BEIJING, Feb. 5 (Xinhua) -- Lending to China's small and medium-sized enterprises (SMEs) rose faster than loans to large enterprises last year, according to the People's Bank of China (PBOC), the central bank.Outstanding loans to small enterprises by banks and financial institutions jumped 29.3 percent year on year to 7.55 trillion yuan (1.15 trillion U.S. dollars) in 2010, while loans to medium-sized enterprises stood at 10.13 trillion yuan, up 17.8 percent, said the PBOC.Outstanding loans to large enterprises rose 13.3 percent to 13.42 trillion yuan, highlighting the government's efforts to optimize the loan structure, the PBOC said.About 99 percent of Chinese enterprises are SMEs which contribute 60 percent of the country's gross domestic product.Financing has long been difficult for Chinese SMEs as banks prefer to lend to big companies, particularly reputable state-owned enterprises.The government has moved to help SMEs get finance by differentiating the reserve requirement ratio for the Rural Credit Cooperative, the major lender to SMEs, and encouraging innovation in SME bond issuance.In July last year, the PBOC asked financial institutions to establish independent criteria for approving loans to SMEs and to improve efficiency in processing SME loan applications.The PBOC said SME loan growth would continue to accelerate this year.

LOS ANGELES, March 4 (Xinhua) -- The California Department of Public Health on Friday announced a recall of hazelnuts which might be contaminated by E. coli bacteria.The department said it ordered the recall after seven people fell sick with E. coli bacteria from eating tainted hazelnuts.The seven illnesses include one in Michigan, three in Minnesota and three in Wisconsin, said Dr. Howard Backer, interim director of the department.The hazelnuts were distributed by DeFranco & Sons, a Los Angeles company, said the department.After being notified of the contamination, the company is voluntarily recalling the nuts, the department said.The hazelnuts affected by the recall were sold under the brand names Sunripe, George Packing, Firestone Farms and Northwest Hazelnut and were distributed nationwide from Nov. 2 to Dec. 22, according to the department.The 50-pound bags of hazelnuts and mixed nuts with hazelnuts may have been repacked or sold from bulk containers, the department said, adding people who had bought the hazelnuts should not eat them.Consumers should check with retailers to determine if their nuts are subject to the recall, and if they are, should discard them, the department added.People who develop symptoms after consuming hazelnuts should seek immediate medical attention, the department suggested.E. coli may cause symptoms that include bloody diarrhea, stomach cramps and dehydration. BEIJING, Feb. 10 (Xinhua) -- China's drought control authorities announced Thursday that hours of snowfall and irrigation have eased to some extent the severe drought in parts of the nation.Rapid spreading of the dry spell in the country's winter wheat producing regions has been curbed by wide-spread snowfall in the areas along the Yangtze, Huaihe and Yellow rivers and in the country's northern part on Wednesday and Thursday, the Office of State Flood Control and Drought Relief Headquarters said in a statement on its website.Drought-hit areas in Henan and Anhui, which are two major wheat-producing provinces, were reduced by 6.3 million mu (420,000 hectares) and 4.1 million mu, respectively, from Wednesday, the statement said. The agency added that irrigation also contributed to easing the effects of the drought.The statement said that as of Thursday, eight drought-hit provinces had irrigated 143 million mu of drought-affected wheat producing areas, which accounts for 52 percent of the combined winter wheat producing areas in the provinces. The eight provinces include the territories of Shandong, Henan, Hubei, Anhui, Shanxi, Shaanxi, Gansu and Jiangsu.As of 3 p.m. Thursday, the drought had affected 101.28 million mu of crops nationwide and left 2.81 million people and 2.57 million heads of livestock short of drinking water, said the statement.Cloud seeding on Wednesday and Thursday during a recent cold front, also helped alleviate drought in some regions, according to a report posted on the website of the China Meteorological Administration on Thursday.The report also said that the artificial precipitation had mitigated the shortage of moisture in the soil in parts of Henan and Anhui.
