Children should be learning in classrooms.That was the message from Florida Gov. Ron DeSantis on Thursday, less than 24 hours after the Palm Beach County School Board reached a consensus to start the 2020-21 academic year with online-only classes."Educating our kids is absolutely essential," DeSantis said during a news conference at the Jacksonville Port Authority. "I have no doubt we can do this safely."Claiming that students across the state have suffered an "education gap" from online distance learning, he urged school districts to consider opening brick and mortar schools right away for the 2020-21 academic year."I want our kids to be able to minimize this education gap that I think has developed," DeSantis said. "In spite of good efforts with the online, it's just not the same. So I worry about that gap."The governor added he's concerned about the social impact that distance learning is having on children."There's something to be said for being in school, seeing people you know, growing up like a normal kid," DeSantis said.On Wednesday, the Palm Beach County School Board reached a consensus to start the 2020-21 academic year, which is slated to begin on Monday, Aug. 10, with online-only classes due to the ongoing threat of the coronavirus pandemic.A final vote will take place on July 15.DeSantis, whose three children are not old enough to attend kindergarten, said he would send them to elementary school if they were of age."I would not hesitate to put them in, in terms of the risk. Because the risk, fortunately for kids, is extremely, extremely low," DeSantis said.While the governor supports having children in classrooms, he did admit that exceptions should be made for students with significant health issues, and ultimately, the choice is up to parents."Different parents have different calculations. If a parent wants to opt for virtual education, they should absolutely be able to do that. We shouldn't be forcing them to do any kind of decisions," DeSantis said.Last week, the Florida Department of Education issued an order requiring public school districts to open brick and mortar schools five days a week.However, districts have flexibility with the format of the 2020-21 academic year based on the recommendations of local health officials.There are 232,718 confirmed cases of COVID-19 in Florida as of Thursday, an increase of 8,935 cases from the day before.In addition, the number of coronavirus-related deaths in Florida jumped to 4,009 on Thursday, a record increase of 120 deaths in just one day.WPTV's Matt Papaycik first reported this story. 2600

CHULA VISTA (KGTV) -- A frightening scene for any family to witness was captured on video just before Valentine’s Day outside an East Chula Vista gas station. A clip posted to Facebook shows a man screaming racial obscenities at a female customer while the woman he’s with calmly pumps gas into their car.The incident reportedly happened at the Shell gas station at the Village Marketplace in the Eastlake neighborhood of Chula Vista at around 4 p.m., according to the victim.In a Facebook video post, the victim wrote that the man had approached her car and began shouting vulgarities then returned to his car. “No there is nothing done prior to this on my part. No there was nothing wrong that I knew of. No, there was no history," the victim wrote in the Facebook video post."No, I've never seen this couple before. No, there were no words exchanged between us, no eye contact, he just began to spew hateful commentary when he saw me get out to pump," the victim said.Sensing that something may happen, the victim used her cellphone to record the encounter, and that's when the man approached her again.The video shows a man with face and arm tattoos jumping out of the passenger seat of a light colored Nissan Versa hatchback. He approaches the victim’s car while flashing both middle fingers and screaming, “F*** n*****s!”The man then walked up to the victim’s vehicle and spit on the windshield.10News is not identifying the victim for her own protection.According to the victim, the couple drove away after the woman finished pumping gas.“I am beyond grateful that he, for some reason, changed his mind and did not spit on me or put his hands on me,” the victim said.The woman called Chula Vista Police about five hours after the confrontation at the gas station, according to Chula Vista Police Department Captain Phil Collum. Officers took information from the woman and followed up with her Friday to gather more information and documentation, Collum said. They will evaluate the evidence to see if it amounts to a criminal offense. Collum said police do not know the identity of the man seen in the video. “This is highly unusual,” said Collum. He had recommendations for anyone in a similar situation. “Do not engage, do not get involved, always take the high road,” Collum said.Anyone with any information is asked to call CVPD. 2350

CHULA VISTA, Calif., (KGTV) — Students at eight high schools and two middle schools in Chula Vista spent part of their day protesting the newly proposed budget for Sweetwater Union High School District. The school system is million in the hole, and they plan to lay off nearly 240 teachers and staff by May. While their parents take to the polls, hundreds of students at Eastlake High School are also raising their voices. "It's frustrating, and almost like, betrayal," Eastlake Senior, Isabella Borquez said. Borquez said she could not get behind the district board's decision to lay off nearly 240 teachers, librarians, and learning center staff, all the fix the district's million debt. "They're getting rid of people who we, the students trust and connect with," Borquez said. "And they just want to rip those people away from us."The district says the shortfall in money is not caused by mismanagement of funds. They say it is because of the decline in student enrollment and a decline in revenue.Meanwhile, at the Sweetwater Union High School District office in Downtown Chula Vista, parents too held a protest. They said the district is doing everything but follow their mantra, "Putting students first.""If you have less teachers to teach these kids, it is going to hurt them in the end," Jean Arce said. Her son is a student at Hilltop High School, who is expecting three of his current teachers to be pink-slipped this month. "This is not putting your students first. This is when you are putting finances first, and taking from the students."10News looked at teacher salaries. They range from about ,000 to 7,000. (KGTV) - State investigators have cited an in-home daycare in Bonita for feeding melatonin to children.10News learned a criminal investigation is underway into Brenda Saucedo Family Child Care. The daycare has had a license since 2007, according to the California Department of Social Services.6-year-old Julius had been at his new daycare for two weeks when he was put down for his first nap time in early August. Julius says he was handed a red drink with white flakes in it."I thought it was Gatorade but it didn't taste like Gatorade," said Julius.Julius drank it all."They told me to lie down, and I fell right asleep," said Julius.When he awoke, he still felt sleepy. After he told his family, his mother Vanessa Cherry says a complaint was filed with the state's Child Care Licensing Program, sparking a surprise inspection. Weeks later, she received their report."I felt angry. I felt like I let my son down. You feel betrayed," said Cherry. Based on interviews and documentation like text messages, state investigators cited the daycare for "providing Melatonin to the daycare children to alter their behavior and/or help them sleep." A spokesperson with the California Department of Social Services says "the licensee told CSDD staff that she administered melatonin to school-age children and melatonin was found on the premises.""How dare you give my kid something without telling me without my acknowledgement ... you don't have the right," said Cherry.Cherry filed a report with deputies, who started an investigation.Melatonin is a natural supplement used as a sleep aid. Possible side effects include dizziness and nausea. There have been a handful of recent criminal cases across the country involving daycare providers and melatonin. Three daycare providers in the Chicago area were charged with giving children melatonin gummy bears before nap time. In Oregon, a woman sentenced to 21 years for feeding melatonin to kids while she went to a tanning salon and the gym. Some of those kids now complain of problems with their sleep cycles.When 10News knocked on the door of the daycare, a woman identifying herself as the owner told us the only child she fed melatonin to is her own child because he has autism. As for Julius, she told 10News she didn't put anything in his drink. When pressed on the specifics of the licensing division report, she said, "I don't want to comment on that any more.""They should be shut down. Your child should be safe in a place you entrust with their safety. This is a parent's worst fear. Someone is giving something to your child without you knowing," said Cherry.Anyone with information on the case is asked the call the San Diego Sheriff's Department Imperial Beach station at 619-498-2400.Cherry says she is planning on filing a lawsuit against the daycare provider.The California Department of Social Services issued the following statements in response to our questions: "The licensee told CDSS staff that she administered melatonin to school-age children, and melatonin was found on the premises. The licensee was informed that this was a violation of state licensing regulations and must cease. She agreed to end the practice, and stated that she understands the danger of administering melatonin and that she will not do so again ... The licensee must post a copy of the complaint investigation report on site, provide a copy to the parents/guardians of children in care at the facility, and provide a copy to parents/guardians of all newly enrolled children in the next 12 months. She also agreed to review educational materials on children’s personal rights in child care, as set forth in state regulations, and provide a summary of the material to the analyst assigned to the case. If this corrective action is not completed, the facility may be subject to civil penalties. In addition, because of the seriousness of the incident, the licensee will be required to attend a follow-up meeting with CDSS staff to discuss the incident and any other concerns about the facility’s compliance with regulations. Such meetings may lead to additional licensing action.The inquiry conducted by CDSS found no evidence of injuries or complications to the children.CDSS takes the allegations in this case seriously. The Department cannot confirm or deny the existence of an investigation. In general, when a facility has experienced a serious 'Type A' violation – an incident creating an immediate risk to the health, safety or personal rights of those in care – it may be subjected to additional scrutiny, including more frequent, unannounced inspections."See how to check the state's report on your child's daycare here. 4700

  

CHULA VISTA (CNS) - A woman accused of stealing a car containing two young children from outside a Lincoln Park cell phone store and driving to the U.S.-Mexico border, pleaded not guilty today to kidnapping and child abduction charges.RELATED: Police: Woman arrested after stealing car with kids inside, trying to cross border into Mexico?Leslie Esparanza Saenz, 26, was ordered held without bail pending a review hearing next Wednesday.  The father of the 8-year-old girl and 3-year-old boy parked his gold Hyundai Excel outside the Cricket Wireless shop in the 200 block of Euclid Avenue about 12:15 p.m. Monday and went into the business by himself, leaving the vehicle unlocked and its engine running, according to San Diego police.   Moments later, a woman who appeared to be in her late teens got into the car and drove off to the east on Imperial Avenue with the children still inside, Officer Luis Roman said.Police searched for the stolen car and missing children until shortly before 2 p.m., when the Hyundai arrived at the San Ysidro Port of Entry at the southern terminus of Interstate 5.There, federal agents who had gotten a be-on-the-lookout bulletin regarding the auto theft and kidnapping took the driver  - who was later identified as Saenz -- into custody without incident.   Authorities then reunited the children, who had suffered no injuries during the ordeal, with their father and returned his car to him, Roman said.Police have not established a motive for the alleged kidnapping. 1553
