"His heart kept on beating because he knew it was going to someone special," said Dana. "Losing a loved one is very hard; there are no words that can really describe that. SAN DIEGO (KGTV) - After 20 months of Immigration and Customs Enforcement (ICE) detainment, a Congolese father fighting for political asylum has reunited with his family. The newly paroled father went to a church service in San Diego with his family for the first time since 2017."Constantin has been reunited with his family," Pastor Colin Mathewson of St. Luke's Episcopal Church said. Sunday was Constantin Bakala's first time at church with his family since his parole. In 2017, the former computer engineer took his family and escaped from the Republic of Congo after he said they received multiple death threats by the new government. They somehow made it to San Ysidro to seek political asylum. But there, the family was separated and Bakala was held alone at four different ICE detention facilities on the East Coast. Meanwhile, while his wife Annie and seven children were released in San Diego. Through a French translator, Bakala spoke to 10News."Because of the distance between my detention and family, communication was very difficult," Bakala said. The family's only form of communication was the phone. For months, the Bakalas and their friends fought for reunification. 10News was there as they rallied at an ICE office in downtown San Diego and at church events. Earlier this year, Bakala's first parole request was denied. Five lawyers, 30 volunteers, and 20 months later, Bakala was granted parole. On Aug. 19, 2019, Bakala arrived at San Diego International Airport with a single duffel bag."[It was] pure joy when I hugged and kissed them," Bakala said. His eldest daughter, Marie Louise, could not contain her joy."I am really grateful to God and to all those people who are helping me and my family to be together," Marie Louise Bakala said. She previously told 10News that all she wanted was for her father to be there when she celebrated her 18th birthday. Her wish came true."I'm just really happy because my birthday will be next month, and my dad is here!"The Bakalas' journey, however, is not over. As Bakala adjusts to his new life as a parolee, the family awaits their trial. But now, they have each other.Constantin, Annie, Marie Louise, Emmanuel, Daniel, David, Augustine, Moises, and Joseph are together at last.In his broken English, Bakala told 10News: "I thank everybody who are before me to understand the condition from where I am coming."Constantin Bakala's case has been moved to California. SAN DIEGO (KGTV) — After all these years, people still love coming to the San Diego Zoo to see the California condors.At one point in the 1980's, there were only 22 of them living outside captivity. The zoo began a major effort to save the species, getting them to reproduce and then releasing them across the state. It's worked. There are now more than 250 flying across the American West and Mexico.RELATED: How the wild parrots of San Diego arrived in America's Finest City"It's really good for us, actually, because they help to reduce all the bad things that cause our sicknesses and ill health. So it's pretty cool," says Maggie Stack, a San Diego State graduate student. Stack is part of a new SDSU team working with the San Diego Zoo to save the bird.As much success as the zoo has had with the condor program, new research shows that the condors in the wild are still under threat."The condors are still critically endangered, so there's still a long way for them to go until we can have a really self-sustaining population," Stack said.RELATED: New giraffe calf joins in the herd at San Diego Zoo exhibitA big reason for that is that the same pollutants that nearly killed the condor off so many years ago are still hurting them today. Stack's team is doing research suggesting that the condors are still dealing with lead poisoning and the chemical DDT, which was banned nearly 40 years ago."Those can cause egg shell thinning in condors," Stack added. "So we're seeing a significant amount of egg shell thinning in condors that live on the coast."A thinner shell means a greater chance of the egg being crushed, often accidentally by the parent condors trying to keep the egg safe.The researchers hope their work at SDSU can help solve the problem. 1768

SAN DIEGO (KGTV) — After San Diego leaders passed an ordinance allowing people to sleep in their vehicles, a group of critics say they're ready to camp in front of the Mayor’s house to reverse course or address the matter another way."I don’t think they realize that vehicle habitations were the beach community’s biggest problem,” said Racheal Allen, who's a part of the coalition opposed to vehicle habitations on residential streets. The new coalition is fighting against the City Council’s decision to repeal a decades-old ordinance that had prohibited people from living in vehicles on city streets. Now that it’s legal again the group says vans and RVs are creating homeless camps in their neighborhoods.RELATED: Allowing homeless to live in vehicles is causing problems, residents say“We have literally witnessed buckets of waste being thrown out of some of these vehicles," Allen said. "I’ve seen drug dealing out of some of the vehicles, we’ve seen bike chop shops operating."All of this, just in the month that living in vehicles has been legal again. And the coalition has been hounding the Mayor’s office to change it. "There’s hundreds of us that are sending constant photos and stories," Allen said, adding that the group is planning to send a message. “RVs, vans, cars and just parking in front of some of the City Council members and Mayor’s house just to give them a taste of what it feels like.RELATED: City of San Diego allows homeless to live in vehicles"To have somebody watching you leave your house, then arrive at your house, they see you with your kids. It’s just very uncomfortable.”This week, however, some local leaders are splitting from the city's decision. The Pacific Beach Town Council voted to urge city leaders to prohibit the ban's reversal and designate parking lots for campers in non-residential neighborhoods away from schools and daycare facilities.Thursday, Councilmember Jennifer Campbell sent a letter to the Mayor asking for overnight safe parking on city-owned properties. She proposed South Shores parking lot because of the 200 spots and access to bathrooms.Allen said she recently received an email from the Mayor's office saying, “we are actively pursuing a new ordinance to address the public’s concerns.”"We have to put our foot down," Allen said.Members of the coalition told 10News they don’t support a plan of using South Shores or anything that close to the beach because of the impact it could have on the environment. 2483

SAN DIEGO (KGTV) - A surveillance photo released by the FBI and San Diego Police Tuesday may help them find the man who robbed a Clairemont bank.The white man, in his late 20s or early 30s, demanded cash from a teller at the Wells Fargo Bank inside the Vons grocery store at 4725 Clairemont Drive in Clairemont Town Centere on December 30.Police said the man used a note and no weapon was seen or used.The teller gave the man cash and he walked away.Investigators describe the man as about 5’11” with an average build. He was wearing a dark-colored sweatshirt, white shirt, red shorts, black sneakers and a baseball cap at the time of the robbery.Anyone with information is asked to call San Diego Police. 713
