SAN FRANCISCO (AP) — A Chinese researcher accused of concealing her ties to her country's military on a visa application she submitted to so she could work in the U.S. has been booked into a Northern California jail. Sacramento County jail records show Juan Tang was detained early Friday. The Justice Department on Thursday announced charges against Tang and three other scientists in the U.S., saying they lied about their status as members of China's People's Liberation Army. All are charged with visa fraud. The justice department accused the Chinese consulate in San Francisco of harboring a fugitive. It is unclear if Tang has an attorney who could comment on her. 679

SAN DIEGO —An elderly woman was arrested at the Tecate port of entry Wednesday, carrying 92 pounds of heroin valued at more than 0,000. “The cartels will try and manipulate anyone to smuggle their narcotics through the ports of entry,” said Pete Flores, the San Diego Customs and Border Protection Director of Field Operations. “CBP officers are aware of the many tactics used by the cartels and remain ever vigilant to stop anyone attempting to smuggle narcotics.”CBP officers working at the Tecate border crossing encountered a 81-year-old woman, United States citizen when she entered the U.S. driving a 2011 Chrysler 200 at about 11:30 a.m. Wednesday. A CBP K-9 team was screening vehicles as they waited in line for inspection when the detector dog alerted to the driver side rocker panel.CBP officers referred the vehicle for a more in-depth inspection and discovered and extracted a total of 34 wrapped packages of heroin from the vehicle’s rocker panels. The estimated street value of the heroin is over 0,000.The woman was arrested and turned over to Homeland Security Investigations agents for further processing and CBP officers seized the vehicle.  1199

SAN DIEGO (KGTV): San Diego State University may require all students to have the Meningitis-B vaccine beginning in the fall of 2019.The University is in preliminary discussions about the idea after an outbreak made three students sick on campus this fall.A university spokesperson confirmed to 10News that the school is in the very early stages of the idea. A statement from the school says it stems from "continued conversations with the County of San Diego Health and Human Services Agency," and that "the safety and wellbeing of all SDSU students remains the priority."The Cal State University system doesn't require the Meningitis-B vaccine. Their guidelines say that schools only need to "inform incoming freshmen living on-campus about the Meningococcal disease and provide information on available vaccines."However, according to SDSU, "The California State University Office of the Chancellor is engaging in the review and consultation process necessary to update the existing policy." The CSU systemwide policy can be found here.This fall's outbreak was the second instance of the disease in the last four years on campus. In 2014, a student died from Meningitis-B.The disease has similar symptoms to a cold or flu. It can be fatal. In other cases, people who get the disease suffer brain damage, hearing loss or the loss of limbs, fingers or toes.During the most recent outbreak, the University supplied antibiotics to students who were in close contact with the ones who'd been infected. The school also held vaccination clinics on campus.Some students had to get a second vaccination after the school discovered that several doses of the vaccine weren't properly stored. Those vaccines were administered by Walgreens, who also was responsible for their storage. But some experts say this may not have a significant effect in San Diego County.It all began with the 1968 Fair Housing Act (FHA), a law that came out of the Civil Rights Era, abolishing lending discrimination and redlining neighborhoods according to race and other factors."A lot of communities here in San Diego, you can look at your deeds, and if you look in a pre-war neighborhood here, you are very likely to see that in the past, there was covenant against selling to a person of color," Stephen Russell, Executive Director of the San Diego Housing Federation, said. "That history is not that old."Then came the Obama-Era Affirmatively Furthering Fair Housing (AFFH Rule). This was a supplement to the FHA that required local governments receiving federal funds to create plans to fight continued housing discrimination.But on Wednesday, President Trump tweeted:"I am happy to inform all of the people living their Suburban Lifestyle Dream that you will no longer be bothered or financially hurt by having low income housing built in your neighborhood ... Your housing prices will go up based on the market, and crime will go down. I have rescinded the Obama-Biden AFFH Rule.
