Foreign trade in east China's Shanghai port rose 20.3 percent year-on-year to 91.06 billion U.S. dollars in the first two months of 2008, official statistics show.     The figure accounted for 24.9 percent of the country's total trade value of 365.93 billion U.S. dollars from January to February.     Exports climbed 17.2 percent, 20.7 percentage points lower than the period from a year earlier, to 58.59 billion U.S. dollars. Mechanical and electronics products accounted for around 60 percent of total exports.     Imports jumped 26.3 percent, 10.8 percentage points higher from the same period last year, to 32.47 billion U.S. dollars, the Shanghai Customs said.     The surplus rose 7.6 percent to 26.12 billion U.S. dollars. The rate was 66.1 percentage points lower from a year ago.     Export growth slowed as the Spring Festival holiday and the strongest winter blizzards in five decades closed factories and disrupted transport. The government policies introduced last year to reduce surging surplus also contributed to the slower pace, as shown in the steel and garment sectors.     Imports, however, accelerated their pace as China bought more commodities and farm produce at higher prices. Through the Shanghai port 549,000 tons of agricultural products were imported in the two months, an annual increase of nearly 30 percent. Their average price was up 24.7 percent from a year earlier.

BRUSSELS -- The European Commission is set to propose an end to the five-year anti-dumping duties on Chinese energy-saving lightbulbs, a spokesman said on Thursday. A group of trade experts at the European Union's executive body have been debating whether to drop the anti-dumping duties for several months as the trade defense measure against lightbulbs made in China was introduced for five years in 2001. Peter Power, a spokesman for EU Trade Commissioner Peter Mandelson, said a majority of specialists support the end to the anti-dumping duties as the five-year period has expired. "The outcome of the discussions puts the commission in a position to proceed with a formal proposal to end the duties," he said. Some European bulb makers have been pressing had for a renewal of the duties for another five years, but the measure was criticized by environmentalists as unjustified in EU's fight against global warming. EU member states will give a final say to the issue, based on the commission's proposal. The 27-nation bloc has launched a review of its trade defense policy, notably anti-duping measures. As an increasing number of EU companies now invest in China, the EU wants to have a second thought on whether such measures would hurt its own interests.

China's private enterprises employed 120 million people by September this year, up 9.5 percent from the same month a year ago, said a senior official on Saturday."The private sector of the economy is a main avenue of employment and re-employment in China," said Zhong Youping, deputy minister of the State Administration for Industry and Commerce.Zhang made the remarks at a forum on Chinese and Japanese small and medium-sized enterprises held in Guangzhou of South China's Guangdong Province.Developing the private sector would help increase job opportunities and enable economic growth and employment to boost each other, said Zhang.Labor-intensive firms and the service sector could absorb a lot of laid-off workers and college graduates, he added.Last year China's industrial and commercial authorities helped 2.54 million unemployed people find jobs in the private sector and nearly half of the country's new graduates entered private firms.

The State Administration of Radio, Film and Television has called a halt to all TV and radio programs on plastic surgery or sex-change operations.The administration issued a notice on Thursday that forbids programs with such "indecent themes and bloody and explicit scenes".As the decision states, it is forbidden to plan, program or broadcast any programs about plastic surgery or sex-change operations.The decision came as growing numbers of local TV stations decide to broadcast such programs, which have attracted complaints from many viewers.For example, Sun Min, a viewer in South China's Guangdong Province, said she found the scenes of plastic surgery in "New Agreement on Beauty", broadcast by a local TV station, to be "horrifying and sickening"."Ongoing programs of this kind should be stopped immediately," said the notice. WUHAN -- The rainstorm and floods have killed 68 people and 25 others were missing in central China's Hubei Province since the flood season began in June, according to local government. Another 402,200 people have been evacuated from affected areas, said Liu Hui, deputy head of the disaster relief office under the provincial civil affairs department at a press conference on Sunday afternoon.
