SAN DIEGO (KGTV) - New data by an environmental foundation shows Mission Valley is seeing a surge in homeless.A study by the San Diego River Park Foundation says the number of homeless living along the river has nearly doubled since last October.In October of 2016, volunteers counted 56 homeless encampments along the San Diego River and in October of this year, they tallied 101."The numbers really were surprising," said SDRPF President Rob Hutsel, "an 80% increase is really a lot."San Diego Police Department made 270 arrests in homeless-related crimes in September. Hutsel says the new wave of homeless is likely from the city's crackdowns.The SDRPF has compiled data on the homeless encampments' locations and even the trash they produce. "93.7% of the trash (here) is sourced to homelessness," said Hutsel pointing to the map on his phone.In Orange County, law enforcement has established curfews on certain banks along of the Santa Ana River where they are experiencing a similar issue with transients.Councilman Scott Sherman's office says the city performs sweeps of the riverbed and curfews are a possibility once the area becomes more developed. 1166

SAN DIEGO (KGTV) — One person was found shot inside their vehicle in the Encanto area on Wednesday, according to police.The shooting occurred in the 6200 block of Varney Drive, near Leaf Terrace and Vado Way, just after 7:30 p.m., according to San Diego Police. Officers arrived to find a man in a vehicle who had been shot at least once.The man was taken to a nearby hospital, where he was pronounced dead. The man has been identified, though police only described him as a 44-year-old Black male.SDPD says it appeared the victim was in the area with an acquaintance when another vehicle pulled up near the victim and fired several rounds. The suspect then fled the area.Police described the suspect as an unknown race male, wearing all dark clothing. SAN DIEGO (KGTV) — Murder during rape is a special circumstance, meaning no bail for the man accused of killing an elderly woman in her Normal Heights home in 1987.Kevin Ford, 62, didn’t have much to say in court Tuesday, charged with the murder and rape of 79-year-old Grace Hayden. Some advances in technology and persistent police work helping make today happen after three decades.The video remains just as chilling today as it was 31 years ago. Hayden's body was wheeled out of her home. Her neighbor told 10News reporter Steve Fiorina back then, that she was a friendly neighbor."She was loveable, friendly, never bothered, as far as I know, anyone," the neighbor said."Never went out because she was something like handicapped. She was a nice lady," another neighbor said.The case went cold until a single fingerprint found on Hayden’s stove. And some hard work led investigators to an arrest in North Carolina.San Diego DA investigator Tony Johnson was reviewing the unsolved case when he found that fingerprint. He submitted it to a national database and got a hit from a 20-15 warrant out of North Carolina.Three years ago he talked with KPBS saying, “a case goes cold primarily when the initial team that’s investigating the case has run out of leads.”Ford was extradited to San Diego. Tuesday, he was arraigned before a judge. A public defender said ford denies all charges.Ford is due back in court on Aug. 7. 1460

SAN DIEGO (KGTV) -- Police are searching for a driver who reportedly hit two people crossing the street in East Village before running away. According to San Diego Police, the incident happened on the 300 block of 14th Street around 12:20 a.m. Sunday. Police say a 24-year-old woman and a 22-year-old man were crossing 14th street in an unmarked crosswalk when the driver of a Ford Mustang attempted to make a U-turn, lost control and hit the pair. The crash left the woman pinned against the wall with a fractured hip and the man with abrasions, according to police. The driver ran away from the scene on foot and has yet to be located, police say. 658

SAN DIEGO (KGTV) - Over the next three days, City of San Diego crews will remove hundreds of palm trees from the Rueda Canyon in Tierrasanta by helicopter.The city is working with the San Diego Canyonlands nonprofit and the San Diego River Conservancy throughout the process, which is expected to last through Friday.Hikers and joggers are warned not to enter the canyon while the tree removal is underway.“It’s extremely dangerous for anyone to be in there, it’ll actually stop the operations,” said Eric Bowlby, Executive Director of San Diego Canyonlands.The palm trees are not native to this region. Bowlby added they aggressively establish themselves and grow along the narrow stream at the bottom of canyons. The trees absorb so much water, they hinder the growth of all the native plants in the area.Because these palm trees grow so quickly, they’re also very hard to maintain. Dead fronds often create a skirt around the trees that’s not only a fire hazard but also becomes an area for pests, like rats, to live and breed.“We’re going to be removing some 300 mature Mexican Fan and Canary Island Palm Trees from Rueda Canyon,” said Bowlby. “That would be about 90,000 pounds of fuel that would otherwise remain in the canyon and in the event of a fire add a tremendous amount of danger and fuel to the community.”Once the trees are removed, they will be replace with trees native to our region, like Willows and Coast Live Oaks.The project was funded with money from a state grant. 1498
