Foreign trade in east China's Shanghai port rose 20.3 percent year-on-year to 91.06 billion U.S. dollars in the first two months of 2008, official statistics show.     The figure accounted for 24.9 percent of the country's total trade value of 365.93 billion U.S. dollars from January to February.     Exports climbed 17.2 percent, 20.7 percentage points lower than the period from a year earlier, to 58.59 billion U.S. dollars. Mechanical and electronics products accounted for around 60 percent of total exports.     Imports jumped 26.3 percent, 10.8 percentage points higher from the same period last year, to 32.47 billion U.S. dollars, the Shanghai Customs said.     The surplus rose 7.6 percent to 26.12 billion U.S. dollars. The rate was 66.1 percentage points lower from a year ago.     Export growth slowed as the Spring Festival holiday and the strongest winter blizzards in five decades closed factories and disrupted transport. The government policies introduced last year to reduce surging surplus also contributed to the slower pace, as shown in the steel and garment sectors.     Imports, however, accelerated their pace as China bought more commodities and farm produce at higher prices. Through the Shanghai port 549,000 tons of agricultural products were imported in the two months, an annual increase of nearly 30 percent. Their average price was up 24.7 percent from a year earlier.

At least two Chinese universities could achieve "world-class" status within the next 20 years, the president of one of the United States' oldest higher education institutions said yesterday in Beijing. Yale University's Richard Levin made the comment at the start of a 10-day visit by about 100 Yale faculty, students and administrators, the biggest delegation from the university ever to visit China. President Hu Jintao, who extended the invitation to the Ivy League university during his 2006 visit to the US, met the delegation last night at the Great Hall of the People. Hu said the visit of Levin's delegation will help promote mutual understanding and friendship between the two peoples, as well as the stable and healthy development of Sino-US relations. The president expressed his hope that Yale University students build strong relationships with the young people of China. In an interview with Chinese media, Levin said the country had made great progress in strengthening its top universities, by investing more in first-class facilities including research labs. "The key ingredients to being a world-class university are top students and top faculties," Levin said. "I don't think there is any doubt that China's top universities today have students that are as good as any in the world. "What remains to be built are faculties that are at the very frontier of research in their fields and worldwide leaders in their research endeavors." The delegation will spend its days meeting government leaders and visiting universities and other historical and cultural sites in Beijing, Shanghai and Xi'an. The Chinese government and Yale are sharing the cost of the trip. Participating students and faculty, the majority of whom had never before been to China, were handpicked to represent the university's different schools. Delegation groups will today meet with government leaders, including Yang Jiechi, the minister of foreign affairs and Jiang Zhenghua, chairman of the Chinese Peasants' and Workers' Democratic Party. The visiting students may even bridge some cultural divides. "I think that young people can play a very important role in securing a peaceful future for the US and China," Levin said. "Today, especially among the older generation, there is a great deal of ignorance about China in the United States, and some ignorance about the United States in China as well." Before leaving for China, some of the delegation met with US President George W. Bush, who spoke about the importance of "people-to-people diplomacy". "I think the trip will serve a cultural purpose in that our students will get a deeper understanding of Chinese culture to the extent that this throws into public view the importance of student-to-student exchanges," Levin said. "And that certainly serves a political purpose."

China has established a unique political party system and its own way to fulfill democracy, he said.In China, the ruling party and other parties share the same ideal and same objectives, said Zhuang.The white paper says multi-party cooperation has created a new form of political system in the world.Under this system, the CPC and other parties work closely together and supervise each other, instead of opposing each other, with the CPC ruling the country and the other parties participating in State affairs according to law.By the end of 2006, 31,000 people who were not CPC members and those without party affiliation took up government posts at and above the county level, the paper says.Among them, 18 served as deputy chiefs in the Supreme People's Court, the Supreme People's Procuratorate, and ministries, commissions, offices and bureaus directly under the State Council.Minister of Health Chen Zhu and Minister of Science and Technology Wan Gang - both educated in Europe - are the first non-CPC members appointed to the Cabinet since the 1970s.Apart from the CPC, there are eight parties in China: Revolutionary Committee of the Chinese Kuomintang, China Democratic League, China National Democratic Construction Association, China Association for Promoting Democracy, Chinese Peasants and Workers Democratic Party, China Zhi Gong Dang, Jiu San Society and Taiwan Democratic Self-Government League.Xinhua contributed to the story

  

GUANGZHOU: Doctors in this city have developed a new birth control surgery for men that could be made available to the public starting next year.The method involves making a small incision along the testicle. Doctors then place a tiny tube, about the size of a match, into the opening.The tube functions as a filter that blocks sperm, Wu Weixiong, the director of Guangzhou Family Planning Technology Center, said.The surgery has already been patented, and the health department will promote it as soon as it is approved by the National Food and Drug Administration, Zhu Jiaming, the vice-president of the Guangzhou Sexology Association, said.He expects approval to be granted by next year."The success rate for this form of birth control is 97 percent," he said.The tube can be removed without negatively affecting a man's sexual health, he said.Wu said the operation takes just 10 minutes. However, it is very difficult and requires highly skilled doctors.He said only a few hospitals have the staff and facilities necessary to carry out the procedure. However, training courses will soon be made available to local doctors.Wu said he believed enough facilities and manpower would be available to handle the demand for such operations by the time the procedure is officially approved."The success rate of the operation is almost 100 percent," Duan Jianhua, an official of Guangzhou population and family planning commission, said.Research on the operation started four years ago in Beijing. It was led by the science and technology institute of the National Population and Family Planning Commission and Guangzhou family planning science and technology institute.Wu said the technique was developed through more than 1,600 clinical trials all over the country. More than 500 men in Qingyuan, a city in Guangdong Province, have already had the operation. All the trials were successful and none of the subjects has experienced any side effects.Zhu Jiaming said the operation costs just a few thousand yuan, which is affordable for most people in China."When the technique is available, couples will have one more option for birth control, and married women do not have to install an intrauterine device (IUD) anymore," Zhu said.The public seems ready."I welcome this technique. It makes me feel women are more respected by society than before," Liu Jun, a woman in Guangzhou, said.A survey by the Guangzhou-based New Express Daily found that about 60 percent of Guangzhou residents welcomed the surgery and supported its promotion.
