BEIJING, April 15 (Xinhua) -- The Chinese government said Thursday it plans to increase the land supply available for residential property, in a bid to guide the country's runaway property market into more healthy development.China will supply 180,000 hectares of land nationwide to build houses this year, excluding the Tibet Autonomous Region, compared with an area of 76,461 hectares in 2009, the Ministry of Land and Resources (MLR) said.Areas for low-cost housing, renovated shanty houses and small- and medium-sized apartments will be allocated more than 70 percent of the total land supply, the ministry said.In breakdown, areas for small- and medium-sized apartments alone would reach 80,431 hectares this year, exceeding China's total land supply in 2009.Some 35,786 hectares would be allocated for renovated shanty houses, accounting for 19 percent of this year's total land supply.Areas for low-cost housing, consisting of affordable housing and low-rent housing, would be given 24,454 hectares, more than double the 2009 figure.The central government vowed to build three million low-cost apartments for low-income families and renovate 2.8 million shanty houses at the Third Session of the 11th National People's Congress in March this year."We merely need 12,000 hectares to meet the goal set by the central government to build the three million low-cost apartments, well below this year's planned land supply for this part," said Liao Yonglin, director of the department of land use management of the MLR.

BEIJING, May 2 (Xinhua) -- The People's Bank of China (PBOC), the central bank, announced Sunday it will raise the deposit reserve requirement ratio (RRR) for most financial institutions for the third time this year amid growing concerns of asset bubbles and economic overheating.The bank said in a statement on its website that it would raise the deposit reserve requirement ratio (RRR) for financial institutions by half a percentage point from May 10.The ratio for the rural credit cooperatives and rural banks would remain unchanged at 13.5 percent, said the PBOC.However, the RRR for other small financial institutions would rise to 14 percent, and that for large financial institutions to 17 percent.This is the third rise in the deposit ratio this year. On Jan. 12 and Feb. 17, the central bank raised the deposit ratio by half a percentage point each time.The move indicated the government was taking further steps to tighten monetary policy in response to concerns of overheating and asset bubbles, said Liu Yihui, an expert with the Financial Research Center of the Chinese Academy of Social Sciences (CASS).The PBOC has cut the bank reserve requirement ratio four times during the second half of 2008 to stimulate growth, as the global financial crisis started to weigh on the economy.The country posted a better-than-expected 11.9 percent year-on-year economic growth in the first quarter, but the government was cautious and had repeatedly warned that the economic conditions this year were "very complicated."China's consumer price index (CPI), the main gauge of inflation, saw a rise of 2.4 percent year on year in March, nearing the ceiling of 3 percent inflation this year that the government has set at the annual parliamentary session that month."There is an obvious tendency of overheating," Liu said.
BEIJING, April 26 (Xinhua) -- Chinese legislators Monday started discussing for the second time a draft law on the protection of oil and natural gas pipelines which spells out the responsibilities of pipeline companies.According to the draft, companies must take safety measures while constructing pipelines and ensure the quality of materials.Companies must have professional personnel regularly patrol pipelines and deal with any potential safety issues in a timely manner, the draft said.They must place warning signs near pipelines according to state standards and replace damaged signs as soon as possible.The draft law says pipeline companies must offer compensation to land owners whose land use is curtailed by the pipeline.Buildings and facilities like pools and greenhouses that may damage pipelines are prohibited in the buffer areaThe draft said rapid urbanization has resulted in the reckless construction of buildings and roads within pipeline buffer areas, making pipeline protection increasingly difficult.The State Council, China's cabinet, submitted the law to the 14th session of the Standing Committee of the 11th National People's Congress (NPC), the country's top legislature. The Standing Committee's four-day meeting began Monday.
