SAN DIEGO (KGTV) -- Opponents of  San Diego's new short-term rental regulations are accusing the city council of violating the Brown Act when it passed the new rules earlier this month. A letter drafted by an attorney on behalf of Air B and B, Home Away and Share San Diego was sent to the council Monday. It alleges the council violated the law when it made significant changes to the original proposal up for approval and then voted without allowing for more public comment. What they passed would essentially ban people from renting out anything other than their primary residence or a guesthouse on their property. The opponents are asking the council to hold another hearing. The city council is scheduled to hear a second reading of the short-term rental regulations Wednesday, August 1.  852

SAN DIEGO (KGTV) - Police and other credit card experts are warning of a new scam being used to steal bank card information and PINs.Earlier this month, police arrested four people who installed small cameras on ATMs. They say there could be more.Experts say stand-alone ATMs at stores or in parking lots are the most enticing targets for the thieves, as are drive-up ATMs."Whenever we come up with a way to figure out how to thwart it, then the crooks can figure out how to zig past that zag," says SDSU Fowler College of Business Lecturer Steven Andres.Andres says the best thing people can do is avoid using cards altogether. Andres says to use apps like Apple Pay, which don't send any bank information during transactions."They don't actually send your real credit card number to the vendor that you're working with. Instead, a random number gets sent that's only valid for that transaction at that vendor on that minute of the day. So in the future if that vendor has their computer system hacked, that number's completely worthless," Andres says.Otherwise, Andres says to use a credit card instead of a debit card, that way you can dispute a charge and not have to wait for the stolen money to be put back in your account.He also advises people to stay away from drive-up ATMs where it's more difficult to cover your PIN as you type it in. 1354

SAN DIEGO (KGTV) -- Months after one of San Diego’s biggest employers was said to be looking to add up to 1,000 jobs, General Dynamics NASSCO instead announced layoffs.In April, NASSCO held a job fair, claiming the company was looking to add up to 1,000 jobs. Robert Godinez, head of the Boilermakers Union Local 1998, says the shipbuilder didn’t hire close to that number.In total, NASSCO notified nearly 1,500 workers that they could be out of a job in September. The shipbuilder told 10News it expects to let go of closer to 350 workers.The layoffs are in relation to a dry dock accident in July that damaged facilities.One of the company’s employees, Glicerio Cortez, says he doesn’t know exactly what happened in July, but he heard of the damage through coworkers. “They say that they heard like a, something like a bomb, something strong and then the water came all the way to the dry dock,” said Cortez.RELATED: NASSCO delivers layoff notices to 1,500 workersVideo captured by Sky10 shows water flooding the dry dock as debris filled the area. Luckily, no one was injured.The July incident isn’t the only reason for the layoffs. SAN DIEGO (KGTV) — One person is dead and police are searching for a suspect Saturday after a shooting in the Chollas Creek neighborhood.San Diego Police said the shooting occurred at about 2:30 p.m. in the 5200 block of University Ave. A 26-year-old Hispanic man was in an argument with a suspect at the interaction of 52nd St. and University Ave., according to witnesses, where the altercation continued toward the 4000 block of 52nd St.At that point, the suspect pulled out a gun and shot the victim, police said.The man was taken to a nearby hospital where he died of his injuries.The suspect fled, heading west on University Ave.No suspect description was available.Anyone with information on the shooting is asked to call SDPD 619-531-2293 or Crime Stoppers at 88-580-8477. 787

SAN DIEGO (KGTV) -- Neighbors in Ocean Beach and Point Loma are hoping new surveillance video will help arson investigators find whomever is responsible for a series of fires over the weekend. The video was taken from a yard near one of the fires. It shows a man walking in and out of frame then moments later, neighbors say, another fire stared. The fires all happened early Saturday morning within hours and just miles of each other. Arson investigators are calling the fires suspicious , all of them started in people's backyards. San Diego Police tell 10News they're still working to find out if the fires are related and also looking at the surveillance video to find out if the man in the video is a suspect. Detectives ask that anyone else with video, turn it over to the department. 799
