Eleven people fell ill after a suspicious letter was opened in an administrative building at Joint Base Fort Myer-Henderson Hall in Arlington, Virginia, on Tuesday, according to the Arlington County Fire Department.Of the 11 individuals who felt ill, three were transported to a local hospital and are in a stable condition, a spokesperson for the department said."An envelope containing an unknown substance was received, today, aboard Joint Base Ft.Myer-Henderson Hall. Personnel in the affected building took immediate preventative measures by evacuating the building," according to Maj. FALLBROOK (KGTV) -- A couple looking to buy a home in the North County wants to share an experience they're describing as negative as the new solar energy law goes into effect in 2020.The law requires that homes built in California starting in 2020 must have solar panels. It has caused confusion among potential homebuyers, like Brian and Carmen McKay. They recently left Las Vegas, looking to move back to San Diego County.“I used to work at Fallbrook skilled nursing many years ago,” said Carmen McKay. The couple found a home they liked in the Horse Creek Ridge development, a new housing project in Fallbrook.“When we realized it was a corner lot… oh my gosh, we loved it,” Carmen said.They were told the cost was roughly 5,000—which sounded like a reasonable price for San Diego, according to the McKays. That is when they say they got a surprise from the sales representative.“Then she says, by the way, once we were sold on the house and the price… there’s solar panels on the house. You have the option to lease it or buy it. And we’re like, why?” Carmen said.They said during the home tour, solar panels were not mentioned at all. Carmen said the sales representative only mentioned it when they were back in the office, ready to sign documents to buy the home. As the McKays were questioning solar, they were told “it’s required by the state.” That is only partially true. A spokesperson for the California Energy Commission told Team 10 that “the law only applies to homes that have been permitted after Jan. 1, 2020.”“If that’s not the case with the home in question that you mentioned, then the mandate does not apply,” wrote energy commission spokesperson Edward Ortiz.The McKays were told it would be about ,000 extra to buy the solar panels.“I think that it was misleading because we were buying a house that we were told it was 5, but it’s actually 5 or we’re paying a higher monthly out of pocket,” said Brian McKay.The seller knew they were on a time crunch.“We sold our property [in Nevada]. Thus, Horse Creek Ridge was designed using solar to meet the current Title 24 requirements, and as a result, we are required by the state to have solar on each home in the community.”When asked why that was not told to the potential homebuyers from the beginning, during the tour of the home, D.R. Horton spokesperson added that “solar requirements are communicated to customers via numerous marketing materials… and as an addendum to the home purchase agreement.” She pointed to an 8-page brochure, where solar is mentioned once on page 7. She also sent Team 10 an image of solar displayed on a model home—something the McKays said they never saw.There is no mention of solar or photos of any homes with solar on Horse Creek Ridge’s website. “I feel like I was deceived,” Carmen said. “We fell in love with the place. I felt like I was pushed in the corner.”Dan Zimberoff is an attorney not involved in this case, but he has seen solar disputes in the past. “A buyer needs to be aware,” Zimberoff said. “If you’re purchasing a new home and you see what that price is, ask the details. Is that really going to be the final price?” “We’re starting to remember why we left California,” Carmen said.The McKays ultimately decided not to buy the home. They hope their experience teaches others about the right questions to ask. “We were willing to pay the higher cost to live here, but I don't like being misled by builders,” Brian said. But one local business owner says San Diego is ready to meet the demand during the COVID pandemic. Bruce Damon, the owner of Nomad Ventures in Escondido, says after a 10-week shutdown they are back serving outdoor enthusiasts."We're just hoping that people can get out and enjoy themselves safely, and kayaking was one of the first things that I understood was considered a safe endeavor," says Damon.In what came as a surprise to Damon, he saw media reports saying kayaks were in short supply due to the COVID-19 pandemic. That hasn't been the case at Nomad Ventures"We've had the busiest year as far as I can remember in terms of kayaks selling a lot of kayaks here," Damon said. So to say there is a kayak shortage, at least in San Diego, would not be accurate as far as Damon is concerned."Our shutdown was right when we were at complete inventory," Damon said. "Stock levels were high, and when we reopened, we had stock."He was quite alarmed when customers were steered towards shopping online when his shop was completely full of outdoor products. "We have back stock in storage units that we pull from to restock the store. We just picked up a new load of five kayaks, so we are fortunate that we have product," Damon said.His message to customers in the market for a new kayak is quite simple, shop small business and local."We've been in business 40 years, so we felt it was important to get our message out. (KGTV) -- The Escondido Union School District Thursday confirmed two people at Mission Middle School tested positive for coronavirus.District officials were notified Tuesday of the positive tests, and officials noted the cases were separate and not related."In an abundance of caution and in alignment with guidance from the San Diego County public health department, all students and staff members who were determined to be potential close contacts with either individual were notified immediately, and were advised to begin a 14-day quarantine", said district spokeswoman Michelle Breier.According to the district, the quarantine includes 25 students, five teachers, and three classroom aides.Under Escondido Union’s hybrid model, some students returned for in-person classes in late September.The district has implemented health and safety measures for students and staff, including limiting class sizes, enforcing social distancing, requiring face masks, conducting health screenings, and swift contact tracing following notification of a positive test.Escondido Union School District is a preschool-grade eight elementary district that is entirely separate from the high school district. Experts agree that binge or heavy drinking while pregnant is alarmingly dangerous for a fetus, and advise against it -- but what about light drinking during pregnancy?It turns out that there's not much research on just how little a pregnant woman could drink without harming her unborn baby, according to a paper published in the journal BMJ Open on Monday.In the United States, doctors have long warned that drinking any alcohol while pregnant can come with serious medical risks, such as the possibility of miscarriage, stillbirth, or physical and behavioral problems in the baby, known as fetal alcohol spectrum disorders.Last year, a report from the Centers for Disease Control and Prevention said that women should avoid drinking completely if they are not using birth control and there is any chance they might be pregnant.Guidelines in the United Kingdom also say that if you are pregnant or think you could become pregnant, the safest approach is not to drink alcohol at all.On Friday, the National Health Service Greater Glasgow and Clyde launched a "No alcohol, no alcohol harm" campaign aimed at pregnant women about the risk of fetal alcohol spectrum disorder.
