin gets the transplant.All transplant costs are being covered by the Children's Organ Transplant Association (COTA).The family is trying to raise ,000 for COTA in Gavin's name - 100 percent of donations will go to Gavin.You can also follow Gavin's Rare Journey on Facebook.  1041
